A Conceptual Frame For Us Counterterrorism Policy: Examining The Effectiveness Against Al Qaeda And Its Associates Prior To 9/11, "Tod" Thomas Patrick Brown
Publications
The United States (US) has been engaged in a “war on terrorism” to “defeat” al Qaeda since 2001. This study presented and tested an over-arching conceptual framework for US Counterterrorism (CT) policy. The conceptual frame was tested using qualitative thematic analysis of archival records from the Reagan through Clinton era. The research also used a case study of al Qaeda as the context to bound the selected records for the study. This new conceptual frame was used to evaluate the success, failure, and effects of US CT policy activities related to al Qaeda, using the records identified for the study. …

'Here We Start And In Jerusalem We Meet:' The Motivational And Organizational Influences Of Israel's Statehood Ontransnational Salafi Jihad, Charlotte Armistead
Honors Theses
The Israeli occupation of Palestine and its impact on the proliferation and longevity of transnational Salafi jihad is largely underestimated in current literature. In this thesis, I argue that Palestine, defined as both the nation and physical borders before the Balfour Declaration, largely contributed to the twentieth century revival of transnational Salafi jihad and is used by both Al Qaeda and ISIS as liberation and annihilation movements, respectively. In order to assess the motivational and organizational influences of the Israeli occupation of Palestine on transnational Salafi jihad, I examine the works of Abdullah Azzam, a selection of Osama Bin Laden’s …
Case-Specific Counterterrorism Policies For Islamic Fundamentalist Groups, Jessica L. Shoemaker
Case-Specific Counterterrorism Policies For Islamic Fundamentalist Groups, Jessica L. Shoemaker
Honors Undergraduate Theses
Since 9/11, counterterrorism policies have been one of the crucial policy issues facing the United States. After the attacks on the United States, counterterrorism in this country transformed. Fifteen years later, counterterrorism is typically organized as a one-size fits all approach. This approach generalizes all terrorist threats, trying to target terrorism as a whole. This thesis explains how this is an improper approach to counterterrorism. Instead, policies should be case-specific and created in regards to the specific characteristics embodied by each terrorist organization. These characteristics include history and ideology, organizational and leadership structure, finances, and tactics and targets. These characteristics …

Personality assessment of three al-Qaida leaders in the September 11, 2001 terrorist attack on the United States – Osama bin Laden, Ayman al-Zawahiri, and Mohamed Atta – provides evidence for a rudimentary model of the leadership roles required for a global-reach terrorist operation: (1) a narcissistic, charismatic leader devoid of core values beyond personal self-interest, adept at exploiting others in pursuit of his grandiose ambitions (e.g., bin Laden); (2) a strategic-thinking “true believer” without constraints of conscience regarding the level of violence he is willing to employ in his single-minded pursuit of mission (e.g., al-Zawahiri); and (3) unobtrusive, disciplined operatives …
Reverse Engineering Asymmetric Warfare: Applying Space-Time, Matter-Energy And Organizational-Doctrinal Analysis To Al Qaeda Operations, Robert J. Bunker
Reverse Engineering Asymmetric Warfare: Applying Space-Time, Matter-Energy And Organizational-Doctrinal Analysis To Al Qaeda Operations, Robert J. Bunker

The ‘crime-war’ operational environment, found in failed and failing-states dominated by non-state (criminal) soldiers, has been increasing in scope for decades. This trend is viewed as part of the process of transition from the modern (Third) to the post-modern (Fourth) epoch. Within this environment, non-state entities utilize asymmetric warfare against nation-states. The most dangerous of these opponents are those whose approach is asymmetric by nature (due to their network-type organization) and who thereby represent a direct challenger to the nation-state form. Al Qaeda fits both of these conditions and enough is known about its operations and structure to allow its …
