La Economía Política Del Tlc, La Crisis Global Y México, Melvin Burke
School of Economics Faculty Scholarship

An Economic Analysis Of Trade Measures To Protect The Global Environment, Howard F. Chang
An Economic Analysis Of Trade Measures To Protect The Global Environment, Howard F. Chang
All Faculty Scholarship
In this article, Professor Howard Chang addresses the role of trade restrictions in supporting policies to protect the global environment and proposes a more liberal treatment of these environmental trade measures than that adopted by dispute-settlement panels of the General Agreement on Tariffs and Trade (GATT). The GATT Secretariat has recommended that countries like the United States rely on "carrots" rather than "sticks" in order to induce the participation of other countries in multilateral environmental agreements. Professor Chang defends the use of sticks on the ground that they encourage more restrained exploitation of the environment pending a multilateral agreement. First, …
External Sovereignty And International Law, Ronald A. Brand
External Sovereignty And International Law, Ronald A. Brand
Articles
This essay addresses the need to redefine current notions of sovereignty. It returns to earlier concepts of subjects joining to receive the benefits of peace and security provided by the sovereign. It diverges from most contemporary commentary by avoiding what has become traditional second-tier social contract analysis. In place of a social contract of states, this redefinition of sovereignty recognizes that international law in the twentieth century has developed direct links between the individual and international law. The trend toward democracy as an international law norm further supports discarding notions of a two-tiered social contract relationship between the individual and …
Assisting Workers Displaced By Structural Change: An International Perspective, Duane E. Leigh
Assisting Workers Displaced By Structural Change: An International Perspective, Duane E. Leigh
Upjohn Press
Leigh begins by providing a summary of the evolution of labor market programs in seven industrialized countries: Australia, Canada, Germany, Japan, Sweden, the United Kingdom, and the U.S. He points out that a number of these nations are dealing with long-term unemployment by linking unemployment insurance benefits to participation in labor market programs, and that this is a requirement U.S. policy makers should examine closely. Leigh also performs informal cross-country evaluations of these countries' programs, focusing on policies he feels merit attention. A three-level active labor market program is then proposed for the U.S.
The Stabilization And Structural Adjustment Procedures Of The International Monetary Fund And The World Bank, Douglas A. Reznick
The Stabilization And Structural Adjustment Procedures Of The International Monetary Fund And The World Bank, Douglas A. Reznick
Masters Theses
The IMF and the World Bank began to attach structural adjustment restrictions to many of their loans to developing countries in the early 1980s. Some of these restrictions are not based on solid economic ground and are, in many cases not effective in improving the economic standing of the countries that receive loans. In addition, there was also a misdiagnosis of the problems that occurred in the underdeveloped countries of the world. Under the IMF/World Bank paradigm, the difficulties that most underdeveloped countries experienced were due to internal distortions and non-effective development strategies. Evidence to the contrary shows that many …

Trade And Wages: Choosing Among Alternative Explanations, Jagdish N. Bhagwati
Trade And Wages: Choosing Among Alternative Explanations, Jagdish N. Bhagwati
Faculty Scholarship
The decline in unskilled workers’ real wages during the 1980s in the United States and the increase in their unemployment in Europe (due to the comparative inflexibility of European labor markets vis-à-vis those in the United States) have prompted a search for possible explanations. This search has become more acute with the evidence that the adverse trend for the unskilled has not been mitigated during the 1990s to date.
A favored explanation, indeed the haunting fear, of the unions and of many policymakers is that international trade is a principal source of the pressures that translate into wage decline and/or …

Bæredygtig Udnyttelse Af Fornybare Ressourcer: Torskefiskeriet Ved Færøerne, Niels Vestergaard
Niels Vestergaard
The Faroe Islands cod fishery is analyzed for the period 1985-1992. It is shown that an approximately optimal and implementable fishery policy based on sustainability have increased the gross national income in the fishery by about 20%. This loss is due to an inoptimal organization of the fishery during that period combined with a very low cod stock at the end of 1992, which means reduced future catch possibilities. that the fishing capacity could have been reduced by about 1/3. The policy of sustainability is applied to the current situation in the fishery, and it is shown that the current …
