This presentation will explore the different and conflicting images of gambling and gamblers as reflected in more than 2000 years of art, literature, music, and film. Images of gambling range from sophistication to foolishness, while images of the gambler range from the glamour of James Bond to the buffonery of the Marx Brothers to the tragedy of Dostoevsky. The presentation will conclude with a discussion of the implications of these images for gambling research, awareness, treatment, and prevention.

Organ donation shortages are a problem in Nevada. A shift in policy towards an opt-out system could more than double the number of registered organ donors in Nevada. A Libertarian Paternalistic strategy would allow potential donors to express their preference for organ donations more accurately. Currently Nevada abides by an opt-in policy where people are only organ donors if they explicitly request to become donors. Under an opt-out policy, people would be presumed organ donors unless they requested not to be donors. The purpose of this study is to investigate the use of policy analysis by planning and development departments throughout the Southern Nevada region. The data for this study was collected from interviewing eight planning and development department heads within various jurisdictions. The interviews consisted of twelve questions that were designed to explore the roles of department heads with respect to the policymaking process as well as whom is conducting policy analysis to assist in Decision-making. In January 2009, a four-member team of University of Nevada, Las Vegas (UNLV) Department of Public Administration students set out to evaluate the effectiveness of HopeLink, a transitional housing program in Henderson, Nevada. The research team was tasked with evaluating the effectiveness of the agency and assisting the Committee on Homelessness in deciding future funding allocations. This paper provides our review and analysis, including program strengths and weaknesses, and recommendations for future program and funding improvements.

Our group conducted a program evaluation of HELP Las Vegas Genesis Apartments (HELP Genesis). We began the evaluation on November of 2008 and concluded May 2009. HELP Genesis is a permanent supportive housing facility for veterans and homeless with disabilities. It was a concern that they may be a transitional housing facility because of their turnover rate. We concluded that this was not the case.
We have identified the following limitations in our analysis. There was a lack of accessibility to the budget and accounting documents, limited access to key contacts for necessary information, and time constraints which prohibited us …

On March 15, 1982, the City of Las Vegas determined that, due to extreme overcrowding at the Las Vegas Metropolitan Police Departments holding facility, it was time to create the Las Vegas Department of Detention and Correctional Services. For more than a decade, Clark County, Nevada was the fastest growing county in the nation and its government (and government services) rapidly expanded in an attempt to keep pace with the ever-increasing needs of County residents. In 1996, Clark County Human Resources (CCHR) endeavored to improve its managerial efficiency by reducing its number of position classifications and succeeded in collapsing some 1100 job classes down to 500. Citizen participation rates in Clark County Town Advisory Boards (TABs) and Citizens Advisory Councils (CACs) were assessed. We measured citizen participation by analyzing attendance at TAB and CAC meetings over a two-month period. We designed a survey and distributed it to TAB and CAC meetings to profile volume of attendees, demographic characteristics, and other relevant data. Each member of our group also personally attended two TAB and CAC meetings to collect observations and conducted an interview with the Clark County liaison for that group. Budget expenditures on payroll are addressed as well as the cost of utilities, resources, and the costs of doing business. The City of Las Vegas Human Resources Department requested the evaluation team examine the perception of fairness in the promotional selection process as demonstrated by the results of the 2007 Diversity and Inclusion Survey and related complaints from some of the employees. Based on discussions with the Human Resources department and subsequent interviews with other stakeholders, the main focus of the evaluation team covered the strengths and weaknesses of the promotional process and determining the reasons for the perceived preferential treatment in the promotional process as expressed by city employees who responded to the 2007 Diversity and Inclusion Survey. After the retirement of Fire Chief Washington, the Las Vegas City Manager, Doug Selby and the Deputy City Manager, Betsy Fretwell sought input from Fire Department personnel on what qualities they would like to see in a new fire chief. Selby and Fretwell visited all fire department personnel, whether located in a fire station (called "the floor") or in administration. Boulder City (City) is unique in the State of Nevada as being a non-gaming city, maintaining a controlled growth ordinance, and steadfastly holding to its “small town” values and character. The City has been facing budgetary challenges as future expenditures are anticipated to continually exceed revenues if current services levels are maintained. Indeed, fiscal reviews indicate the City has been transferring contingency monies between funds to cover overages for the past several fiscal years. This “robbing Peter to pay Paul” methodology may offer a temporary solution to the shortage but may be detrimental as a long term solution.

Ensuring that quality textbooks get into the hands of Nevada's teachers and students is the goal of the selection process. The textbook adoption process for the State of Nevada is outlined in Chapter 390 of Nevada Administrative Code (NAC) and Nevada Revised Statutes (NRS). When a teacher is interested in purchasing a textbook for use in the classroom, he or she must check the eligibility list of adopted books on file with the Department of Education. If the book is not on the list, they must begin the process of having the book adopted before being able to purchase it.

Recreation user fees and facility rental fees provide sources of revenue for the City that comes directly from the beneficiary of the service instead of from the general fund. The City of Las Vegas operates a municipal detention facility, primarily housing offenders who have committed misdemeanor crimes within the 130 square miles of the Las Vegas City limits. Similar to many jurisdictions, within the State of Nevada, but also across the Country, the offender population is on the rise. The City’s inmate population has grown steadily at a rate of 10%, annually, for five years. The Quality Assurance (QA) Program is critical in the licensing of the Yucca Mountain Repository because it helps ensure that the information used to demonstrate the safer)' of the repository is defensible and well documented. Through audits and surveillances the QA staff identifies areas of non-compliance within each task. The QA Program at the Harry Reid Center (HRC) for Environmental Studies can increase compliance with Quality /Assurance Procedures (QAPs) by improving the program's process.

Persons contemplating adoption in Clark County face many legal boundaries and lengthy delays. Since adoption is a creature of Clark County, the answers usually can be found in state statutes, agency regulations, and court opinions. The COACH program was created through a Social Security Administration (SSA) grant provided to assist eligible chronically homeless individuals apply for Supplemental Security Income (SSI) and Social Security Disability (SSD) benefits. On April 1, 2004, the SSA released $6.6 million in "HOPE" awards to 34 organizations, including Clark County Social Services (CCSS) who received $450,000 over three years. Later in 2004, they released additional funding to include seven more organizations in the program. In total, the SSA has committed nearly $18 million to the program over three years. The purpose of the assistance is to improve the quality of life …
