This author examines statements of South Korean president, Roh Moo Hyun, in the wake of the news of the November 30, 2003 killings of two South Korean civilian electrical workers in Iraq. The nature of terrorism as well as potential interpretations of the president’s statements are stressed.

Présence Francophone: Revue internationale de langue et de littérature

Three approaches seem to characterize the reception of Vietnamese Literature in French: socio-historical, "essentialist" and feminist discourses. This article proposes to analyse the lack of theoretical thought and pertinence in some of the works published on the subject, which appear to introduce and promote this literature rather than study it. Without denying contributions that are indeed interesting, this paper, however, emphasizes works that raise questions and oblige us to ask: is there a critical reception of Vietnamese Francophone Literature?

In her novel entitled "Calomnies", Linda Lê depicts a "mad uncle" and a young female writer fascinated with her uncle’s marginality. In this book, Lê presents a complex view of schizophrenia. Sometimes, the actions and thoughts of the uncle are reminiscent of Deleuze and Guattari’s concepts such as le corps sans organe and la machine célibataire. Some other times however, Lê pays attention to the past of the uncle and shows how, in Vietnam, he witnessed the hypocrisy of his family during the war. Among the economies with a Currency Board System (CBS), Hong Kong (HK) is probably the one with the largest and most developed financial sector, as well as the highest capital mobility. Hence, studying HK’s CBS is not only crucial to HK, but also important for the understanding of the modern CBS. This paper outlines the major monetary reforms in HK since the late 1980s. The impacts of these reforms and the 1997–1998 Asian Financial Crisis are then examined empirically. We focus on the differentials between the US and HK interbank interest rates. Research in the literature shows that initial public offerings (IPOs) of common stocks are systematically priced at a discount to their subsequent initial trading price. The large underpricing magnitude in the Chinese IPO market has attracted much attention. We consider three hypotheses that may explain the IPO underpricing in China. These are the winner's curse hypothesis, the ex ante uncertainty hypothesis and the signaling hypothesis. Among these hypotheses, the winner's curse hypothesis has not been tested in the Chinese market. Does Underwriter Reputation Affect The Performance Of Ipo Stocks?, Chunchi Wu, Sheen Liu, Junbo Wang

In this paper we examine the relationship between performance of the Chinese IPO firms and the reputation of investment bankers underwriting their stocks. Similar to previous studies on well-developed stock markets, we find that the initial return on the first day of trading is strongly positive for Chinese IPO stocks due to underpricing. This initial return is negatively related to the underwriter's reputation, suggesting that the better the reputation of the underwriter, the less underpricing and hence, the lower the initial return of the IPO stock. This article examines the management of Chinese identity and culture since Singapore attained independence in 1965. Due to the delicate regional environment, ethnic Chinese identity has been closely managed by the ruling elites, which have been dominated by the English-educated Chinese. There is the evolution from a deliberate policy of maintaining a low-key ethnic Chinese profile to the recent effort to re-sinicize--in form--the majority ethnic group. The article examines the policy impulses and implications for such a landmark change in reconceptualizing the Chinese-Singapore identity, which can be attributed to the needs of regime maintenance buttressed by Confucian ethos as well …

Spousal Abuse: Vietnamese Children's Reports Of Parental Violence, Yoko Baba, Susan B. Murray

The Journal of Sociology & Social Welfare

This exploratory study used mailed questionnaires completed by 131 Vietnamese students to examine domestic violence patterns in parents' marital relationships. Research objectives included: (1) gaining an understanding of spousal abuse among Vietnamese couples; and (2) assessing which variables (demographic characteristics, decision-making power, and cultural adaptation, beliefs in traditional gender roles, and conflicts in the family) are correlated with spousal abuse. Findings suggest that although both parents used reasoning, mental abuse and physical abuse in their marital relationships, Vietnamese fathers were more likely to be physically abusive than mothers. Additional variables associated with family conflicts are also examined. Research implications and …

Theory suggests that a united charity helps to economize on fundraising costs by reducing competition for donations among member charities. However, donors often cannot control the allocation of their donations, and charities may dislike the monitoring of their activities. This paper examines these and other issues relating to the Community Chest of Singapore. The results, based on analysis of financial positions and fundraising costs of a large number of charities, suggest that the Community Chest does possess important fundraising advantages. Thus charities in financial difficulties or in need of funds for additional programs tend to seek membership. However, organizations that …

Using data from the auction of vehicle quota licenses in Singapore, we study if revenue equivalence holds when the auction format was switched from a sealed-bid format (May 1990 to June 2001) to an open bidding format since July 2001. Our econometric analysis indicates the change in auction format led to a change in bidding behavior. On average, the quota license premium under the open bidding format is about US$1,000 (about 7.5% of the Category E license price in June 2001) lower, compared to the forecast level that would have prevailed if there had been no change in the auction …

In this paper, we describe the development of an appropriate metadata scheme for GeogDL, a Web-based digital library application containing past-year examination resources for students taking a Singapore national examination in geography. The new metadata scheme was developed from established metadata schemes on education and e-learning. Initial evaluation showed that a role-based approach would be more viable, adapting to the different roles of teachers/educators and librarians contributing geography resources to GeogDL. The paper concludes with concrete implementation of the role-based metadata schema for GeogDL.

What Has Luck Got To Do With Economic Development? An Interpretation Of Resurgent Asia's Growth Experience, Hing-Man Leung, Swee Liang Tan, Zhenlin Yang

This paper critically reexamines the belief, currently gathering strength in the literature, that economic development depends on good luck rather than on good policy, and that Prometheus is “unchained by chance”. While it is impossible to disprove the role of luck in growth, we argue that luck is endogenous, and good luck is a function of good policy. Luck favours those who strive. Again contrary to common belief, we show that resurgent Asian economies have endured more, not less, than their fair share of economic volatility. They learned their lessons by success and failures, and luck is endogenous through learning-by-investing.

This study compared the trading characteristics of warrants and their underlying stocks. The Stock Exchange of Thailand provided a good platform for comparing the trading characteristics of warrants and their underlying stocks because both these securities are traded in the same market venue and have identical trading rules. Hence, the impact of trading protocol on intraday variation and an informed trader's decision to buy warrants or stocks was controlled. The idea of exporting Singapore’s expertise in infrastructure development took hold, in the early 1990s, as part of a larger regionalization strategy. Singapore’s positive reputation with multinational corporations for the efficiency of its industrial infrastructure and its stable, corrupt-free investment environment underscored this strategy. Led by Singapore’s government-linked companies, industrial parks were established in several Asian countries. Their progress is a test of Singapore’s ability to export its efficiency in industrial park development and management outside its borders. This paper finds that the initial optimism with which the flagship projects were unveiled has not been justified.

This study explores the return persistence properties, styles, and fund characteristics of hedge funds that mainly invest in Asia. We examine, for the first time, a high resolution hedge fund dataset which includes monthly return information as well as detailed fund characteristics data. We find that the returns of Asian hedge funds persist most strongly at monthly horizons to quarterly horizons. This persistence weakens considerably when we lengthen the measurement period beyond a quarter, and does not appear to be due to the imputation of fees or to systematic risk as measured by a simple factor model.
