Bonded Labor In India, Devin Finn
Bonded Labor In India, Devin Finn
Human Rights & Human Welfare
Bonded labor, which is characterized by a long-term relationship between employer and employee, is usually solidified through a loan, and is embedded intricately in India’s socio-economic culture—a culture that is a product of class relations, a colonial history, and persistent poverty among many citizens. Also known as debt bondage, bonded labor is a specific form of forced labor in which compulsion into servitude is derived from debt. Categorized and examined in the scholarly literature as a type of forced labor, bonded labor entails constraints on the conditions and duration of work by an individual. Not all bonded labor is forced, …
The Economic Foundations Of Contemporary Slavery, Justin Guay
The Economic Foundations Of Contemporary Slavery, Justin Guay
Human Rights & Human Welfare
“Slavery existed before money or law” (Hochschild 2005). Indeed the “peculiar institution” is one of humanity’s oldest. It has, however, evolved and manifested itself quite distinctly in different periods of history. In contrast to historical views of slavery that are associated with Chattel Slavery, numerous forms fall under the umbrella term of contemporary slavery. The United Nations (U.N.) Working Group recognizes such radically new forms as: child labor, children in conflict, trafficking in persons, sexual exploitation, and the sale of children. The International Labor Office (ILO) approaches the topic through the lens of forced labor. The ILO recognizes slavery and …
Forced Child Labor And Cocoa Production In West Africa, Marjie Sackett
Forced Child Labor And Cocoa Production In West Africa, Marjie Sackett
Human Rights & Human Welfare
The cocoa industry has profited from the utilization of forced labor in West Africa since the late 1800s. Despite the Portuguese decree in 1876 abolishing slavery, and the release of cocoa plantation slaves, slave labor was quickly reemployed, aided by the exploitation of legal loopholes and government officials willing to turn a blind eye. In 1905, after hearing reports of unfavorable labor conditions, William Cadbury dispatched a member of the Anti-Slavery Society to investigate the cocoa plantations. Upon receiving confirmation of human rights violations, Cadbury boycotted Portuguese cocoa and persuaded two other chocolate firms to do the same. Cadbury’s actions …
Forced Child Labor In El Salvador: Contemporary Economic Servitude, Michelle Doherty
Forced Child Labor In El Salvador: Contemporary Economic Servitude, Michelle Doherty
Human Rights & Human Welfare
In 2005, over half of the rural population in El Salvador was living on less than U.S. $2 dollars per day (Programa de las Naciones Unidas para el Desarrollo 2003: 42). The harsh reality of economic subsistence obligates children in El Salvador to contribute to their family’s survival. Employers providing this frail economic lifeline inevitably acquire control over the children. This economic control is a prominent aspect of contemporary slavery and is manifested through violence or exploitation. The enslavement of children in El Salvador not only steals their youth and opportunity to receive an education, but it also places innocent …

The Disadvantages Of Immigration Restriction As A Policy To Improve Income Distribution, Howard F. Chang
The Disadvantages Of Immigration Restriction As A Policy To Improve Income Distribution, Howard F. Chang
All Faculty Scholarship
In this Article, I argue that tax and transfer policies are more efficient than immigration restrictions as instruments for raising the after tax incomes of the least skilled native workers. Policies to protect these native workers frol1'l immigrant competition in the labor market do no better at promoting distributive justice and are likely to impose a greater economic burden on natives in the country of immigration than the tax alternative. These immigration restrictions are especially costly given the disproportionate burden that they place on households with working women, which discourages fel1'wle participation in the labor force. This burden runs contrary …

Federal Grants, State Decisions, Brian Galle
Federal Grants, State Decisions, Brian Galle
Georgetown Law Faculty Publications and Other Works
The authority to raise and spend money is one of the most expansive and fundamental of all Congress' enumerated powers, particularly when Congress chooses to impose conditions on those who wish to receive its cash. The consensus modern view of this conditional spending is that its unfettered use threatens the diversity and accountability goals of our federalism. As a result, nearly all commentators support either direct or indirect judge-made limits on conditional spending. These claims, I argue, rest on a set of largely unexamined assumptions about the political motivations, budgetary situation, and incentives of the state officials who must decide …
Firm Size And Innovation In European Manufacturing, Mario Pianta, Andrea Vaona
Firm Size And Innovation In European Manufacturing, Mario Pianta, Andrea Vaona
Mario Pianta
The paper investigates the differences between small, medium-sized and large firms regarding their performance in the introduction of new products and processes. After a review of the relevant literature, two models are proposed and tested in search for different business strategies and innovation inputs connected to product and process innovations. The empirical analysis uses innovation survey (CIS 2) data at the industry level for 22 manufacturing sectors, broken down in three firm size classes, for eight European countries. Special attention is devoted to tackling the issues of possible endogeneity of the regressors and of unobserved sectoral heterogeneity. The results – …

Demand And Innovation In Productivity Growth, Mario Pianta, Francesco Crespi
Mario Pianta
The labour productivity impact of demand and innovation is investigated in this paper combining insights from the Kaldorian and Schumpeterian traditions. After a review of studies in such traditions, a general model is proposed for explaining productivity growth in European manufacturing and service industries in the late 1990s, followed by two distinct specifications for the industries oriented toward product innovation, and for those where process innovation dominates. The empirical analysis is based on the match of the SIEPI-CIS2 database developed at the University of Urbino and Eurostat Input–Output Tables at the industry level, for 22 manufacturing sectors and 10 services …

Diversity In Innovation And Productivity In Europe, Mario Pianta, Francesco Crespi
Diversity In Innovation And Productivity In Europe, Mario Pianta, Francesco Crespi
Mario Pianta
The diversity in innovation patterns across manufacturing and service industries and in their outcomes in terms of hourly labor productivity are investigated in this article considering six European countries. The Schumpeterian insights into the variety of innovation are developed in this work by identifying different innovation–performance relationships for industries and countries, relying either on the dominant role of product innovation, or on the diffusion of process improvements. Moreover, the “push” effect of innovation is combined with the “pull” effect of demand, by considering the impact of the dynamics of consumption and investment at the sectoral level. The results point out …
Re-Thinking The Future Of Work: Beyond Binary Hierarchies, Colin C. Williams
Re-Thinking The Future Of Work: Beyond Binary Hierarchies, Colin C. Williams
Colin C Williams
How will work be organised in the future? This paper reveals that although there are multiple stories about the future of work, a similar storyline is adopted across many of the competing visions. Most visions firstly squeeze all forms of work into one side or the other or some dichotomy and then proceed to temporally and/or normatively sequence the two sides of the dualism and finally label the resultant one-dimensional and linear trajectory as some -ism, -ation or post-somethingor-other. This paper evaluates critically such hierarchical binary narratives (e.g., the shift from informal to formal work, non-commodified to commodified work, localisation …
