This message has several purposes. First, I want to express my immense joy that Chip Baggett and I are serving as Co-Presidents of AHP since August 16, 2009. In my view, Chip and I are long-time friends, who have a transcendent connection and synergistic energies. My desire and intent is for our co-presidency to mirror the effect(s) of synergistic collaboration as a “point of attraction” that can assist in the evolution of human consciousness across often “perceived personal and societal boundaries” (e.g., race, culture, ethnicity, class, individual and collective belief systems, and dogma). Politics, Policies, And Poverty In Latin America, Jennifer Pribble, Evelyne Huber, John D. Stephens

Why do Latin American countries exhibit stark differences in their ability to protect citizens from falling into poverty? Analysis of poverty levels measured by ECLAC in eighteen countries shows that political factors-including the democratic record, long-term weight of left-of-center parties in the legislature, and investment in human capital-are significant and substantively important determinants of poverty. These findings contribute to the growing literature that emphasizes the importance of regime form, parties, and policies for a variety of outcomes in Latin America, despite the weaknesses of democracy and the pathologies of some parties and party systems in the region.

Senegal's population growth rate of 2.7% is greater than double that of the world average of 1.16%. The Government of Senegal acknowledges the population problem and has made efforts to address this issue. For over the past two decades the United States Agency for International Development (USAID) has served as the predominant donor in Senegal's health sector and has been a strong supporter of Senegal's family planning program. The evolution of family planning in Senegal cannot be understood without considering the roles of culture, religion, decentralization and funding in the institutionalization process. Garrison’ Democracy In Nigeria: The 2007 General Elections And The Prospects Of Democratic Consolidation, Shola J. Omotola

This paper undertakes a critical analysis of the 2007 Nigeria’s general elections, with emphasis on the ‘garrison’ process and its implications for the consolidation of democracy. It is argued that garrisoned electoral processes represent a powerful source of democratic instability that can threaten the consolidation of democracy. The paper illustrates these processes and concludes that much will, however, depend on how ‘winners’ and ‘losers’ manage their successes and failures, respectively. The greatest threats to the consolidation of democracy in the aftermath of the garrisoned elections relate to the handling of post-election issues, especially election petitions, tribunals and court processes, by …

In recent years, the Paris club granted a number of African countries, including Nigeria, debt relief. This elicited widespread celebration in the capital cities of affected countries, where it was portrayed as averitable launch-pad to Africa’s development. This paper takes a critical look at the debt relief, with emphasis on its problems and prospects for Africa’s development. It is argued that while debt relief does offer some prospects for development, there is little or no evidence to suggest that such an outcome is automatic. We are the keepers and nurturers of a transformative and evolutionary Vision for Consciousness and a more humane world. The collapse of the informal alliance between the Federal Government and ethnic minorities of the NigerDelta brought significant changes in theirmodes of power relations. The alliance had developed as a form of buffer against Igbo hegemony and domination over these minorities. The passing of a vote of no confidence on the alliance by the minorities was largely connected, then, as now, to oil and environmental politics and attendant distributive politics that place the minorities at the mercy of the government. Today, we cannot talk just about plain control, but we must talk about the nature of the interaction of the one who is being controlled and the one who controls, an interaction where the one that is “controlled” is asking for more control over himself/herself while expecting to be compensated by a surplus of freedom to satisfy trivial needs and wishes. Such a liberty for the fulfillment of trivial needs is being declared as freedom. But this implies as well the freedom to choose not to be engaged in any kind of socially sensible or politically articulated struggle.

How does vote intention in presidential elections vary according to the economic conditions of a country, especially indicators of the financial market? Does the state of the economy, both its fundamentals as well as capital market, affect variation in candidates’ percentage of vote intention in national polls? This paper tests how economic indicators influence vote intention in presidential elections in two emerging markets: Brazil and Mexico. The presidential elections of 1994, 1998, 2002, and 2006 in Brazil and 2000 and 2006 in Mexico are analyzed using all poll returns for each electoral period and corresponding economic data. The Israeli- Palestinian ethnic conflict will continue to escalate throughout both the short term and long term world future. The current and future animosity between both ethnic groups can be attributed to (a) history based accounts and religious tensions, (b) polarizing ideologies held by both sides, and (c) middle eastern resentment toward the Jewish state of Israel. History based accounts will refer to both biased historical accounts and factual historical events that have contributed to the Israeli- Palestinian ethnic conflict. Concepts such as ethnicity, nationalism, ideology, Palestinians, Israeli’s, Arabs, and religion will be conceptualized in the research paper.

The US and Australia – western democracies with similar histories of public awareness on environmental issues and broadly comparable records of policy and regulatory action to safeguard environmental quality – have responded differently to one of the newest and most significant threats to marine bioidiversity: that of biological invasions mediated by the ballast water of commercial shipping. Nigeria’s abundant wealth is sufficient to make it one of the effective states in the African continent. However, the excess resources, like the sugar in the blood stream of a diabetic patient, serve no positive purpose for the teeming population. Poverty and hunger are the principal characters of the Nigerian state with attenuated crises affecting the socio-economic well - being of the people.
