The Economic Impact Of Methamphetamine Use In Benton County, Arkansas, Jeffery T. Collins Dec 2004

The Economic Impact Of Methamphetamine Use In Benton County, Arkansas, Jeffery T. Collins

Publications and Presentations

Methamphetamine use among the employed population is on the rise as general methamphetamine use increases. Many employers are unaware of the extent of the methamphetamine crisis and the harmful effects that employee methamphetamine use has on the firm. While methamphetamine use is associated with tremendous expenses for society in the form of direct health care, law enforcement, and environmental costs, this study focuses exclusively on the increased costs that firms bear as a result of the methamphetamine use of their employees. The Benton County Methamphetamine Task Force commissioned this project from the Center for Business and Economic Research in the …

Land Values As A Source Of Local Government Finance, Tom Dunne Oct 2004

Land Values As A Source Of Local Government Finance, Tom Dunne

Books/Book Chapters

Funding local government has been a permanent feature of debates about public policy in Ireland and Many feel that the balance of power between local and central government is weighted too much in

This paper suggests that the concept of economic rent, on which the justification for property taxes rests and its relevance to the property market in a modern, economically successful and urbanised Ireland, needs to be vented, discussed and debated.

The proposition is that if a greater understanding was created about the economic characteristics of landed property both value capture and local property taxes would achieve greater public …

This is Old Dominion University's fifth annual State of the Region report. While it represents the work of many people connected in various ways to the university, the report does not constitute an official viewpoint of Old Dominion, or it's president, Dr. Roseann Runte.

The report maintains the goal of stimulating thought and discussion that ultimately will make Hampton Roads an even better place to live. We are proud of our region's many successes, but realize that it is possible to improve our performance. In order to do so, we must have accurate information about "where we are" and a …

Increasing The Economic Development Benefits Of Higher Education In Michigan, Timothy J. Bartik Sep 2004

Increasing The Economic Development Benefits Of Higher Education In Michigan, Timothy J. Bartik

Upjohn Institute Working Papers

This paper considers how a state such as Michigan can increase the economic development benefits of higher education. Research evidence suggests that higher education increases local economic development principally by increasing the quality of the local workforce, and secondarily by increasing local innovative ideas. These economic development benefits of higher education can be increased by: 1) competent management of conventional economic development programs that focus on business attraction and retention; 2) policies that focus on increasing local job skills by educating the state's residents, as opposed to attracting in-migrants; 3) policies that address specific "market failures" in how higher education …

Incentive Solutions, Timothy J. Bartik Feb 2004

Incentive Solutions, Timothy J. Bartik

Upjohn Institute Working Papers

This paper reviews the research literature relevant to economic development incentives provided by state and local governments, and recommends reforms in these incentives. I argue that the main problem with current incentive policies is that state and local governments often provide incentives that are not in the best interest of that state or local area, for example that are excessively costly per job created, or that provide jobs that do not improve the job opportunities of local residents. I suggest that reforms should be "bottom-up" rather than "top-down." Regulation of incentives by the federal government, or by international trade treaties, …

Non-Linear Input-Output Models: Practicability And Potential, Guy R. West, Randall Jackson Jan 2004

Non-Linear Input-Output Models: Practicability And Potential, Guy R. West, Randall Jackson

Regional Research Institute Working Papers

The conventional input-output model has been widely criticised, both justly and unjustly, for its limiting assumptions. One of these assumptions is homogeneity of degree one. This paper explores some approaches to minimise this limitation of traditional input-output analysis by removing the assumption of linear coefficients for the intermediate and household sectors. As is well documented in the literature, the household sector is the dominant component of multiplier effects in an input-output model, so using marginal income and expenditure coefficients for the household sector provides a more accurate estimate of the multiplier effects. A price model can then utilised to estimate …

Method For Constructing Commodity By Industry Flow Matrices, Randall Jackson, Walter R. Schwarm, Yasuhide Okuyama, Samia Islam Jan 2004

Method For Constructing Commodity By Industry Flow Matrices, Randall Jackson, Walter R. Schwarm, Yasuhide Okuyama, Samia Islam

Regional Research Institute Working Papers

This paper describes the method used to construct an interregional Commodity by Industry Flow matrix for the United States. The interregional flow matrix method involves the construction of single-state (and DC) SAMs using data from IMPLAN. Once complete, the interregional flows connecting states are estimated using a method based on the Commodity Flow Survey data published by the Bureau of Transportations Statistics. The estimated interregional SAM is then adjusted to insure the integrity of intraregional and system-wide accounts. The procedures have been designed with the goal of ease of replicability, so that updates and extensions of the database can be …

Labor Market Size And Unemployment Duration: A Theoretical Note, Peter V. Schaeffer, Tesfa Gebremedhin

Regional Research Institute Working Papers

When job prospects are uncertain, labor market size matters even when labor and jobs, respectively, are homogenous. The expected unemployment duration and its standard deviation may then differ systematically with labor market size.

An Economic Impact Study Of The Pennsylvania Section Of The Cove Point Expansion, Randall Jackson, Walter R. Schwarm

Regional Research Institute Working Papers

Dominion Resources, Inc. engaged the Regional Research Institute to determine the total economic impacts associated with pipeline construction and/or modernization proposals traversing several Pennsylvania jurisdictions. The proposed project represents an investment of approximately $200 million. The scope of this analysis consists of estimating varying economic effects including job creation and resulting personal income, output and fiscal or tax revenue impacts directly associated with both the operational and construction phases of the proposed Pipeline expansion project. We calculate the spill-over or multiplicative impacts that will arise from the proposed Pipeline project. Additionally, some attempt is made in this analysis to capture …

Part 2: How Do We Compare? Hampton Roads Versus Other Regions, Regional Studies Institute, Old Dominion University

State of the Region Reports: Hampton Roads

Per capita income in Hampton Roads has been rising and, after we factor in the cost of living, now is about 6 percent above the national average. This is a startling reversal from the late 1990s when the region was well below the national average. Housing prices here continue to be lower than the national average, as is our overall cost of living. Our air is cleaner than the national average and we rate high in terms of cultural amenities, but founder with regard to several measures of educational attainment.

Part 4: The Virginia Symphony Orchestra: The Valiant Struggles Of A Cultural Jewel, Regional Studies Institute, Old Dominion University

State of the Region Reports: Hampton Roads

The Virginia Symphony Orchestra (VSO) ranks well when compared to orchestras in regions of similar size and wealth, and in maestro JoAnn Falletta boasts a distinguished musical director. However, the symphony has accumulated a debt of approximately $2 million. Determined fund raising may reduce this debt, but the VSO’s ultimate challenge is to attract a larger and more diverse clientele. If it does not, it could join a half dozen other regional orchestras throughout the country that recently have been forced to contract significantly or even declare bankruptcy.
