Breve Perspectiva Crítica Sobre El Gobierno Abierto Y El Open Data, Lucas Jolías, Alejandro Prince

Participation, Representation, And Social Justice: Using Participatory Governance To Transform Representative Democracy, Brian Wampler
Participation, Representation, And Social Justice: Using Participatory Governance To Transform Representative Democracy, Brian Wampler
Political Science Faculty Publications and Presentations
The direct incorporation of citizens into complex policymaking processes is the most significant innovation of the "third wave" of democratization in the developing world. Participatory governance (PG) institutions are part of a new institutional architecture that increases the connections among citizens and government officials. This article draws from a single case of participatory governance to explore how its particular mechanisms work to transform representative democracy. In the cases examine here, PG institutions are grafted onto representative democracy and existing state institutions. These are state-sanctioned venues that require the intense involvement of citizens and government officials, without which the programs would …
Hauerwasian Christian Legal Theory, David A. Skeel Jr.
Hauerwasian Christian Legal Theory, David A. Skeel Jr.
All Faculty Scholarship
This Essay, which was written for a Law and Contemporary Problems symposium on Stanley Hauerwas, tries to develop an account of public engagement in Hauerwas’ theology. The Essay distinguishes between two kinds of public engagement, “prophetic” and “participatory.” Christian engagement is prophetic when it criticizes or condemns the state, often by urging the state to honor or alter its true principles. In participatory engagement, by contrast, the church intervenes more directly in the political process, as when it works with lawmakers or mobilizes grass roots action. Prophetic engagement is often one-off; participatory engagement is more sustained. Because they worry intensely …

Liberalism And Postliberalism In Bolivarian Venezuela, Tony Petros Spanakos
Liberalism And Postliberalism In Bolivarian Venezuela, Tony Petros Spanakos
Department of Political Science and Law Faculty Scholarship and Creative Works
In the last half-decade, the “rise of the left” in Latin America has been studied extensively by many scholars. Whether framed as one, two, or many lefts, its various party leaders have been vocal in opposition to neoliberalism, although the orientation of their policies and governments toward neoliberalism has been mixed (Panizza 2009). The most influential and visible case of an anti-neoliberal government is that of Venezuelan president Hugo Chávez Frías.
The five books reviewed here, drawing on research on Venezuela, share a common scholarly interest in liberalism, pluralism, and account- ability, although some defend liberalism (Brewer-Carías, Corrales and Penfold), …
Rethinking The Rule Of Law: Concepts, Measures And Theory, Ryan Carlin, Rodolfo Sarsfield
Rethinking The Rule Of Law: Concepts, Measures And Theory, Ryan Carlin, Rodolfo Sarsfield
Rodolfo Sarsfield
Like many major targets of social inquiry, the rule of law seems to be an essentially contested concept (Gallie, 1956; Collier, Hidalgo, and Maciuceanu; 2007, Waldron, 2002). The literature teems with definitions of the rule of law, emphasizing attributes ranging from formal legality and checks and balances to order, democracy, and individual rights (Møller and Skaaning, in this issue). And while surveys of competing definitions exist, scholars have yet to converge on a systematized concept amenable to operationalization. One fundamental debate concerns “thick” versus “thin” definitions of the rule of law (Møller and Skaaning, in this issue). Another unsettled question …
The Bribe Game: Microfoundations Of Corruption In Mexico, Rodolfo Sarsfield
The Bribe Game: Microfoundations Of Corruption In Mexico, Rodolfo Sarsfield
Rodolfo Sarsfield
Studies of how individuals’ micro-motives and behaviors influence the effective rule of law are a deficit in the literature, as is analysis of the microfoundations of the law. Most explanations of the performance of the rule of law concern the macro level and emulate properties of countries, such as wealth, ethnic fragmentation, religion, British legal or colonial tradition, or Communist past. Assuming that written law will be largely irrelevant if the rules are excessively costly compared to other mechanisms for private and public interactions, such as informal institutions or illegal practices, in this work I model the game that underlies …

A Symbiosis Of Constitutional Development And The Federal Imperative In Nigeria, David O. Moveh Dr
A Symbiosis Of Constitutional Development And The Federal Imperative In Nigeria, David O. Moveh Dr
David O Moveh PhD.
The main thrust of Nigeria’s constitutional development history has been geared towards promoting a viable federal system of government for the country. Indeed, except for the Hugh Clifford’s constitution of 1922, all other constitutions operated in Nigeria in one way or the other; either proposed; or promoted a federal system of government for the country. Ironically, the federal system engendered by successive Nigerian constitutions unwittingly complicates the institutionalization of a viable constitutional framework for the country; this is evidenced in the agitations for resource control and the so called return to “true federalism”, the attempt to impose religious laws in …

Farming Alone? What’S Up With The ‘‘C’’ In Community Supported Agriculture, Antoinette Pole, Margaret Gray
Farming Alone? What’S Up With The ‘‘C’’ In Community Supported Agriculture, Antoinette Pole, Margaret Gray
Department of Political Science and Law Faculty Scholarship and Creative Works
This study reconsiders the purported benefits of community found in Community Supported Agriculture (CSA). Using an online survey of members who belong to CSAs in New York, between November and December 2010, we assess members’ reasons for joining a CSA, and their perceptions of community within their CSA and beyond. A total of 565 CSA members responded to the survey. Results show an overwhelming majority of members joined their CSA for fresh, local, organic produce, while few respondents joined their CSA to build community, meet like-minded individuals or share financial risk with farmers. Members reported that they do not derive …

Developing A Georgia Policy Database: A Research Proposal, Paul E. Rutledge
Developing A Georgia Policy Database: A Research Proposal, Paul E. Rutledge
Georgia Journal of Public Policy
Scholars of state and local politics have long faced the problem of data availability. The crux of the problem is consistent and reliable measures that are amenable analysis over time or across states. The problem with data on the state or local level is one of information retrieval. Such tasks are especially laborious, and are necessarily focused on a small part of a much broader system of policy dynamics. The lack of a systematic framework for data collection or analysis makes projects that focus on a time span of longer than a few years or more than a handful of …

Spring 2012 Georgia Journal Of Public Policy - Introduction, Dr. Richard N. Engstrom
Georgia Journal of Public Policy
This is the second volume of the annual Georgia Journal of Public Policy, and as the editor I would like to use these introductory comments to discuss three things. First, I am happy to report on how the journal’s first issue performed in terms of readership. Second, I will introduce a new section of the journal that features undergraduate student research on policy in Georgia. Finally, I will discuss future plans for the journal.

Will The Obama Administration Change Tack On Protectionism Before Things Get Worse?, Singapore Management University
Perspectives@SMU
The new American government under President Barrack Obama is not the biggest cheerleader for free trade. With its own domestic economy entering this steep downturn, talks of protectionism in one form or another have been voiced every now and then. Catchy buzzwords like “Buy America” are gaining traction. The temptation to turn inwards, driven by the obligation to votes is growing stronger.
