Do Deterrents Prevent Undeclared Work? An Evaluation Of The Rational Economic Actor Approach, Ioana Horodnic, Colin C. Williams

Colin C Williams

Across the member states of the European Union and beyond, paid transactions occur that are not declared to the state for tax, social security and/or labour law purposes when they should be declared. This is not a minority practice. The undeclared economy is estimated to be equivalent to 17.9 per cent of the EU28 GDP in 2016. Similarly, it is estimated that 9.3 per cent of total labour input in the private sector in the EU28 is undeclared and that undeclared work constitutes on average 14.3 per cent of gross value added in the private sector. Furthermore, in 2013, 4 …

Tackling Undeclared Work In Croatia: Knowledge-Informed Policy Responses, Colin C. Williams, Peter Rodgers, Ruslan Stefanov Aug 2017

Tackling Undeclared Work In Croatia: Knowledge-Informed Policy Responses, Colin C. Williams, Peter Rodgers, Ruslan Stefanov

Colin C Williams

KEY POINTS
Ø  Undeclared work has deep roots in Croatia. One in eleven declare to have done some fully undeclared work. Six out of ten though believe at least 20% of their compatriots violate tax and labour laws.
Ø  The perception of the widespread nature of undeclared work and the lack of trust in formal institutions seem to be the main incentives for people to engage in undeclared work. These have been exacerbated by high unemployment and low retirement income.
Ø  Hence, the conventional rational actor approach to tackling undeclared work that focuses upon increasing penalties …

Preventative Policy Measures To Tackle Undeclared Work In Croatia, Colin C. Williams Jul 2017

Preventative Policy Measures To Tackle Undeclared Work In Croatia, Colin C. Williams

Colin C Williams

This report examines the drivers of the undeclared economy in Croatia, the current organisation of the fight against undeclared work, and reviews the current and potential policy approaches and measures for tackling undeclared work in Croatia.

Drivers of the undeclared economy in Croatia
Recently, significant advances have been made in explaining the determinants of undeclared work. To explain undeclared work, it has been understood that every society has institutions which prescribe, monitor and enforce the ‘rules of the game’ regarding what is socially acceptable. In all societies, these institutions are of two types: formal institutions that prescribe ‘state morality’ …

Women’S Work: Labor Market Outcomes And Female Entrepreneurship In Ghana, Loretta Agyemang Apr 2017

Women’S Work: Labor Market Outcomes And Female Entrepreneurship In Ghana, Loretta Agyemang

Butler Journal of Undergraduate Research

This paper is an investigation of female entrepreneurship in Ghana. It seeks to answer the following question: Why are Ghanaian women so heavily concentrated in microenterprise in the informal economy? The literature review explores labor market trends for women on three different scales including an overview of developing countries, Sub-Saharan Africa regional, and Ghana-specific analysis. After exploring issues women face in formal employment, the study delves into business operations of informal, urban-based market participants by analyzing data pertaining to Ghanaian microenterprise. Additionally, the paper details the experiences and views of female entrepreneurs through in-depth interviews and participant observations with thirty …

Designing Survey Methods To Evaluate The Undeclared Economy: A Review Of The Options, Colin C. Williams

Colin C Williams

This Working Paper is part of the GREY project which is developing capacities and capabilities in tackling undeclared work. In this Working Paper, the various options available to researchers when designing surveys to tackle undeclared work are evaluated. These issues include the unit of analysis used, the data collection methodology, an array of questionnaire design issues (including the reference period, whether to define the phenomenon for participants, a direct versus gradual approach to sensitive issues, whether to do a supply- and/or demand-side survey; whether to examine the relationship between purchasers and sellers, how to discourage social desirability bias), sample size, …

Tackling The Undeclared Economy In Fyr Macedonia: A Baseline Assessment, Rositsa Dzhekova, Josip Franic, Lyubo Mishkov, Colin C. Williams

Colin C Williams

This report provides a detailed review of available evidence on the extent and nature of the undeclared economy in the Former Yugoslav Republic of Macedonia (FYROM), as well as on the institutional actors involved in tackling the phenomenon and their policy approach and measures used.

Extent and nature of the undeclared economy

Some widely cited international measurements that cover FYROM find that the share of its undeclared economy is larger than in all EU Member States, estimated at 35% of GDP in 2007 (Schneider et al, 2010). Data from the most recent national Labour Force Survey suggests that in 2012 …

Undeclared Work In Croatia: A Baseline Assessment, Josip Franic, Colin C. Williams

Colin C Williams

The aim of this report is to evaluate the extent and nature of undeclared work in Croatia and the policy approaches and measures currently employed to tackle this sphere. Extent and nature of undeclared work In recent years, there have been substantial efforts to reduce undeclared work in Croatia. Faced with significant deficits in the public budget, the government has sought effective policy responses that would result in increased compliance. Nonetheless, it is hard to know whether these strategies are resulting in a decrease in the prevalence of undeclared work. While some studies of the magnitude of undeclared work suggest …

Colin C Williams

Theorizing The Self-Service Economy: A Case Study Of Do-It-Yourself (Diy) Activity, Colin C. Williams Dec 2011

Theorizing The Self-Service Economy: A Case Study Of Do-It-Yourself (Diy) Activity, Colin C. Williams

Colin C Williams

Recently, it has become increasingly recognised that self-servicing is a growing rather than declining phenomenon. To explain this, a range of competing theories have emerged which variously portray those engaged in self-servicing either as rational economic actors, dupes, seekers of self-identity, or simply doing so out of necessity or choice. This paper evaluates critically the validity of these rival explanations. To do this, the extent of, and reasons for, self-servicing in the domestic realm is empirically evaluated through an internet survey of 5,500 people living in the city of Sheffield in England. This resulted in 418 valid responses (a 7.6 …

Evaluating The Persistence Of Subsistence Work In Contemporary Economies: Some Lessons From Moscow, Colin C. Williams, Peter Rodgers

Colin C Williams

Purpose – Contrary to the view that the subsistence economy is some minor residue persisting in
only a few peripheral enclaves of modern economies, the purpose of this paper is to begin to chart the
importance and prevalence of subsistence work across the contemporary economic landscape and the
reasons underpinning engagement in this form of non-commodified labour.
Design/methodology/approach – To do so, the extent of, and reasons for, subsistence production
amongst those living in contemporary Moscow is evaluated using face-to-face interviews with
313 households in affluent, mixed and deprived districts.
Findings – It was found that subsistence work is a …

From Market Hegemony To Diverse Economies: Evaluating The Plurality Of Labour Practices In Ukraine, Colin C. Williams Dec 2011

From Market Hegemony To Diverse Economies: Evaluating The Plurality Of Labour Practices In Ukraine, Colin C. Williams

Colin C Williams

Drawing inspiration from a burgeoning corpus of scholars who have begun to question the narrative of impending market hegemony, this paper seeks to further advance this emergent ‘diverse economies’ literature by constructing a conceptual framework for representing the multiple labour practices in economies. Transcending the simplistic market/non-market dichotomy, this conceptualises multiple kinds of labour existing along a spectrum from market-oriented to non-market oriented practices, which is cross-cut by another spectrum ranging from wholly monetised to wholly non-monetised practices. The resultant portrayal of a plurality of labour practices that seamlessly merge into each other is then applied to understanding the types …
