The digital revolution has made it easier for Political Scientists to share and access high-quality research online. However, many of these articles are stored in proprietary databases that some institutions cannot afford. High-quality, peer reviewed, top-tier journal articles that have been made open access (freely available online) should theoretically be more easily accessed and cited than articles of similar quality that are only available to paying customers. Research into the efficacy of Open Access (OA) publishing has thus far focused mainly on the natural sciences, and the results have been mixed. Because OA has not been as widely adopted in …

Graham Stone and Jill Emery have been working to try to develop an outline of some of the best practices for managing open access workflow management in academic libraries. In March 2014, we went live with OAWAL (pronounced owl): a crowdsourced blog/wiki to develop some of these practices and learn what innovators and experts in the field of scholarly communications and open access management have been doing. Our project is international in scope and relies heavily on countries such as the UK where country mandates are driving the development of workflows and management tools. The Hathitrust Catalog provides researchers at member institutions with exponentially expanded access to historical U.S. Government information resources. This presentation describes how researchers can use this resource to conduct substantive research using government information resources on public policy issues such as Internal Revenue Service program problems, infectious diseases such as Ebola, and U.S. foreign relations with the former Soviet Union/Russian Federation.

Traditional publishing is based on ownership, commerce, paid exchanges, and scholarship as a commodity, while library activities are based on a service model of sharing resources and free exchange. I believe library publishing should be based on those values and should not duplicate or emulate traditional publishing. University presses have mixed views of library publishing, and libraries should not adopt those attitudes. Library publishers are not gatekeepers; their mission is dissemination. Libraries need to publish because traditional publishing suffers from high rejection rates, required surrender of intellectual property, long production schedules, high cost of products, and limited dissemination. Gaining Traction In Research Data Management Support: A Case Study, Donna O'Malley

With the implementation of an institutional repository, librarians at the University of Vermont (UVM) began receiving inquiries about data management. In an effort to explore research data management roles for librarians at UVM the author led workshops based on Module One of the New England Collaborative Data Management Curriculum (NECDMC) with two audiences. In addition, the author consulted with faculty and staff from around the university to ascertain their support of research data management and integrate that information into the workshops. The internet has profoundly changed how we produce, use and collect research and information for public policy and practice, with grey literature playing an increasingly important role. The authors argue that grey literature (i.e. material produced and published by organisations without recourse to the commercial or scholarly publishing industry) is a key part of the evidence produced and used for public policy and practice. Through surveys of users, producing organisations and collecting services a detailed picture is provided of the importance and economic value of grey literature. Linking publications to published datasets in repositories is an important part of the research lifecycle. However, merely linking them does not ensure reusability. It is important for repositories to develop and provide policies for preservation that support the reusability, including lifecycle, ownership, versioning, and attribution aspects of the scholarly process (Bechhofer et al., 2013). In 2103, the Purdue University Libraries developed and implemented a workflow between its institutional repository, its e-Pubs system and its research data repository, Purdue University Research Repository or PURR (Zilinski et al., forthcoming), as well as journal articles linked to published datasets in PURR. Data narratives or data stories have emerged as a new form of the scholarly communication focused on data. In this paper, we explore the potential value of data narratives and the requirements for data stories to enhance scholarly communication. We examine three types of data stories that form a continuum from the less to the more structured: the DataONE data stories, the Data Curation Profiles, and the Data Descriptors from the journal Scientific Data. Assuming that students no longer read printed handouts, many librarians have stopped producing printed handouts after observing the piles of paper that remain after library sessions. Libraries have transitioned comfortably to providing online access to handout information via subject and course guides, and now need to make a more complete transition to making them mobile. Although only four in ten college students own a tablet, 75% own a smart phone, and over a third of students intend to purchase either a tablet or a smart phone in the next six months. With more scholarly journals being distributed electronically rather than in print form, we know that researchers download many articles. What is less well known is how journal articles are used after they are initially downloaded. To what extent are they saved, uploaded, tweeted, or otherwise shared? How does this reuse increase their total use and value to research and how does it influence library usage figures? This article outlines the collaboration between librarians at the Graduate Center Library of the City University of New York (CUNY) and JustPublics@365 (http://justpublics365.commons.gc.cuny.edu/about/), an initiative designed to open scholarly communication in ways that connect to social justice activism, part of which involved producing an open, online interdisciplinary course with a geographical focus on East Harlem. This Participatory Open Online Course, or POOC, was developed locally without a licensed provider platform or licensed scholarly content. This study report assesses the free availability of scholarly publications during the 1996 to 2013 period. It is the largest scale measurement of open access availability performed to date: a sample of one-quarter of a million records was used to study the historical evolution of open access (OA) between 1996 and 2013 and a larger, one million records sample was used to perform an in-depth assessment of the proportion and scientific impact of OA between 2008 and 2013 in different types of OA, for different scientific fields of knowledge, and for 44 countries, the EU28, ERA, and the world.

The Singapore Management University started implementing a new solution for Integrated Research Information System (IRIS) in April 2014. Project background and some success factors is covered. IRIS would replace existing silo in-house systems. The key objective of IRIS is to have one system that takes care of ethics, research project management, grant management, publications and reporting. During the IRIS project implementation, the tasks performed included mapping of existing fields to the new IRIS and loading of existing data to IRIS test system. New workflows and some re-configuration of the default system were proposed.

In October 2013, George Washington University's School of Public Health and Health Services (now the Milken Institute School of Public Health) approached the Himmelfarb Health Sciences Library about moving a large collection of Health Policy Department publications and citations from the school's website into the Health Sciences Research Commons (HSRC) institutional repository. After a project planning meeting with the school's representative, library staff began uploading documents and citations from the collection. Working from a spreadsheet and file set provided by the school, library staff processed 604 citations (including 319 full-text files) dating back to 1996. Despite some problem files and …
