The design of policy tools reveals underlying biases that are not easily identified in policy documents. A review of two early childhood education and care subsidies in Ireland aimed at different target populations exposes differential treatment of children, parents and service providers. It also demonstrates how in a split system ‘early education’ is prioritised over ‘childcare’. The designs serve to reinforce stereotypes that enable the powerful and advantaged to accrue benefits while those perceived to be less deserving are burdened through the maldistribution of resources.

Assassins are often regarded as ahistorical figures of evil. In this article, I contest this view by analyzing the assassination of President William McKinley by Leon Czolgosz in 1901. There are two purposes to this article. The first is to situate McKinley’s assassination within the history and development of the social sciences, principally sociology, rather than assume that the assassin is a trans-historical representation of willful irresponsibility. The second is to describe and critique the discourse that made Czolgosz into a rational agent once he entered history as an assassin.

Social scientists agree that public confidence in social institutions is a crucial element in building democratic society. This is especially true for transitional societies including post-communist countries, because the lack of public confidence in newly emerged democratic institutions can interfere with democratic development. Although different theories explaining public confidence in social institutions were developed, these theories ignored the role that mass media play in building public confidence. Many have noted that protesters sometimes expand political opportunities for later protests, but there has been little analysis of how this occurs. The problem can be addressed by analyzing opportunity/threat spirals, which involve positive feedback among: actions by challengers (bold protests and the formation of alliances between challenger groups); opportunity-increasing actions by authorities and elites (elite divisions and support, procedural reforms, substantive concessions, and police inaction); and threat-increasing actions by authorities and elites (new grievance production and excessive repression). The aim of this study is to arrive at a holistic understanding of how and why the Polish Solidarity Movement succeeded, against great odds, within a regime hostile to its existence. From this movement emerged Solidarnosc, the first independent labor union in the Communist Bloc. Solidarnosc evolved into a political party that succeeded in replacing the Communist Party in Poland. Seven factors are elaborated on, each contended to have facilitated Solidarnosc's success. Proposals to subject welfare recipients to periodic drug testing have emerged over the last three years as a significant legislative trend across the United States. Since 2007, over half of the states have considered bills requiring aid recipients to submit to invasive extraction procedures as an ongoing condition of public assistance. The vast majority of the legislation imposes testing without regard to suspected drug use, reflecting the implicit assumption that the poor are inherently predisposed to culpable conduct and thus may be subject to class-based intrusions that would be inarguably impermissible if inflicted on the less destitute. This article addresses whether and to what extent the Obama administration should continue the Bush administration policies relating to democracy promotion. The focus of the article is on the ADVANCE Act of 2007, a legislative enactment that institutionalized democracy promotion in the State Department.
