Employment Impacts Of Environmental Regulation, Timothy Bartik
Employment Impacts Of Environmental Regulation, Timothy Bartik
Timothy J. Bartik
This research paper addressed the issue of evaluating and improving potential links between employment impacts of environmental regulation and benefit-cost analysis. The research examined labor market conditions that would justify relaxing the full employment assumption within benefit-cost analysis. This information may be influential to the opportunity cost of unemployed labor and addresses the measurement of influential variables. The research was presented at two workshops in Washington, D.C.: a “planning” workshop in Spring 2012 and a “presentation” workshop in Fall 2012.

Including Jobs In Benefit-Cost Analysis, Timothy J. Bartik
Timothy J. Bartik
Public policies may affect employment by directly creating jobs, facilitating job creation, or augmenting labor supply. In labor markets with high unemployment, such employment changes may have significant net efficiency benefits, which should be included in benefit-cost analyses.
The research literature offers diverse recommendations on measuring employment benefits. Many of the recommendations rely on arbitrary assumptions. The resulting employment benefit estimates vary widely.
This paper reviews this literature, and offers recommendations on how to better measure employment benefits using estimable parameters. Guidance is provided on measuring policy-induced labor demand, estimating the demand shock’s impact on labor market outcomes, and translating …

Personal Reemployment Accounts: Simulations For Planning Implementation, Christopher J. O'Leary, Randall W. Eberts

The proposed Back to Work Incentive Act of 2003 recommended personal reemployment accounts (PRAs) that would provide each eligible unemployment insurance (UI) claimant with a special account of up to 3,000 [dollars] to finance reemployment activities. Account funds could be used to purchase intensive, supportive, and job training services. Any funds remaining in the PRA could be paid as a cash bonus for reemployment within 13 weeks, or drawn as extended income maintenance for exhaustees of regular UI benefits. Personal reemployment account offers would be targeted to UI beneficiaries most likely to exhaust their UI entitlements using state Worker Profiling …

Independent Audit Of The State's Evaluation Of The Training Benefits Program, Kevin Hollenbeck
Independent Audit Of The State's Evaluation Of The Training Benefits Program, Kevin Hollenbeck
Kevin Hollenbeck
Washington's Joint Legislative Audit and Review Committee (JLARC) has been charged by the state legislature to oversee the state's Employment Security Department's evaluation of the Training Benefits program, which is a program to encourage recipients of unemployment compensation to enroll in formal education and training. Staff members from the Upjohn Institute will consult with the individuals conducting the evaluation in the initial design phase of the ESD evaluation, and then will track progress of it, and finally will audit the results.
Return On Investment In Workforce Development Programs, Kevin Hollenbeck
Return On Investment In Workforce Development Programs, Kevin Hollenbeck
Kevin Hollenbeck
Under more and more fiscal scrutiny because of shrinking state and local budgets, workforce development programs are being asked to estimate their return on investment (ROI). This paper introduces basic concepts of ROI in workforce development programs. It distinguishes ROIs estimated for workforce programs from those that are estimated for financial investments or capital projects. The paper furthermore exposits the basic ingredients of an ROI study—identification of the treatment and time periods of analysis, identification of the net impacts of the program, and identification of net costs. Finally, the paper presents results from the estimation of the ROI for postsecondary …

Using Administrative Data For Workforce Development Program Evaluation, Kevin Hollenbeck
Kevin Hollenbeck
This paper addresses the question of whether administrative data that are collected for performance monitoring purposes can be used for program evaluation. It argues that under certain circumstances, such data can be used. In particular, data from the state of Washington are used to examine the effectiveness of services provided to adults under the Workforce Investment Act (WIA). The general theme of an emerging literature on techniques for nonexperimental evaluations of social programs is that many different techniques have appropriate asymptotic properties. A contribution of this paper is to examine the sensitivity of net impact estimators to various estimation techniques. …

Workforce Development Programs In Indiana: A Return On Investment Study, Kevin Hollenbeck
Workforce Development Programs In Indiana: A Return On Investment Study, Kevin Hollenbeck
Kevin Hollenbeck
Institute staff conducted a study that estimated the net impacts of workforce development programs in Indiana on employment, earnings, and receipt of unemployment compensation. The study estimated the return on investment of the workforce development programs to individual participants and to the state. Researchers deployed a quasi-experimental approach. Individuals served by programs were statistically matched to individuals who encountered the Job Service during the same period. The statistical match controlled for demographic characteristics and prior labor market experience. Outcome variables including earnings, employment, and unemployment compensation came from administrative data.
On The Use Of Administrative Data For Workforce Development Program Evaluation, Kevin Hollenbeck
On The Use Of Administrative Data For Workforce Development Program Evaluation, Kevin Hollenbeck
Kevin Hollenbeck
This report establishes that performance monitoring data may be used for program evaluation purposes, such as with process and net impact evaluation. Evidence supporting this assertion is gathered from the administrative data of the State of Washington that examines services provided to adults under the Workforce Investment Act (WIA). The report describes various empirical estimation techniques and summarizes the net impact estimators generated." The report offers guidance to policymakers and program administrators, who may be unfamiliar with the technical details of various analytical approaches, that although empirical results may appear complex or unstable, they can be used for program improvement. …
