Redlining, the practice of discriminating against specific neighborhoods based on race and socioeconomic status, leads to persistent environmental hazards and socioeconomic inequalities that have lasting adverse health effects on their populations. Health disparities are further exacerbated through the concentration of environmental hazards, as well as the escalating impact of climate change, which poses an increased risk of respiratory illness, cardiovascular disease, mental health issues, heat-related illness, infectious diseases, food insecurity, and socioeconomic difficulties in redline neighborhoods.

Combatting climate change has largely been understood as a matter of federal and provincial jurisdiction and as a result has mostly been executed in a preventative lens. However, the effects of climate change are most significantly felt at the municipal level. As a result, I argue the onus for combatting climate change should switch to the municipalities in order to focus on climate mitigation and adaptation. This dissertation comprises three essays that investigate different facets of environmental hazards and their implications for policy and governance. While each essay examines a different topic area, they are all linked by examining how entities respond to incentives at the intersection of environmental risk and public policy. Each chapter informs a distinct literature within environmental policy and utilizes different methodologies to examine largely unexplored research questions.

The groundwater and surface-water supply of the Central Platte Natural Resources District supports a large agricultural economy from the High Plains aquifer and Platte River, respectively. This study provided the Central Platte Natural Resources District with an advanced numerical modeling tool to assist with the update of their Groundwater Management Plan.

An integrated hydrologic model, called the Central Platte Integrated Hydrologic Model, was constructed using the MODFLOW-One-Water Hydrologic Model code with the Newton solver. This report presents the results of a mixed-methods study of the 2020-2022 Oakland Slow Streets program. An official response to the Covid-19 pandemic, the program used signs and temporary barricades to limit thru-traffic on 21 miles of city streets to create more and safer space for walking, cycling, and outdoor recreation. Researchers collected data throughout the summer of 2021 on seven designated slow streets plus one cross street and one control street for each – a total of 21 street segments representing conditions in seven different neighborhoods across Oakland. It was my fourth year of teaching at a Brooklyn elementary school when the COVID-19 pandemic forced school buildings, and the entire city, to enter a world of lockdown and quarantine. New York City was an early epicenter of the 2020 coronavirus pandemic, and the virus quickly revealed severe racial and socioeconomic disparities across the city. A disproportionate number of cases, serious illnesses, and death has been experienced by low-income Black and Latinx communities. Preparing for flooding that will be exacerbated by climate change and sea level rise must take place in the context of "deep uncertainty". One strategy for dealing with that uncertainty is to convert unknown probabilities into know probabilities using techniques such as Monte Carlo analysis. This paper demonstrates the feasibility of creating a cost-benefit model for sea level rise adaptation options using an integrated climate change/sea level rise-weather-economic model. The model tests the probability of benefits exceeding costs for shoreline protection such as beach nourishment and armoring under multiple iterations of possible climate futures. Climate change is having a range of impacts on Maine’s coastal communities, impacts that will be further exacerbated by increased coastal flooding, storm events, and a warming Gulf of Maine. To better understand the status of adaptation planning by Maine coastal communities, we conducted a survey and in-depth interviews with decision makers from coastal communities. We found that communities are addressing the effects of climate change and have moved towards specific implementation strategies. Adaptation planning to date includes incorporation of climate change impacts in comprehensive planning and addressing impacts on roads, culverts, and waterfront infrastructure. The issue of port security raised concerns at the highest levels after the terrorist attacks on September 11, 2001 against the United States. Security threats against ports and vessels acquired a new perspective and in 2002 the International Maritime Organization (IMO) adopted amendments to the International Convention for the Safety of Life at Sea (SOLAS), 1974, introducing Chapter XI-2 - Special measures to enhance maritime security. This set of regulations enshrines the International Ship and Port Facilities Security Code (ISPS Code), which entered into force on 1 July 2004.
