Methamphetamine use among the employed population is on the rise as general methamphetamine use increases. Many employers are unaware of the extent of the methamphetamine crisis and the harmful effects that employee methamphetamine use has on the firm. While methamphetamine use is associated with tremendous expenses for society in the form of direct health care, law enforcement, and environmental costs, this study focuses exclusively on the increased costs that firms bear as a result of the methamphetamine use of their employees. This report by OLLAS assistant director Jonathan Benjamin-Alvarado is part of a developing research and outreach project with the Center for International Trade and Security at the University of Georgia. It involved working with Mexican government officials to design and implement national responses to international agreements and obligations to ensure command and control of critical nuclear, biological, and chemical materials in Mexico. Dr. Benjamin-Alvarado conducted a comprehensive survey, which he administered in Argentina and Cuba previously, later in 2005 to assess Mexican export controls.

Increasing The Economic Development Benefits Of Higher Education In Michigan, Timothy J. Bartik

This paper considers how a state such as Michigan can increase the economic development benefits of higher education. Research evidence suggests that higher education increases local economic development principally by increasing the quality of the local workforce, and secondarily by increasing local innovative ideas. These economic development benefits of higher education can be increased by: 1) competent management of conventional economic development programs that focus on business attraction and retention; 2) policies that focus on increasing local job skills by educating the state's residents, as opposed to attracting in-migrants; 3) policies that address specific "market failures" in how higher education …

This paper reviews the research literature relevant to economic development incentives provided by state and local governments, and recommends reforms in these incentives. I argue that the main problem with current incentive policies is that state and local governments often provide incentives that are not in the best interest of that state or local area, for example that are excessively costly per job created, or that provide jobs that do not improve the job opportunities of local residents. I suggest that reforms should be "bottom-up" rather than "top-down." Regulation of incentives by the federal government, or by international trade treaties, …

The conventional input-output model has been widely criticised, both justly and unjustly, for its limiting assumptions. One of these assumptions is homogeneity of degree one. This paper explores some approaches to minimise this limitation of traditional input-output analysis by removing the assumption of linear coefficients for the intermediate and household sectors. As is well documented in the literature, the household sector is the dominant component of multiplier effects in an input-output model, so using marginal income and expenditure coefficients for the household sector provides a more accurate estimate of the multiplier effects. This paper describes the method used to construct an interregional Commodity by Industry Flow matrix for the United States. The interregional flow matrix method involves the construction of single-state (and DC) SAMs using data from IMPLAN. Once complete, the interregional flows connecting states are estimated using a method based on the Commodity Flow Survey data published by the Bureau of Transportations Statistics. The estimated interregional SAM is then adjusted to insure the integrity of intraregional and system-wide accounts. Dominion Resources, Inc. engaged the Regional Research Institute to determine the total economic impacts associated with pipeline construction and/or modernization proposals traversing several Pennsylvania jurisdictions. The proposed project represents an investment of approximately $200 million. The scope of this analysis consists of estimating varying economic effects including job creation and resulting personal income, output and fiscal or tax revenue impacts directly associated with both the operational and construction phases of the proposed Pipeline expansion project. State of the Region Reports: Hampton Roads
Per capita income in Hampton Roads has been rising and, after we factor in the cost of living, now is about 6 percent above the national average. This is a startling reversal from the late 1990s when the region was well below the national average. Housing prices here continue to be lower than the national average, as is our overall cost of living. Our air is cleaner than the national average and we rate high in terms of cultural amenities, but founder with regard to several measures of educational attainment.

State of the Region Reports: Hampton Roads
The Virginia Symphony Orchestra (VSO) ranks well when compared to orchestras in regions of similar size and wealth, and in maestro JoAnn Falletta boasts a distinguished musical director. However, the symphony has accumulated a debt of approximately $2 million. Determined fund raising may reduce this debt, but the VSO’s ultimate challenge is to attract a larger and more diverse clientele. If it does not, it could join a half dozen other regional orchestras throughout the country that recently have been forced to contract significantly or even declare bankruptcy.
