This study reviews factors that prior studies have identified or failed to consider as barriers to post-secondary success. The three main areas include academic success for Latinx students after high school, organizational systems and their impact on African-American students’ postsecondary readiness, and what workers think of their high school education with regards to career preparedness.

Five factors are identified as major barriers for Latinx students to continue in a higher education system. A survey of former students from Saint Louis, Missouri, and Dallas, Texas, metroplex area identified 56 Latinx students that participated in an initial survey. This led to a …

OBJECTIVES: The aim of this paper is to analyse Baltic security developments from U.S. government and military resources, scholarly journal articles, and multinational public policy research institute assessments. METHODS: The aim is to analyse the content and rhetoric within these resources to learn how those producing these materials view Baltic security developments and their viewpoints on how the U.S. and its allies should respond to these developments focusing on increasing Russian regional assertiveness. This presentation shows how Halford Mackinder (1861-1947) described Canada and the Arctic region in his geopolitical writings. It goes on to stress how the Arctic is becoming increasingly important in international geopolitical policymaking due to its significant oil and natural gas resources, how warming temperatures are increasing international access to its waters, and the how countries as diverse as Canada, China, Russia, and the U.S. see the Arctic region in their strategic policymaking. Rare earth elements (REE) contain unique chemical and physical properties such as lanthanum, are found in small concentrations, need extensive precise processes to separate, and are critical components of modern technologies such as laser guidance systems, personal electronics such as IPhones, satellites, and military weapons systems as varied as Virginia-class fast attack submarines, DDG- 51 Aegis destroyers, the F-35 Joint Strike Fighter, and precision guided munitions. Among coastal management programs, most states have found the question of appropriate administrative structure difficult to cope with. The dilemma of decision trade-offs caused by the dual governmental needs of "efficiency" and "representation" has led to some alternative patterns of administration. For complex issues that transcend local boundaries, the choice between trade-offs means adopting either (a) some form of consolidated bureaucracy or (b) some system of concurrent jurisdictions.
