The imposition of an additional luxury tax on menstrual health products, otherwise referred to as the “Pink Tax” or the “Tampon Tax”, is present in some states while absent in others. The decision to repeal such a tax is one that has proven to be critical, as it removes the connotation that such products are of “luxury” and make them more accessible to menstruators throughout the state. As of 2023, twenty-three states have eliminated the tax. The state of Washington falls under that parameter while Tennessee does not. Knoxville competes with other mid-sized metropolitan areas for economic development and business attraction at the national level. Cities such as Greenville, SC, Huntsville, AL, and Ann Arbor, MI have similar resources and attributes to Knoxville, yet they are consistently surpassing Knoxville in business attraction and expansion. It is necessary for policy makers to understand what factors are contributing to underperformance in order to better support Knoxville’s efforts to create an innovation fund. This paper estimates the effects of time-varying consumer preference bias on trade flows and welfare. We use a unique data set from the BBC World Service Poll, which surveys (annually during 2005–2017 with some gaps) the populations of a wide array of countries on their views of whether an evaluated country is having a mainly positive or negative influence in the world. We identify the effects on consumer preference parameters due to shifts in these country image perceptions and quantify their general equilibrium effects on bilateral exports and welfare (each time for an evaluated exporting country, holding the exporting country’s …

When COVID-19 swept into the United States in early 2020, it upended two patterns of behavior critical to transportation funding: how people traveled and where economic activity occurred. This study explored how, one year into the pandemic, experts in California believed that the COVID-19 pandemic was impacting local transportation budgets. We interviewed 34 funding experts who represented local transportation and public works departments, state officials, and municipal finance experts. In these conversations, conducted from December 2020 to March 2021, we asked interviewees how they saw COVID-19 impacting their overall local transportation budgets in the short and long term as well …

This chapter examines the drivers of academisation in order to better understand the emergence, growth, and impact of academy schools in England. It traces the expansion of academy schools as part of ongoing educational reforms that were reinforced by a neoliberal narrative and facilitated by the state through subsidies and the underfunding and disinvestment of state-run schools. This was driven by the private for-profit and non-profit sectors as key agents in the implementation, and sometimes formulation, of government education policy, along with the state which was an active participant and beneficiary through the revolving door involving politicians, senior civil servants, …

Despite growing interest in broadband provided by municipally owned and operated fiber-to-the-home networks, the academic literature has yet to undertake a systematic assessment of these projects’ financial performance. To fill this gap, we utilize municipalities’ official reports to offer an empirical evaluation of the financial performance of every municipal fiber project in the U.S. operating in 2010 through 2019. An analysis of the actual performance of the resulting fifteen-project panel dataset reveals that none of the projects generated sufficient nominal cash flow in the short run to maintain solvency without infusions of additional cash from outside sources or debt relief. …

Public transit is a key tool to reduce greenhouse gas (GHG) emissions to combat climate change; improve safety for pedestrians, cyclists, and drivers; and expand accessibility and mobility for all. However, we can only realize this potential by making sufficient investments to provide transit service levels that attract and retain greater ridership. To help with this needed investment, a handful of local governments have turned to transportation utility fees (TUFs), primarily collected as a monthly charge on customers' utility bills or property tax bills. Workforce development has been a keystone in the discussion of economic diversification of Las Vegas for decades. The leisure and hospitality industry is the lifeline for the Southern Nevada economy due to the reliance on tourism as the city’s main economic driver. The leisure and hospitality industry requires physical labor and more face-to-face customer interaction than other employment sectors. Thus, these jobs often do not require high educational attainment, but rather sharp soft skills like effective listening, nonverbal communication, and negotiation strategies. Feeling The Heat? Fear Of Failure And Performance, Alberto Chong, Marco Chong

Using a new, objective measure, we study the role of fear of failure in performance and find that it is positively linked with the latter, a finding that tends to contradict the conventional wisdom in both psychology and behavioral economics. We use individual data from the nationally syndicated television show MasterChef for the years 2010 to 2020 and exploit situations in which contestants are on the verge of being dropped from competition. Using ordinary least squares, we show that extreme fear of failure is associated with an increase of two to four positions in the final placement of the competition.

Local administration in Egypt faces several challenges that hinder fulfilling its responsibilities towards citizens sufficiently. The main challenges are the lack of financial resources due to over-regulation as well as the non-enforcement of laws and regulations that allow the local administration to collect its own tax share, the local administration staff’s lack of skills to manage and develop revenue sources, and lack of accountability mechanisms. Mass rapid transit (MRT) PPPs have proliferated in the past two decades. This chapter provides a framework to categorise and understand alternative PPP designs. As MRT systems are inherently large, unprofitable and risky projects, PPP design is critical to project success and sustainability. We study the experiences of MRT PPPs in London, Hong Kong, Singapore and Beijing to understand factors underlying success and failure and to arrive at policy recommendations for PPPs. We use a game theoretic approach to assess how the government can influence firms’ CSR investment and production decisions to enhance social welfare, considering the negative externalities brought by unsustainable production and positive externalities brought by CSR investments. Using a Stackelberg duopoly as a base model and lump-sum tax as the government’s decision variable, we find that when the government chooses not to intervene, it results in greater environmental damage as firms will underinvest in CSR and overproduce in quantity to achieve profit maximization. Nonprofit hospitals receive significant federal, state, and local tax exemptions, partly based on the rationale that nonprofit hospitals provide public goods and services. Through Minimum Charity Care Provision (MCCP) requirements, nonprofit hospitals are required to spend a certain percentage of their revenues on charity care. However, it is not clear whether these requirements increase spending on charity care. This brief summarizes findings from research examining the differences in provisions of charity care across different hospital market sectors – non-profit, for-profit, and government. Findings suggest that MCCP requirements for nonprofit hospitals do not lead to more charity care. If anything, targeting …

Child care is expensive and difficult to find, especially for infants and toddlers. Compared to their higher-income peers, children from lower-income families are less likely to attend out-of-home early childhood care – which tend to be more expensive but provides more stability and is higher quality than home-based care. This contributes to disparities in school readiness and later life outcomes. This brief summarizes findings from a recently published paper examining administrative data from the Commonwealth of Virginia. While there has been much research on welfare exit and entry into employment, less research has looked at return to government assistance. Applying survival analysis on data from a national government assistance programme in Singapore, we found two important factors of welfare return to which activation programmes need to pay greater attention. First, return was more likely if former beneficiaries accumulated a higher number of types of arrears rather than higher dollar values of arrears. This new finding contributes to the emerging literature on bandwidth tax, and suggests the importance of designing programmes that relieve mental accounting due to debt …

This report explores one potential solution to the mounting home care labor shortage in New York State: substantially raising wages for the state's home care workers. The analysis presents detailed projections, based on the best available data, of the economic effects of such an intervention, estimating the costs and benefits that would result. We find that public funding to raise home care wages would require significant resources, but those costs would be surpassed by the resulting savings, tax revenues, and economic spillover effects. The net economic gain would total at least $3.7 billion. Lifting wages would also help fill nearly …

Following the 2020 presidential election, health care reform discussions have centered on two competing proposals: Medicare for All and an individual public option (“Medicare for all who want it”). Interestingly, these two proposals take starkly different approaches to employer-provided health coverage, long the bedrock of the U.S. health care system and the stumbling block to many prior reform efforts. Medicare for All abolishes employer-provided coverage, while an individual public option leaves it untouched.

Broadband access is an important part of enhancing rural community development, improving the general quality of life. Recent telecommunications stimulus projects in the U.S. and Canada were intended to increase availability of broadband through funding infrastructure investments, largely in rural and remote regions. However, there are various small, remote, and rural communities, who remain unconnected. Connectivity is especially important for indigenous and tribal communities to access opportunities for various public services as they are generally located in remote areas. Adaptation to sea level rise (SLR) requires coordination among local, state, and federal entities and collaboration across governments, nonprofits, businesses, and residents. This coordination and collaboration are reflected in institutional arrangements associated with a whole-of-government and whole-of-community approach to regional adaptation. This study analyzes the development of an interlocal agreement (ILA), the Hampton Roads Sea Level Rise Preparedness and Resilience Intergovernmental Planning Pilot Project (the Pilot Project), as an example of such an arrangement. The social value of risk reduction (SVRR) is the marginal social value of reducing an individual’s fatality risk, as measured by some social welfare function (SWF). This Article investigates SVRR, using a lifetime utility model in which individuals are differentiated by age, lifetime income profile, and lifetime risk profile. We consider both the utilitarian SWF and a “prioritarian” SWF, which applies a strictly increasing and strictly concave transformation to individual utility.

We show that the prioritarian SVRR provides a rigorous basis in economic theory for the “fair innings” concept, proposed in the public health literature: as between an older individual …

Assessing the credibility of research claims is a central, continuous, and laborious part of the scientific process. Credibility assessment strategies range from expert judgment to aggregating existing evidence to systematic replication efforts. Such assessments can require substantial time and effort. Research progress could be accelerated if there were rapid, scalable, accurate credibility indicators to guide attention and resource allocation for further assessment. The SCORE program is creating and validating algorithms to provide confidence scores for research claims at scale. This paper presents preliminary summary results from a longitudinal study of participants in seven U.S. states during the COVID-19 pandemic. In addition to standard socio-economic characteristics, we collect data on various economic preference parameters: time, risk, and social preferences, and risk perception biases. We pay special attention to predictors that are both important drivers of social distancing and are potentially malleable and susceptible to policy levers. We note three important findings: (1) demographic characteristics exert the largest influence on social distancing measures and mask-wearing, (2) we show that individual risk perception and cognitive biases exert a critical role in influencing …

In a July 2020 report, the Congressional Budget Office estimated that modest investments in the IRS would generate somewhere between $60 and $100 billion in additional revenue over a decade. This is qualitatively correct. But quantitatively, the revenue potential is much more significant than the CBO report suggests. We highlight five reasons for the CBO’s underestimation: 1) the scale of the investment in the IRS contemplated is modest and far short of sufficient even to return the IRS budget to 2011 levels; 2) the CBO contemplates a limited range of interventions, excluding entirely progress on information reporting and technological advancements; …
