Terrorism has been one of the most concerning issues in Indonesia since it has penetrated all layers of society, including families and even police officers. Interestingly, some of the terrorist attacks have been launched by the ex-convicts of terrorism and this finding indicates that the deradicalization program, as one of the ways for mitigating the massive wave of terrorism, turns out to be ineffective. Collaboration between schools and emergency managers is paramount in addressing the whole community approach to emergency management for increasing preparedness (FEMA, 2011). As every disaster is local, a unified and collaborative approach should be taken to ensure schools are not a hindrance but rather an asset for preparedness, response and recovery efforts. Schools must have ownership and accountability for ensuring they are prepared for emergencies. Additionally, local emergency management agencies with their capabilities, capacity and knowledge must take action in response to the opportunity to build partnerships and expanded their efforts to create a resilient community.

The aim of this paper is to explore collaboration as a means of doing research with the intelligence community. My Masters Project focuses around the New York/New Jersey High Intensity Drug Trafficking Area (NY/NJ HIDTA). Narco-terrorism has become a significant issue for the safety and security of the United States. Terrorist financing also plays a significant role in the war on terror. I chose to create a three part strategy for the NY/NJ HIDTA that will combat both narco-terrorism and terrorist financing.
