Rapid urbanization, aging infrastructure, and climate change impacts have put a strain on existing stormwater drainage systems. One commonly acknowledged solution to relieve such stress is Green Stormwater Infrastructure (GSI). Interest in GSI technology has been growing. However, the level of implementation in many areas around the world lags behind the interest level. This study aims to critically review the body of literature from the last decade to determine the main barriers to wide adoption and the offered solutions to overcome them. Virtual simulations of future extreme weather events may prove an effective vehicle for climate change risk communication. To test this, we created a 3D virtual simulation of a future tropical cyclone amplified by climate change. Using an experimental framework, we isolated the effect of our simulation on risk perceptions and individual mitigation behaviour for a representative sample (n = 1507) of the general public in Hong Kong. We find that exposure to our simulation is systematically associated with a relatively small decrease in risk perceptions and individual mitigation behaviour. Historical explorations of tropical heat in a colonial context have largely focussed on two interconnected spheres: colonial perceptions of place and body or, the implications of heat on different bodies in medical thought and practice. This paper seeks to move the discussion towards a history of colonial scientific thought about heat as component of weather and of escalating nature-induced hazards, studied in the observatory or meteorological department. A central theme is to think about heat in its relationship to nascent meso-scale atmospheric knowledge, meteorological theory and, as a by-product of urbanisation and land-use change. This chapter brings a climatic perspective to the study of Singaporean history by exploring the impacts of the strong El Niño inspired droughts of 1877, 1902 and 1911. The narrative focuses on unpacking the nexus of nature-inspired versus human-induced vulnerability to drought within the contexts of colonial urbanisation and looks at the short-to medium-term impacts of the events on society. This paper explores popular expectations for and meanings of the U.S. West's environmental future, as articulated through recent artistic representations of the Los Angeles's expansive water provision network. Weaving together material from participant observation and readings of creative works, I show how infrastructural imagery is used to index anxieties about a future of water scarcity. Presenting familiar, currently functional water infrastructures as ruins-in-the-making, these artists use the physical stuff of water provision networks to advance critiques of longstanding modes of development and the material basis of urban-rural relations in the U.S. West. Increasing urban tree cover is an often proposed mitigation strategy against urban heat as trees are expected to cool cities through evapotranspiration and shade provision. However, trees also modify wind flow and urban aerodynamic roughness, which can potentially limit heat dissipation. Existing studies show a varying cooling potential of urban trees in different climates and times of the day. These differences are so far not systematically explained as partitioning the individual tree effects is challenging and impossible through observations alone. High-intensity monsoon rainfall in the Indian Himalaya generates multiple environmental hazards. This study examines the variability in long-term trends (1901–2013) in the intensity and frequency of high-intensity monsoon rainfall events of varying depths (high, very high and extreme) in the Upper Ganges Catchment in the Indian Himalaya. Using trend analysis on the Indian Meteorological Department (IMD) rainfall dataset, we find statistically significant positive trends in all categories of monsoon rainfall intensity and frequency over the 113-year period. This curated special issue asks how history can be used as a lens into disaster and disaster management. It takes as its premise the idea that approaches from different disciplines - including the humanities and social sciences – can offer new perspectives on understanding disaster, managing disaster and disaster risk. Asia is one of the world's most flood-prone regions by many metrics: high flood magnitudes, frequency, severity; the number countries affected, the area of inundation; the number of people at risk; and importantly, flood-related fatalities (AIR, 2014; Luo, Maddoks, Iceland, Ward, & Winsemius, 2015; Table 1). We explore the idea that flood-related mortality from river over-bank flows in the SE Asian region could be reduced by incorporating evidence from the past to foster a better understanding of the realm of plausible flood regimes, and hopefully guide improved flood hazard management practices in the future (Lebel, Manuta, & Garden, 2011).

A global inventory of early instrumental meteorological measurements is compiled. It comprises thousands of series, many of which have not been digitized, pointing to the potential of weather data rescue.Instrumental meteorological measurements from periods prior to the start of national weather services are designated “early instrumental data”. They have played an important role in climate research as they allow daily-to-decadal variability and changes of temperature, pressure, and precipitation, including extremes, to be addressed. Popular representations of disasters tend to focus upon dramatic moments of chaos. They envision panicked communities desperately scrambling for safety as earthquakes reduce cities to rubble or lava turns villages to ashes. Yet disasters actually unfold on numerous temporal scales. Media reports tend to reduce disasters to discrete events, initiated on the shallow causal timescale of a meteorological fluctuation or seismic disruption. Social scientists, by contrast, have often sought to emphasise the processual nature of disasters—embedding causality in the deeper timescale of a community, in which risk and vulnerability build over months or years.2 Environmental historians elongate causality even further, …

In 1948, a chilling statement from British Malaya’s Director of Agriculture, F. Burnett, made headline news. According to Burnett, unchecked soil erosion across hillside Malaya would soon render the country’s precious agricultural land infertile. Erosion had worsened considerably after the 1880s due to widespread, indiscriminate agricultural and industrial clearing. By the 1920s, it had become a sizeable socioeconomic and environmental issue, thought also to contribute to the scale and intensity of flooding and the likelihood of dangerous landslips. The structure of urban environments is known to alter local climate, in part due to changes in land cover. A growing subset of research focuses specifically on the UHI in terms of land surface temperature by using data from remote sensing platforms. This study assessed the spatial distribution of vulnerability to extreme heat in 1990 and 2000 within metropolitan Phoenix based on an index of seven equally weighted measures of physical exposure and adaptive capacity. These measures were derived from spatially interpolated climate, normalized differential vegetation index, and U.S. Census data. From resulting vulnerability maps, we also analyzed population groups living in areas of high heat vulnerability. Results revealed that landscapes of heat vulnerability changed substantially in response to variations in physical and socioeconomic factors, with significant alterations to spatial distribution of vulnerability especially between eastern and western sectors of Phoenix. We identify a broad class of models, quasi-hidden Markov models (QHMMs), which include hidden Markov models (HMMs) as special cases. Applying the QHMM framework, this paper studies how an earthquake cluster propagates statistically. Two QHMMs are used to describe two different propagating patterns. The “mother-and-kids” model regards the first shock in an earthquake cluster as “mother” and the aftershocks as “kids,” which occur in a neighborhood centered by the mother. In the “domino” model, however, the next aftershock strikes in a neighborhood centered by the most recent previous earthquake in the cluster, and therefore aftershocks act like dominoes. As the …

A Cluster Identification Framework Illustrated By A Filtering Model For Earthquake Occurrences, Zhengxiao Wu

A general dynamical cluster identification framework including both modeling and computation is developed.The earthquake declustering problem is studied to demonstrate how this framework applies.A stochastic model is proposed for earthquake occurrences that considers the sequence of occurrencesas composed of two parts: earthquake clusters and single earthquakes. We suggest that earthquake clusterscontain a “mother quake” and her “offspring.” Applying the filtering techniques, we use the solution offiltering equations as criteria for declustering. A procedure for calculating maximum likelihood estimations(MLE’s) and the most likely cluster sequence is also presented.
