The timely imperative of identifying these links is rooted in understanding how external factors assisted one of the most advanced terrorist organizations in the world to accomplish its task. Furthermore, this paper discusses two path dimensions of LTTE-Eritrean relations by examining arm trade and logistics support given by Asmara to LTTE. Furthermore, this paper discusses two path dimensions of LTTE-Eritrean relations by examining arm trade and logistics support given by Asmara to LTTE. The emerging results from this paper prove the Bush administration's hypothesis of describing Eretria as a state sponsor of terrorism along with North Korea.

This report outlines the key findings of the study looking at the socioeconomic impact of employing female deminers in Sri Lanka. 10 years after the first clearance operations in Sri Lanka, hundreds of Sri Lankan women and men are now employed in the Northern and Eastern parts of the country. The key findings highlight how employment has transformed female and male deminers’ capacity to access and own resources and services, as well as changes in female deminers’ decision-making capacities, how they perceive themselves, and shifts in their families’ and community members’ attitudes towards gender norms.

This national mine action strategy was developed with the active participation of all relevant stakeholders in Sri Lanka’s mine action programme, including:

• representatives from the Government of Sri Lanka (GoSL);

• Sri Lankan Army Humanitarian Demining Units (SLA HDUs);

• national and international non-governmental organisations (NGOs); and

• civil society organisations.

The Geneva International Centre for Humanitarian Demining (GICHD) assisted with facilitating a four-day strategy and prioritisation workshop in Colombo in June 2015, bringing all key stakeholders together. The strategy is based on information gathered during that workshop as well as on follow-on meetings and discussions on specific topics. …

A major mine-action program has been underway in Sri Lanka since 2002, when a cease-fire agreement between the government of Sri Lanka and the Liberation Tigers of Tamil Eelam was signed. However, after a seemingly inexorable escalation in violence between the LTTE and the government forces, open warfare resumed, and in May 2009, the government announced that it had achieved military victory over the LTTE. This article traces the various ways that the increase in conflict affected mine-action activities in Sri Lanka.

In 2001 the Council of Ministers and the European Parliament adopted two Regulations on the reinforcement of the EU response against Antipersonnel Landmines (APL). These (referred to collectively as “the Regulation”) laid the foundation of an integrated European policy. The Regulation states the need to regularly assess operations financed by the Community and that the European Commission (EC) shall submit to the European Parliament an overall assessment of all Community mine action. The accident demolition was the first that day in a row of six demolitions. The target was a 120mm artillery shell. Beforehand we had digged a 1.1 m deep pit away from the closest village and had sandbagged the side towards the village. The 26th of January 2007, approx 12.25 (local time SL), the HQ in Jaffna was called up by the Team leader of Team 5, working in a heavy dense (P4s) minefield, LK-23B.The message he gave was that one of his deminers had set one mine of in his lane while conducting mine clearance. This paper presents a project the author has been working on since January 2005 in the context of her doctoral research and offers some of the first results. The topic concerns the participatory design and development of a distributed system for humanitarian-demining operations in Sri Lanka. The completed research is expected to encompass the relationship among landmines, humanitarian technologies and development. This article looks at the adaptation of power tillers for demining applications in Sri Lanka using a participatory design methodology called the Snail System.

In the early morning of December 26, 2004, a powerful tsunami hit the eastern seaboard of Sri Lanka, devastating fishing communities lining the shore and impacting villages as far as 1 kilometer (0.62 mile) inland. Within days of the catastrophic event, reports reminiscent of the migrating mine situation in Central America following Hurricane Mitch surfaced. As in Honduras in 1998, the possibility of displaced mines and other hazardous ordnance posed a threat to the local population and to emergency relief workers moving into the region to bring supplies and rebuild vital infrastructure. “On the 28th of June 2005 [Demining group] QRT did a bulk demolition before going on stand-down. Most of the ammunition went to high order but 3 grenades went to low order and was destroyed by a second demolition. Deminer [the Victim] started demining in his lane no. 47. He set off a P4 MK1 antipersonnel mine with his right foot by stepping on it 07:10 am. There are two one inch thick bush roots lying horizontally in depth of four centimetres, twenty five centimetres from each other. Antipersonnel mine was situated between the roots. Instead of prodding the spot between the roots, deminer continued raking with heavy rake.
