Despite the high value of electronic theses and dissertations (ETDs), the global collection has seen limited use. To extend such use, a new approach to building digital libraries (DLs) is needed. Fortunately, recent decades have seen that a vast amount of “gray literature” has become available through a diverse set of institutional repositories as well as regional and national libraries and archives. The academic library community has the potential to play an influential leadership role in shaping the music publishing life cycle, making scores more readily discoverable and accessible, and establishing itself as a force that empowers a wide range of creativity and scholarship. Major law publishers have begun producing ebook versions of some of the legal treatises they own. Despite asserted advantages over both print and online versions of the same content, these represent a step back from what treatises have become within the major online services and even further from what they might become now that numerous sources of primary law are directly accessible via the Internet.

What is less well known is how journal articles are used after they are initially downloaded. To what extent are they saved, uploaded, tweeted, or otherwise shared? Librarians from academic institutions in Utah talked about the institutional repositories (IRs) they have created to provide open access to the intellectual output of their faculty, staff, and students. Panelists provided an introduction to institutional repositories, considerations in choosing an IR software, workflow and copyright issues. Again, depending on license agreements with Ovid, the searcher seamlessly moves from a link on a bibliographic record to the full text, never leaving the Ovid service.

This paper examines the overall cost of the scientific scholarly journal system and find that the relative system costs have not increased since the late 1970s. Why then have journal prices skyrocketed over this same period? We first describe typical scholarly publishing costs, because to understand journal prices one must understand the factors that affect these costs. We then describe some factors that have likely contributed to spiraling price increases and changes in journal subscription demand. Too slowly or too quickly, steadily or in fits and starts (depending on your perspective and patience level), scholarly journals are moving toward reliance on digital forms. This is happening in part because librarians, scholars, and even some publishers are unhappy about the current state of print journals.
