This document summarizes my sabbatical leave activities for spring semester, 2014. Below my accomplishments are discussed, and the value of the sabbatical leave to my teaching and research is assessed. The main activities I conducted during my sabbatical leave period included work on a new research project examining FMLA's impact on breastfeeding, the writing of a second edition of a textbook, substantial revisions for an accepted publication for the Journal of 'Markets and Morality, a revise and resubmit of a manuscript for the Journal of Applied Economics and Public Policy, an interview for Voice of America, the presentation of a …

At the forefront of current discussion and social conscience is the importance of ecological sustainability. An also important but often overlooked issue is the importance of sustainable budgeting practices for our various levels of government. Governments often provide social services such as food, clothing, shelter, education, public safety, or health care. If the money to pay for the social services comes from additional government debt, social services to future citizens become imperiled. In this paper, the authors set forth a theoretical framework for sustainable government decision making with special emphasis on sustainable governmental budgeting. Recently the Justice department has started investigations into alleged anti-trust violations by Monsanto. This has helped fuel a lot of already hyped discontent with one of the world’s leaders in innovative solutions for sustainable agriculture. This article discusses how the regulatory environment could possibly have contributed to more concentration and power in the biotech industry. Increasing regulation would likely have the opposite effect of creating a level playing field in the agriculture industry. The Regional Stewardship Program is a new initiative that seeks to promote regional and statewide economic development, livable communities, social inclusion, creative governance, and civic participation through public engagement activities initiated by comprehensive university faculty and staff. Its purpose is to link the resources and knowledge of our universities to the needs and challenges of their respective regions. Kentucky is the first state in the nation to launch a statewide stewardship program.

The costs incurred by the community resulting from Western Kentucky University’s location – cost of educating children of university related personnel, cost of services provided by the local governments to the university community, and the lost property tax revenue resulting from the tax exemption of university property – were estimated as were the benefits enjoyed by the community as a result of the University’s location – local expenditures, local employment generated by the university’s presence, the university community’s impact on the local banking system’s credit base, and the occupational license tax receipts levied by the city on the university payroll. …

Hypothesis 1. Land values and distance from the central business district are inversely related.
This hypothesis proved to be true for the city of Bowling Green. Although there was no pronounced peak of land values as found in many of the larger cities, there was found in the central business district the highest land values in the city. This particular theory is applicable to Bowling Green and probably other cities of the same size.
Hypothesis 2. Land values and distance from the nearest shopping center are inversely related.

Early State Banking In Kentucky, 1802-1830, S. Beverly Davis

It is the purpose of this study to examine the early state-chartered banks of Kentucky: their creation, career and dissolution. To do this it will be necessary to survey the period of Kentucky history from 1802, when the Kentucky Insurance Company was awarded its charter by the Legislature and granted banking powers, to about 1830, when all previously chartered state banks had become non-existent or were in the process of liquidation. Throughout this period it will be necessary to notice the major political trends, events and problems. These, however, will be of secondary importance, and attention primarily will be centered …
