Don’t blame the technology. COVID-19 control technology depends on the cooperation of people to be fully effective, says SMU Professor Mark Findlay. Singapore has one of the best subscribed COVID-19 tracing, tracking and safe entry apps worldwide. Then how is it that we are back to Phase 2 (Heightened Alert)? It would be tempting but wrong to blame the technology as being insufficiently intrusive or robust. A look at the recent outbreak suggests we should avoid an over-reliance on tech solutions when incompatible human behaviours are at work.

This report examines trends in vaccination among older adults in Singapore to better understand why segments of older adults continue to resist vaccination against COVID-19. We find that individuals who were most likely to still be waiting to vaccinate or to not want to be vaccinated as of June 2021; are relatively older (aged 71-75), are of lower socioeconomic status (lower education levels and living in 1-3 room HDB flats), were the least likely to rely on Newspapers and Government Sources as sources of information for COVID-19 related news in November 2020, were least trusting of all sources of information, …

Problem definition: This work focuses on the hotel housekeeping process. In a field study, a possible channel of disease transmission between consecutive guests in hotel rooms is revealed. In order to prevent the transmission, an innovative assembly-line housekeeping method is developed. Academic/practical relevance: The transmission of infectious diseases during hotel stays (e.g., by touching unclean towels or bed linens) has been reported globally. Under the current COVID-19 pandemic, having contact with saliva or mucus left by an infected person could cause infection. The author shared that following the economic downturn in 2020, revival in 2021 can only be very gradual. SMEs in different sectors of the economy face different challenges and have different options for response. Overall, SMEs are hopeful rather than confident. SMEs are generally hoping to manage cash flow and stretch their current funds for immediate business sustainability. Inevitably, their focus is on meeting critical business needs. Fighting the COVID‐19 pandemic requires large numbers of citizens to adopt disease‐preventive practices. We contend that national identification can mobilize and motivate people to engage in preventive behaviors to protect the collective, which in return would heighten national identification further. The authorities previously assured citizens that the TT data "will only be used for contact tracing", but subsequently indicated that the data may be used for criminal investigations. TT is the vital tool in our fight against the pandemic as it helps with contact tracing. It is in the government's interest to ensure optimal usage of TT. Some are now feeling that the government has "betrayed" their trust, so public confidence in using TraceTogether must be restored.

With at least half of humanity under lockdown to arrest the spread of COVID-19 (Sandford, 2020), adults have been working from home and children engaging in home schooling for months on end. Competing for scarce resources such as digital devices, bandwidth, as well as physical and personal space, families have had to contend with rising tensions around the quality of digital engagement, children’s learning abilities, parent-child relationships and overall familial wellbeing. Just like most universities around the world, the senior management at Singapore Management University decided to move all courses to a virtual, online, synchronous mode, giving instructors a very short notice period—one week—to make this transition. In this paper, we describe the challenges, practical solutions adopted, and the lessons learnt in rapidly transitioning a face-to-face Master’s degree course in Text Analytics and Applications into a virtual, online, course format that could deliver a quality learning experience.

Learning is imperative in government responses to crises like the COVID-19 pandemic. This study examines the South Korean and United States governments’ responses to COVID-19 from a comparative perspective. The analysis focuses on crisis learning conducted before and during the COVID-19 outbreak, using the conceptual categories of intercrisis/intracrisis learning and single-/double-loop learning. The findings suggest that double-loop, intercrisis learning allows for more effective crisis management by (re)developing a common operating framework. The efficacy of learning is enhanced when double-loop learning is followed by single-loop learning that embeds new structures and operational procedures. As at this writing, COVID-19 continues to spread around the world. Most disease transmissions, one hopes, are unintentional. But could one nonetheless be liable for unintentionally, yet carelessly, transmitting the disease? If so, when would liability arise, and how wide may its scope be? In the 13th general election since independence, the ruling People’s Action Party (PAP) – which has governed Singapore since 1959 – won 83 out of 93 seats, with a popular vote share of 61.24%, its third lowest on record. The Workers’ Party (WP) won 10 seats, including an unprecedented two multi-member electoral constituencies, cementing its standing as the leading opposition party. It has been accurately observed that the incremental nature of the common law’s development makes it inherently unsuited to dealing with unprecedented crises.208 This is particularly true of what I shall refer to (for convenience) as the law of changed circumstances, which in the common law regime comprises the doctrine of frustration and the operation of force majeure clauses, but could potentially encompass other doctrines and issues as well.209 I suggest that in this area, the flaws of the common law run deeper and broader than its inability to respond quickly to unprecedented crises. The COVID-19 pandemic has been described by Prime Minister Lee Hsien Loong as the “crisis of our generation”. We have to swiftly adjust to a new “normal” characterised by safety measures, travel restrictions, economic downturn and uncertainties in the days ahead. What is the new “normal” for trustees and beneficiaries? How should they respond to the legal and practical uncertainties in these challenging times? Various countries have implemented transfer programs to individuals since the Covid-19 outbreaks. However, the extent to which such transfers alleviate economic recessions is unclear. This paper analyzes a South Korean program, which provided vouchers redeemable only at small local businesses. We find that, due to the program, over 30% of households across all income groups increased their food and overall household spending, but the usage restriction may have affected consumer choice, distorting business competition. While the employment and sales of small businesses improved, the program’s fiscal sustainability is in question because of the large tax exemption.

The outbreak of coronavirus disease 2019 (COVID-19) has presented an unprecedented public health crisis across the globe. Governments have developed different approaches to tackle the complex and intractable challenge, showing variations in their effectiveness and results. This study explores the processes of intercrisis and intracrisis learning and the link between them, drawing on South Korea’s responses to the COVID-19 pandemic as an example. The crisis management literature suggests that intracrisis learning is less likely to occur than intercrisis learning due to inherent barriers that hinder learning and adaptation in the heat of crisis. Based on the conceptual framework of problem-oriented governance and crisis learning, we unpack how prominent outcomes of intercrisis learning facilitate intracrisis learning during the acute phase of an emerging crisis.
