In the 400 years since European settlement, Portland has survived the ravages of war, invasion, pestilence, conflagration, and economic depression and recession. Once a renowned manufacturing, trade, and shipping center, it now enjoys what might be called a post-industrial renaissance as a vibrant center for the arts, education, entertainment, and banking, legal, and medical services; and is frequently cited as one of America’s best small cities. Monhegan, like many island communities, is threatened by the loss of population as its young adults migrate to the mainland. The purpose of this study is to develop a resilient population on Monhegan Island.

Maine faces a challenge providing primary care services to over half of its residents, as they live in rural areas – even though Maine has enough primary care physicians practicing in the state to service the needs of the population. Maine has a primary care physician distribution problem. Androscoggin, Oxford, Sagadahoc, Somerset, Waldo, Washington, and York Counties, all fall well below the national average of primary care physicians per 100,000 residents. The development of wind power in Maine has emerged as a significant economic opportunity in the past several years, providing one of the few growing sectors in the latter half of the last decade. The employment impact of this development has been discussed in regulatory filings before, but has not been examined in detail using post-construction data on actual wind power projects. This report examines the employment impacts of three major wind power projects: Mars Hill in Aroostook County, Stetson Mountain in Washington County, and Kibby Mountain in Franklin County. Central Maine Power Company (CMP) proposes to invest in a significant upgrade to much of its high voltage transmission system in central and southern Maine in order to increase reliability in the future and to meet Federal standards for the nation’s electricity grid. The project, known as the Maine Power Reliability Program (MPRP) is expected to cost an estimated $1.5 billion and to be implemented over the four year period from 2009 to 2012.

Horizon Wind Energy proposes to build 800MW of electric generation in Aroostook County, Maine. This report examines the economic impacts from the construction and the operational employment associated with the proposed project.

The economic impact analysis was conducted using an econometric model of the Maine economy maintained by the USM Center for Business and Economic Analysis and developed by Regional Economic Models Inc. (REMI) of Amherst, Massachusetts. The REMI model is a widely used economic forecasting and impact estimation model which has been used by CBER for more than 15 years. The economic stresses on Maine’s businesses are growing. A slowing economy and rising input costs, particularly for energy, are increasing pressures in a state where concerns about the costs of doing business remain high. But there is much that businesses can do on their own to relieve some of these pressures. Even a quick examination of Maine’s energy situation shows that there are both real challenges and opportunities. Perhaps the single most effective action to enhance Maine’s business climate and economic competitiveness is to aggressively increase the energy efficiency of Maine’s economy.

The concept of “clusters” has been a key idea in economic development in Maine and other states for more than a decade. In 2002, the Maine Science & Technology Foundation (MSTF) released a study of the cluster characteristics of the seven technology sectors that were designated as the focus of attention for Maine’s research and development support programs.

The threatened closure of the Portsmouth Naval Shipyard has spurred an intense examination of the future economic prospects for York County, Maine and Rockingham County, New Hampshire. This report provides the first integrated analysis of the shipyard’s effects on both the Maine and New Hampshire economies. The shipyard accounts for more than 10,000 direct and indirect jobs across the two-state region. Over 80% of these jobs are in York County, with an additional 10% in Rockingham County and the balance spread through the rest of Maine and New Hampshire.
