Civic health is a community’s economic, civic, and social infrastructure – its capacity to solve its problems. This paper explores how contemporary local governments address the opportunities and challenges facing their communities and how local governments could utilize civic engagement to enhance civic health. It also evaluates the status of Newark, Delaware’s civic health and offers pragmatic steps Newark’s government can take to enhance the community’s civic health. Democratic governance is the 21st century engine for communities like Newark, Delaware to enhance their civic health. The hegemonic force of Hamas censored televised news media in Gaza, can not be fully comprehended and appreciated without recognizing the role of propaganda, censorship, and the historical context of the middle east. These 3 interrelated dimensions will be analyzed using functionalism, the mass society theory, the dominant ideology framework, the critical criminology framework, and the symbolic interactionist framework. Through censorship, Hamas news media outlets were able to unilaterally inject culturally relevant propaganda, into the minds of children and citizens. The emerging New Human Being will need to explore and come to terms with a phenomenon, operating deeply, uniquely, and diversely at a core level of all human beings on the planet. We may ask why, at both the individual and collective levels, it has seemed so difficult for us to choose to evolve our human games with Joy. There is no one answer for such a question, for each of us has the gift of free will. I will suggest, however, that built into our human games is what I call a primary human challenge. That primary human challenge is a dynamic tension, flowing from our creative urge for the freedom “to be” who we really are in our current physical form, and simultaneously to embrace our responsibility for our Being-ness.

Levels Of Consciousness, Archetypal Energies, And Earth Lessons: An Emerging Worldview, Carroy U. Ferguson

Worldviews emerge from our individual and collective Levels of Consciousness at given points in time and space and from what we come to “believe” is possible or not. In my own experience, my research on Consciousness, and my study of various cultures, societies, and Consciousness literature, I have identified at least seven Levels of Consciousness, twenty-five Archetypal Energies, and various Earth Lessons, which we seem to commonly experience as human beings, in our own unique personal, societal, and global life spaces.

In the last four years the Socialist Federal Republic of Yugoslavia has broken apart. Driven by nationalism, the wars in Slovenia, Croatia and Bosnia have killed an estimated 300,000 people, wounded another 1,500,00 and forced 4,500,000 people to become refugees. While the world see daily reports of Serbian aggression and nationalist extremism, feminists in Serbia have been protesting all acts of aggression, included that advocated by their own government and supporting the victims of violence.

Stockton is a city suffering from the sudden realization that it is no longer a small farm town, end that in the process of becoming a moderate-sized city, a community faces inevitable growing pains.
The municipal recreation phase of city government well illustrates this fact. Because of the great need for expansion in this field, and because the city is now just beginning to rise to meet the occasion, a study of the Recreational Department and the program of the Metropolitan Recreation Commission in Stockton City Government and San Joaquin County, is a particularly interesting activity.
