Fisheries Management under the best of scenarios is a complex action. It requires thoughtful consideration of resources that tend to be out of sight, widely distributed, highly variable both spatially and temporally, and present dramatic variation in life history and ecology. No one management approach has been developed which can effectively incorporate all these variables. Add to this the issue of transnational boundary movements of these resources, and one discovers that this complex issue needs to be addressed by multiple entities, agencies, and nations to have any chance of success.

The 17 Sustainable Development Goals (SDGs) were created for all countries by the United Nations in 2015 with the aim of transforming the world for the better. Each country is responsible for working towards achieving these SDGs. Within Canada, fifteen research universities known as the U-15 make up the majority of private-sector research and innovation. About 65% of these U-15 institutions have developed their own SDG report/plan, illustrating a high level of initiative and involvement when it comes to the SDGs. Inuit living in Nunangat, a northern territory in Canada, are facing unprecedented rates of food insecurity. The increasing impacts of anthropogenic climate change are rapidly changing the Arctic landscape in Nunangat, posing challenges to Inuit hunters who hunt and live completely self-sufficient off of the land. This lack of access to country foods and the impacts these conditions are having on Inuit communities are forcing Inuit to consider aid propositions from the Canadian government. From increased average temperatures and alterations of seasonal precipitation patterns, to extreme rainfall and heat events, Canadians face a 21^st century environment significantly different from that of the past. With risks to people and services identified via the global scientific and social science literature, the need to adapt to climate change is pressing. Water scarcity is increasingly dominating headlines throughout the world. In the southwestern USA, the looming water shortages on the Colorado River system and the unprecedented drought in California are garnering the greatest attention. Similar stories of scarcity and crisis can be found across the globe, suggesting an opportunity for sharing lessons and innovations. For example, the Colorado River and Australia's Murray-Darling Basin likely can share many lessons, as both systems were over-allocated, feature multiple jurisdictions, face similar climatic risks and drought stresses, and struggle to balance human demands with environmental needs. Indigenous peoples throughout the world face diverse and often formidable challenges of what might be termed “water justice.” On one hand, these challenges involve issues of distributional justice that concern Indigenous communities’ relative abilities to access and use water for self-determined purposes. On the other hand, issues of procedural justice are frequently associated with water allocation and management, encompassing fundamental matters like representation within governance entities and participation in decision-making processes. Nova Scotia is the only province in Canada to use the gas tax as a financial incentive to create a regulatory mandate for ‘Municipal Climate Change Action Plans’ (MCCAPs). The MCCAP adaptation policy mandate initiated and enabled climate change vulnerability assessment and the development of climate risk priorities and adaptation plans to uniformly occur at the local scale in 53 Nova Scotian municipalities. This dissertation seeks to answer the question: What are the social factors that impacted municipal climate change adaptation policy and planning processes in the multi-level governance context of Nova Scotia’s MCCAP?
