This paper explores the professionalization of public administration in terms of its relation to the New York Bureau of Municipal Research. The formation of the New York Bureau of Municipal Research in 1907 served as the catalyst for the creation and expansion of a professional public service. Though public administration has failed to transform into a profession, this paper shows that the Bureau contributed to professionalization by (1) developing a body of knowledge and theory for the field; (2) developing a school in which to train persons in that knowledge; and, (3) promoting a place that the training and knowledge …

Nigeria is ethnically a diverse nation-state. Its ethnic diversity, like that of the United State of America ideally is a source of strength. However on the contrary, analysis of post independence inter-ethnic relations in Nigeria indicates surge from ‘ethnic accommodation to ethnic agitation’. Consequently, due to frequent inter-ethnic conflict, the task ‘to keep Nigeria one’ is therefore more than ever becoming an uphill task. This article explores the root causes of the growing inter-ethnic conflicts in contemporary Nigeria from the perspective of the ethnic security dilemma prism and concludes that it is a relevant explanatory tool for understanding it.

In my prior volume on diagnosis I identified two themes in diagnosis that would need attention: the continued professionalization of religious care and the continued spiritualization of secular care. The challenge for religious providers of relational care would be to find a unified language of diagnosis with which they could communicate among themselves and also speak effectively with the wider community of human care. The Nigerian State is a victim of high-level corruption, bad governance, political instability and a cyclical legitimacy crisis. Consequently, national development is retarded, and the political environment uncertain. The country’s authoritarian leadership faced a legitimacy crisis, political intrigues, in an ethnically - differentiated polity, where ethnic competition for resources drove much of the pervasive corruption and profligacy. This paper perceives Romania as an integral part of the Balkan sub-regional security complex and attempts to evaluate the implications of its participation in Balkan affairs on its security. More precisely, the article discusses the effects that the Yugoslav (Croat-Serbian, Bosnian and Kosovar) wars had on Romanian security and presents Bucharest’s endeavor to manage its insecurity. The research demonstrates that Romania envisaged the management of its insecurity by upholding its application for membership in Western security structures (NATO, WEU) rather than by institutionalizing Balkan cooperation. In large part, the devastation of WWI on human life can be blamed on trench warfare and the failure of European military observers, especially the British and the French, to recognize the need to adapt offensive strategies. Several instances of trench warfare appeared from the eighteenth century until the advent of WWI, but the Europeans consistently discounted its significance. They regarded the use of trench warfare during the Revolutionary and Civil Wars in the United States to be an American phenomenon that was inapplicable to European strategies.

These agreements advance the national security interests of the United States in a post Cold War environment.
