Geographic Determinants Of Infant Health: The Impact Of Sports Facility Construction Projects, Brad Humphreys, Jane Ruseski

A large body of research examines determinants of infant health outcomes but little examines geographic variation generated by exogenous economic shocks. Linking birth data from the CDC Natality files to counties building new facilities from 1995-2002, we find that sports facility construction projects generate local negative externalities. Infants born during facility construction periods have lower birth weights than infants born in comparable counties where no new facility opened. Maternal prenatal health visits also fall in the post-facility-opening period. Mechanisms for this impact include local airborne particulate matter and reduced provision of government services affecting prenatal health.

The objective of this dissertation is to examine the impact of early life events such as civil conflicts and rainfall variability on child welfare in Côte d’Ivoire and investigate possible mitigating factors. It consists of three essays. Focusing on the 2010-2011 post-electoral violence, the empirical results from the first essay show that armed conflicts reduce the birth weight of newborn children who were in-utero during the conflict and increase the probability among exposed pregnant women of having an underweight child at birth. This paper considers a 1996 Reformulated Gasoline program, where gasoline emissions were regulated in California, to observe the effects on infant health indicators. I use a cross-county analysis to find significant effects from the policy that suggests an improvement in birth weight, gestational length, and infant mortality.

Inside The War On Poverty: The Impact Of Food Stamps On Birth Outcomes, Douglas Almond, Hilary Hoynes, Diane Schanzenbach

This paper evaluates the health impacts of a signature initiative of the War on Poverty: the introduction of the modern Food Stamp Program (FSP). Using variation in the month FSP began operating in each U.S. county, we find that pregnancies exposed to FSP three months prior to birth yielded deliveries with increased birth weight, with the largest gains at the lowest birth weights. We also find small but statistically insignificant improvements in neonatal mortality. We conclude that the sizable increase in income from FSP improved birth outcomes for both whites and African Americans, with larger impacts for African American mothers.
