This thesis uses quantitative and qualitative research methods to: (1) explore the base causes of insurgency in Ukraine, (2) examine the historical basis for Ukrainian insurgency, (3) provide historical examples of successful and unsuccessful insurgencies to contrast against Ukraine, and (4) provide recommendations for NATO and Ukrainian policy. Collectively, this project demonstrates that current Russian counterinsurgency tactics will not be successful without significant adjustment. This Ukrainian insurgency may also derail the possibility of peace in the region.

Counterinsurgency does not increase the legitimacy of, or support for, central governments engaged in internal conflicts. Recent research shows quantifiable degrees of government legitimacy, national identity, and population security are necessary precursors and accurate predictors of a government’s ability to outlast a civil uprising. Because the first two predictors—government legitimacy and national identity—can be measured and do not increase during a conflict, the probability of government failure in most cases can be accurately predicted when the conflict starts.

The rapid decline of the Peruvian left-wing insurgent organization Sendero Luminoso was not only the result of the arrest of its leader. An analysis of the precipitous weakening of the organization using two social movement theories finds other factors were involved in the demise of the organization as well. These factors—participatory politics, support for the military among the rural population, and alienation of the population by Sendero Luminoso—provide insights to effective counterinsurgency tactics.

Terrorism in the new millennium has morphed drastically since the 1970s. The terrorist organizations of today are a hybrid between the insurgent group models of the 1960s and modern terrorist organizations such as Al Qaeda. This hybrid model has created what has become a transnational insurgency recruited, trained, and led by major terrorist networks such as the Islamic State of Iraq and the Levant (ISIL). Even smaller regional groups such as Boko Haram have surpassed merely conducting terrorist attacks. These smaller groups are also focused on controlling territory. Between 2005 and 2010 Dutch Special Operations Forces (SOF) carried out three mission in Afghanistan. The authors describe these missions in which both Army SOF and Marine SOF took part. They describe SOF and analyze the planning and execution of SOF missions. Further, they discuss the insights and developments that resulted from these experiences. By doing this, they not only clarify but also explain recent developments in the Dutch SOF realm. The lessons learned and best practices identified are a sound foundation for the future of Dutch SOF. Counterinsurgency is the dominant aspect of US operations in Afghanistan, and since ISAF—the NATO-led security and assistance force—has assumed growing security responsibility throughout the country, it is also a mission for the Europeans.1 The frame in which military operations are conducted is irregular warfare, a form of conflict which differs from conventional operations in two main aspects.
