Research on decentralization has emphasized that the distribution of power between the national and local levels has different effects on various outcomes. This dissertation aims to contribute to this discussion by shedding light on the three types of decentralization (political, fiscal, and administrative) and their effect on two main outcomes: the production of technological and intellectual innovation and COVID-19 management. I argue that decentralization – including its three types – works differently under different conditions, resulting in different outcomes. Beginning from the framework of welfare state regimes in rich capitalist countries, this article radically redefines it and applies the new model to regions and countries which experience problematic states as well as imperfect markets. A broader, comparative typology of regimes (welfare state, informal security, insecurity) is proposed, which captures the essential relationships between social and cultural conditions, institutional performance, welfare outcomes, and path dependence. Using this model, different regions of the world (East Asia, South Asia, Latin America, and sub-Saharan Africa) are compared. Russia’s seamless presidential succession produced no major changes in domestic politics or foreign policy. Ties with Asia remained strong, though several key relationships—with China, Japan, and the Central Asian states—frayed under the impact of Russia’s military action in Georgia. Impressive economic performance in the first half of the year boosted Russian confidence as a great power, but its vulnerability to the global financial crisis together with the heavy-handed operation in the Caucasus undermined Moscow’s standing with both Asia and Europe by the end of the year.

Russia in 2007 moved further away from a constitutional order governed by the rule of law as President Vladimir Putin's second term drew to a close and the country prepared for parliamentary and presidential elections. High oil and gas prices buoyed the economy, but little progress was made in addressing Russia's serious social problems. In foreign policy, confrontation with the West was balanced by excellent relations with most of Asia.

The non-profit sector in the United States had grown at a fast pace in the recent decades, partially as a result of the economic development and the influence of social and political factors. By pursuing mission rather other bottom line, nonprofit organizations faced fierce competition for government grants and private donations. Limited financial resources constrained their efforts to create social and environmental value. the paper investigates the organization, the mandate and the performance of public accounts committees in Asia. The evidence presented here can easily be summarized in the following terms: PACs from Asia are bigger, better staffed and more likely to be chaired by an opposition MP than PACs in the rest of the world. These three characteristics are offset by the fact that in Asian PACs opposition parties are not represented nearly as well as they are in the rest of the world. In terms of mandate, PACs in Asia have on average a much wider mandate than they do elsewhere. …
