Three Essays On Economic Reform: Effects On Human Development, Fertility, And Factor Shares, Khaled Ibrahim Abdel-Kader

This dissertation contains three essays on economic reform programs supported by the IMF and World Bank. Using appropriate theoretical and empirical models, we investigate the impact of reform on three aspects of economic development: (1) human development, (2) fertility, and (3) income shares of factors of production. In the first essay, we examine the long-run impact of reform on different measures o f human development and income. Empirical results show that reform has long-run positive impact on GDP per capita and measures of human development. However, worse initial macroeconomic conditions offset this impact. The main purpose of the study was to explore the degree to which Latino newcomers are being effectively and positively integrated into the economic, social, and political lives and institutions of the state and local communities. The project consisted of three phases. The first was based on analysis of Census 2000 figures, government documents, media archives, and published research. The second phase developed a survey questionnaire mailed to a wide array of agencies and organizations directly or indirectly charged with integrating newcomer populations. In the third phase we conducted focus groups with newcomers and key organizations in three Nebraska communities. …

Thinking About Local Living Wage Requirements, Timothy J. Bartik

This paper reviews what we currently know about the benefits and costs of different varieties of a "living wage": a local government requirement, now adopted by over 50 local governments, for wages above the federal minimum imposed on employers with some financial link to the local government. The review includes economic theory, empirical research on local labor markets, and empirical research on the living wage. The paper concludes that moderate living wage requirements applied to the local government's own employees, and contractors' and grantees' employees who are funded by the local government, may do more good than harm. This analysis is designed to answer several important questions regarding the impact of research dollars invested in the state of Arkansas. We begin by discussing the state of the state in terms of income measures and measures of educational attainment levels. Throughout this analysis, the state of Arkansas is compared to the U.S., to a group of peer states , and, initially, to the state of Mississippi.
