This paper aims to examine the difference in effectiveness on development of least developed countries (LDCs) such as Uganda that opposing trade positions have. Specifically, the paper will look at development state economic policies versus neoliberal policies in both regional and global trade to determine how they both effect development as defined by the Human Development Paradigm and the Neoliberal (Economic) Paradigm.

The U.S. Government faces acute budgetary deficits and national debt problems in the Obama Administration. These problems have been brought about by decades of unsustainable government spending affecting all agencies including the National Aeronautics and Space Administration. (NASA). An outgrowth of this fiscal profligacy is the presence of wasteful and duplicative programs within NASA that prevent this agency from achieving its space science and human spaceflight objectives. These problems occur due to mismanagement of these programs from NASA and the creation of these programs by the U.S. Congress and congressional committees. The Massachusetts Business Roundtable (MBR) collaborated with a team from the Emerging Leaders Program (ELP) from the University of Massachusetts Boston to interview business leaders to explore the important intersection of talent, transportation, and housing on the state’s economy. The ELP Team obtained the insights of 15 key business leaders, industry experts as well as public policy organizations on these important issues and their impact across the Commonwealth. This research seeks to capture the views of stakeholders throughout Massachusetts. The ELP Team surveyed the landscape by reviewing trends and current research on these policy issues.

Central Maine Power Company (CMP) proposes to invest in a significant upgrade to much of its high voltage transmission system in central and southern Maine in order to increase reliability in the future and to meet Federal standards for the nation’s electricity grid. The project, known as the Maine Power Reliability Program (MPRP) is expected to cost an estimated $1.5 billion and to be implemented over the four year period from 2009 to 2012.

Horizon Wind Energy proposes to build 800MW of electric generation in Aroostook County, Maine. This report examines the economic impacts from the construction and the operational employment associated with the proposed project.

The economic impact analysis was conducted using an econometric model of the Maine economy maintained by the USM Center for Business and Economic Analysis and developed by Regional Economic Models Inc. (REMI) of Amherst, Massachusetts. The REMI model is a widely used economic forecasting and impact estimation model which has been used by CBER for more than 15 years. The concept of “clusters” has been a key idea in economic development in Maine and other states for more than a decade. In 2002, the Maine Science & Technology Foundation (MSTF) released a study of the cluster characteristics of the seven technology sectors that were designated as the focus of attention for Maine’s research and development support programs.

This study is a step towards implementing the Brookings Institution’s recommendations for an aggressive effort to build and expand clusters. It updates and expands the 2002 MSTF cluster report and also builds upon the work of Porter and others to identify distinctive …

In December of 2004, the small Massachusetts town of Gill took a tremendous step to influence its own future. A fifteen acre parcel of land in the south of town, near the intersection of two important town roads, had been put up for sale by its previous owners. The land had been under an agricultural preservation restriction, a program enabled by Massachusetts General Law Chapter 61 A. As part of this restriction, if the land were ever sold, the town would have right of first refusal.

The City of Methuen’s Department of Planning and Community Development hired a team of students from the University of Massachusetts Amherst’s Master’s in Regional Planning studio class to examine the growth impacts of a potential highway interchange reconfiguration. Exit 46 of Interstate 93 in Methuen is a failed interchange, and will likely be reconfigured in the next ten years. Methuen, a middle class city of 44,000 midway between Boston, MA and Manchester, NH, is currently experiencing significant growth pressures. The reconfigured interchange will only add to these pressures.

The 243-acre property is currently in operation as a gravel and sand operation and asphalt processing plant in Lenox Dale, north of Lee center.

The purpose of this work is to identify both the obstacles and successful strategies of mill redevelopment in rural Massachusetts. While redevelopment has occurred in the historic industrial corridors of the Blackstone and Merrimac rivers, it has been largely absent in rural areas of Massachusetts. Therefore, the goal of this paper is to explain the forces that have acted as a catalyst for mill redevelopment in these areas, and examine why that has not occurred in rural New England.
