The Cold War in Latin America had marked consequences for the region’s political and economic evolution. From the origins of US fears of Latin American Communism in the early 20th century to the collapse of the Soviet Union in the early 1990s, regional actors played central roles in the drama. Seeking to maximize economic benefit while maintaining independence with regard to foreign policy, Latin Americans employed an eclectic combination of liberal and anti-imperialist discourses, balancing frequent calls for anti-Communist hemispheric unity with periodic diplomatic entreaties to the Soviet bloc and the nonaligned Third World. Terrorism in the new millennium has morphed drastically since the 1970s. The terrorist organizations of today are a hybrid between the insurgent group models of the 1960s and modern terrorist organizations such as Al Qaeda. This hybrid model has created what has become a transnational insurgency recruited, trained, and led by major terrorist networks such as the Islamic State of Iraq and the Levant (ISIL). Even smaller regional groups such as Boko Haram have surpassed merely conducting terrorist attacks. These smaller groups are also focused on controlling territory. As we prosecute the current campaigns in Iraq, Afghanistan, the Horn of Africa, and the Philippines, the military must also prepare for an uncertain security situation beyond the present theaters of conflict. It is a future that will be heavily influenced by global competition for declining natural resources, rapidly rising populations in underprivileged and underdeveloped areas, unstable economic markets, and the continuing resurgence of violent religious and secular ideologies challenging democracy as a credible political theory. Mine action needs to rediscover its ‘human face',1 to remember, as UNMAS has said, that “It is not so much about mines as it is about people….”2 Empirical research in Afghanistan, Bosnia and Sudan show that mine action is in danger of becoming distracted by commercial and strategic priorities. This is especially true since the advent of the ‘War on Terror' and the continuing trend of consolidating the commercial mine action sector into the private security sector.
