Principal Agency 50 Years After The Lau Decision: Building And Sustaining Bilingual Education Programs For Asian Languages, Kevin M. Wong, Zhongfeng Tian

This study examined how three champion principals of Asian language dual language bilingual education (DLBE) programs—Cantonese, Korean, and Mandarin—in California have navigated the oscillating language-in-education policies after the Lau decision. We explored principals' various roles through a lens of agency in a social justice leadership framework, specifically considering the opportunities and challenges for agentive leadership from three different phases: foregrounding and engaging, planning and implementing, and evaluating and sustaining. The purpose of this study was to investigate the perceptions of K-12 school staff who participate in social-emotional learning (SEL). Since the global pandemic, several school districts have included SEL as part of the school curriculum. Teachers, counselors, social workers, school psychologists, and school administrators participate in SEL instruction and/or practices. Classroom teachers instruct students in SEL instruction and other school staff practice the SEL components of self-awareness, self-management, decision-making, social awareness, and relationship skills through their daily interactions with students. This research critically investigates the public diplomacy strategies deployed by a cohort of influential female European leaders on Twitter during the Russo-Ukrainian War of 2022-2023. The study comprises eight leaders - Kallas (Estonia), Marin (Finland), von der Leyen (President of the European Commission), Metsola (President of the European Parliament), Sandu (Moldova), Simonyte (Lithuania), Zourabichvili (Georgia), and Meloni (Italy) - representing millions of constituents. This paper extends a developing analytic framework for political discourse that takes place over digital social media. Earlier presentations of the framework have furnished a rationale for applying the conceptual framework of epistemic frame theory and the tools of quantitative ethnography for political discourse analysis. They have provided early existence proofs of the viability of epistemic network analysis (ENA) for rudimentary models of social media threads that involve political content. The current theoretical paper moves significantly beyond this foundation.
