This chapter considers how American Sign Language (ASL)—a visual-manual language—is a heritage language of deaf, hard of hearing, and hearing people in the United States. Traditionally, heritage language education and maintenance efforts have centered on spoken languages. This chapter aims to broaden the scope to include signed languages. It begins with a historical overview of ASL, explicates for whom ASL is a heritage language, and examines the influence of current policy trends and technological advancements on language shift and language maintenance. Around 45 odd signs out of the total number of Harappan signs found make up almost 100 percent of the inscriptions, in some form or other, as said earlier. Out of these 45 signs, around 40 are readily distinguishable. These form an almost exclusive and unique set. The primary signs are seen to have many variants, as in Brahmi. Many of these provide us with quite a vivid picture of their evolution, depending upon the factors of time, place and usefulness. Considering the fact that the Harappan script may have been proto-Brahmi, the underlying language to be expected should be Sanskrit, or proto-Sanskrit, or derivatives of Sanskrit. Many of the rules of evolution that apply to scripts are equivalently true for languages too. Like scripts, languages too render themselves to similar evolutionary inspections, as they too carry imprints of their journey down the ages.

Deaf Education Policy As Language Policy: A Comparative Analysis Of Sweden And The United States, Sarah Compton

The present study offers a cross-national, comparative analysis of Swedish and US deaf education policies to examine the ways in which status planning and acquisition planning for sign languages are taken up. Major policy documents were selected from each polity, reflecting key national legislative policies as well as the primary texts that guide educational implementation: for Sweden, the Ordinance for Special Schools, the Education Act, and the national syllabi for special schools; for the United States, the Individuals with Disabilities Education Act and Title 34 of the Code of Federal Regulations. This piece responds to TESOL's position statement on the linguistic rights of deaf students to develop proficiency in both native signed and spoken languages. The statement lays a foundation upon which both English language teaching professionals and deaf education practitioners can build a partnership to advocate for deaf students’ linguistic rights and promote multilingual education programs for deaf students and all learners of English.

This article takes a governance perspective to examine the contemporary revitalization of Guaraní, a “repressed” language that is spoken by a majority of the population in Paraguay. A historical overview highlights the striking endurance of the language in spite of two centuries of official subjugation. The article traces the positive impact of political democratization since 1989 on the revitalization of Guaraní by examining four interrelated areas that are closely linked to the governance agenda: the education system, the media, the political system, and popular culture. There has been a growing interest in the examination of the steady state of simultaneous bilinguals. An understanding of what leads to the possible weaknesses in the grammar of early bilinguals can contribute to our understanding of the possible causes of the apparent characteristic ‘failures’ in second language acquisition (Montrul 2008). Spanish has a gender feature for nouns (Carroll 1989) and gender agreement for determiners and adjectives. Mexican temporary migrants in Canada: a sociolinguistic approach Canada is well recognized because of its immigration policies and settlement programs that include ESL classes that help newcomers in its adaptation and integration process, recognizing in this way that linguistic competence is crucial for the social inclusion and engagement of migrants. However, migratory laws do not contemplate these kinds of help for temporary migrants that come from Mexico and the Caribbean through the Seasonal Agricultural Workers Program (SWAP).
