La Ciencia Política En América Latina, Fernando Barrientos Del Monte Nov 2009

La Ciencia Política En América Latina, Fernando Barrientos Del Monte

Fernando Barrientos Del Monte

"L’Effondrement Du Parti Libéral-Démocrate Et Le Retour Du Politique Au Japon" Par Nishitani Osamu, Matthieu Forlodou

Matthieu Forlodou

The Politics Of Patents And Drugs In Brazil And Mexico: The Industrial Bases Of Health Policies, Kenneth C. Shadlen Sep 2009

The Politics Of Patents And Drugs In Brazil And Mexico: The Industrial Bases Of Health Policies, Kenneth C. Shadlen

Ken Shadlen

After introducing pharmaceutical patents in the 1990s, Brazil subsequently adjusted the patent system to ameliorate its effects on drug prices while Mexico introduced measures that reinforce and intensify these effects. The different trajectories are due to the nature of the actors pushing for reform and subsequent patterns of coalitional formation and political mobilization. In Brazil, government demand for expensive, patented drugs made health-oriented patent reform a priority, and the existence of an autonomous local pharmaceutical sector allowed the Ministry of Health to build a supportive coalition. In Mexico, government demand made reforms less urgent, and transformations of the pharmaceutical sector …

Fear And Projection As Root Causes Of War, And The Archetypal Energies "Trust" And "Peace" As Antidotes, Carroy U. Ferguson Sep 2009

Fear And Projection As Root Causes Of War, And The Archetypal Energies "Trust" And "Peace" As Antidotes, Carroy U. Ferguson

Carroy U "Cuf" Ferguson, Ph.D.

I want to use this opportunity to discuss a phenomenon that continues to plague the human experience. It is called the game of war. War is perhaps the deadliest game that humanity has created. The conflict itself represents what appears to be opposing views about the way things should be. Each side believes that it is right and that its actions are justified. Each side therefore seeks to impose its views on the other or to defend its views against the other. Each side fears the other as an enemy and each side projects its fears onto its perceived “enemy.”

Mayorías Sin Democracia. Desequilibrio De Poderes Y Estado De Derecho En Colombia, 2002-2009, Mauricio García-Villegas, Javier Revelo-Rebolledo

Javier Revelo-Rebolledo

Presidential re-election is a subject that has been present, with very few interruptions, in the Colombian press since 2004. A lot has been said, discussed and analyzed in favor of, as well as against, re-election during these recent times. The core of this disagreement is in the concept of democracy. While defenders of this constitutional reform place the accent in political majorities and believe that we must adapt the rules of the constitutional game to them, opponents make a distinction between affairs of this political juncture –majority and minority rules- and fundamental long term affairs, pertaining to the Constitution.

The Mirror Effect, The Law Of Attraction, And "Points Of Attraction" That Can Nurture The Evolution Of Human Consciousness, Carroy U. Ferguson Jul 2009

The Mirror Effect, The Law Of Attraction, And "Points Of Attraction" That Can Nurture The Evolution Of Human Consciousness, Carroy U. Ferguson

Carroy U "Cuf" Ferguson, Ph.D.

This message has several purposes. First, I want to express my immense joy that Chip Baggett and I are serving as Co-Presidents of AHP since August 16, 2009. In my view, Chip and I are long-time friends, who have a transcendent connection and synergistic energies. My desire and intent is for our co-presidency to mirror the effect(s) of synergistic collaboration as a “point of attraction” that can assist in the evolution of human consciousness across often “perceived personal and societal boundaries” (e.g., race, culture, ethnicity, class, individual and collective belief systems, and dogma). More generally, however, this message is intended …

Números Y Política. Contar En La Ciencia Política Lo Que Cuenta, Autor: Gianfranco Pasquino, Traductor: Fernando Barrientos Del Monte

Fernando Barrientos Del Monte

A Social Psychology Of Africa’S Development Impasse: Insights From A Nigerian Survey, David O. Moveh Mr Apr 2009

A Social Psychology Of Africa’S Development Impasse: Insights From A Nigerian Survey, David O. Moveh Mr

David O Moveh PhD.

Various theories and strategies have attempted to explain and overcome Africa’s developmental impasse to no avail. Indeed, from the modernization through the dependency debates the question of why Africa remains underdeveloped continues to attract attention -so much that there is now a shift towards alternative paradigms in the literature on African development and underdevelopment. How exactly do Africans conceive of development? Are there any psychological predispositions that can facilitate our understanding of Africa’s developmental impasse; particularly in the context of the modern state system? In essence, is post colonial Africa characterized by an African personality with regards to African development …

The Polish Parliament And Labor Legislation During Solidarity, David S. Mason Apr 2009

The Polish Parliament And Labor Legislation During Solidarity, David S. Mason

David S. Mason

Parliaments in communist party states are usually treated in Western literature as "rubber stamp" institutions that simply approve policies made elsewhere. As such, these bodies do not perform functions of interest articulation, representation, or policy-making that are characteristic of many Western legislatures.

Foreign Aid, Debt Relief And Africa’S Development: Problems And Prospects, Shola J. Omotola, Hassan A. Saliu Mar 2009

Foreign Aid, Debt Relief And Africa’S Development: Problems And Prospects, Shola J. Omotola, Hassan A. Saliu

Shola J. Omotola Mr

In recent years, the Paris club granted a number of African countries, including Nigeria, debt relief. This elicited widespread celebration in the capital cities of affected countries, where it was portrayed as averitable launch-pad to Africa’s development. This paper takes a critical look at the debt relief, with emphasis on its problems and prospects for Africa’s development. It is argued that while debt relief does offer some prospects for development, there is little or no evidence to suggest that such an outcome is automatic. The conditions that precipitated the debt crisis in the first instance, including an inequitable international economic …

Recension: Gerardo L. Munck (Ed.) "Regimes And Democracy In Latin America: Theories And Methods", New York, Oxford University Press, Fernando Barrientos Del Monte

Fernando Barrientos Del Monte

The 800-Pound Gaijin In The Room: Strategies And Tactics For Conducting Fieldwork In Japan And Abroad, Daniel P. Aldrich Mar 2009

The 800-Pound Gaijin In The Room: Strategies And Tactics For Conducting Fieldwork In Japan And Abroad, Daniel P. Aldrich

Daniel P Aldrich

Most graduate school training for United States-based political scientists focuses on details ranging from properly defining one’s independent variable to ensuring that we have sufficient cases from which to draw broader conclusions. And doctoral candidates regularly fly off to carry out fieldwork in developing and developed nations alike with two suitcases, several semesters of language training and a recently approved prospectus. But few of us receive advice on how to handle religious and cultural differences between ourselves and our informants or how to respond to situations in which we feel uncomfortable or perhaps in danger. Rarer still is advice on …

Apathy And The Birth Of Democracy: The Polish Struggle, David S. Mason Mar 2009

Apathy And The Birth Of Democracy: The Polish Struggle, David S. Mason

David S. Mason

Apathy, from the Greek words meaning "w ithout feeling," is at once a term denoting an individual's impassivity or indifference and a form of collective political behavior. Our concern is the la tter form of apathy in Poland from the Solidarity period of 1980-81 to the present.

Archetypal Energies, The Emergence Of Obama As A Practical Idealist, And Global Transformation, Carroy U. Ferguson

Carroy U "Cuf" Ferguson, Ph.D.

During this time of change, AHP and kindred spirits on the edge have important roles to play. We are the keepers and nurturers of a transformative and evolutionary Vision for Consciousness and a more humane world. At issue is what I will call the “psychic politics” for global transformation, nurtured by practical idealism and the Archetypal Energies. In other writings, I have described Archetypal Energies as Higher Vibrational Energies, operating deep within our individual and collective psyches, which have their own transcendent value, purpose, quality, and “voice”, unique to the individual. We experience them as “creative urges” to move us …

The Science And Politics Of Ecological Risk: Bioinvasions Policies In The Us And Australia., Zdravka Tzankova

Zdravka Tzankova

The US and Australia – western democracies with similar histories of public awareness on environmental issues and broadly comparable records of policy and regulatory action to safeguard environmental quality – have responded differently to one of the newest and most significant threats to marine bioidiversity: that of biological invasions mediated by the ballast water of commercial shipping. Each country has framed the same invasion risks differently for the purposes of policy and regulation: Australia has decided to use a more narrowly circumscribed, target-species-based approach whereas US policy and regulation takes a more comprehensive and precautionary approach. These somewhat surprising national …

Systemic Corruption And The Programme On Basic Education In The Philippine Department Of Education, Vicente C. Reyes Jr Dec 2008

Systemic Corruption And The Programme On Basic Education In The Philippine Department Of Education, Vicente C. Reyes Jr

Dr. Vicente C Reyes Jr

This article contextualises corruption and implementation as it occurs in the Philippine Department of Education (DepEd). Described as a national agency suffering from 'systemic corruption,' an in-depth qualitative case study analysis of one of its programmes is imperative. The Programme on Basic Education (PROBE) hailed as a success and which has managed to be relatively free from corrupt activities is the focus. Providing findings from a study undertaken on PROBE participants from the three main islands of the Philippines, this article analyzes the various organizational factors that have an impact on the prevalence and absence of corruption and the enabling …

Public Sphere 2.0 Is Here, Michael A. De Percy

Public Sphere 2.0 works. It provides an opportunity for policy-makers to harness the knowledge and experience of citizens so that 'the public interest' actually reflects 'the public' and not just 'the interests'.
