Principal Agency 50 Years After The Lau Decision: Building And Sustaining Bilingual Education Programs For Asian Languages, Kevin M. Wong, Zhongfeng Tian

This study examined how three champion principals of Asian language dual language bilingual education (DLBE) programs—Cantonese, Korean, and Mandarin—in California have navigated the oscillating language-in-education policies after the Lau decision. We explored principals' various roles through a lens of agency in a social justice leadership framework, specifically considering the opportunities and challenges for agentive leadership from three different phases: foregrounding and engaging, planning and implementing, and evaluating and sustaining. Findings demonstrate that the success of DLBE programs goes beyond the overarching language policies that supposedly enable bilingual education; rather it hinges on the bottom-up commitment, collaboration and resilience of principals, …

The study comprises eight leaders - Kallas (Estonia), Marin (Finland), von der Leyen (President of the European Commission), Metsola (President of the European Parliament), Sandu (Moldova), Simonyte (Lithuania), Zourabichvili (Georgia), and Meloni (Italy) - representing millions of constituents. The period from birth to five years is a critical stage for human language acquisition, and inadequate access to language during this period can cause far-reaching negative effects. Young deaf and hard-of-hearing children face barriers to acquiring language through speaking and listening techniques, and their parents must make consequential decisions about what communicative strategies to pursue for their child. In this paper, I investigate the lived experiences with English of Filipino domestic workers in Hong Kong from roughly 30 hours of recorded ethnographic interviews and fieldwork with 28 key participants talking about language in relation to their living and working experiences. Employing linguistic ethnographic approaches to analysis, I describe recurring accounts reflecting the tension between doing being an English-proficient and an English-deficient other: a tension that emanates from enabling and constraining sociolinguistic conditions in the workplace and the host society, and informed by participants’ experiences and education from their home country. This study investigated just one dependent variable within communication: ethnicity. Ethnicity often influences language. The study examined interethnic communication behaviors through the lens of the Communication Accommodation Theory (CAT), as influenced by one of its offshoots, Ethnolinguistic Identity Theory (ELIT). Communication within CAT is given one of three labels—convergence, divergence, and maintenance. The study included four students at Harding University: two African American females, one Hispanic American female, and one Caucasian American female. Influenced by studies in traditional Ashkenazi and Sephardi scripts. The typeface had been designed for the printing of the Koren Tanakh, a first edition printed Jewish Bible processed through an all-Jewish collaboration for the first time in centuries. Koren’s project was inspired by the revival of Hebrew initiated by Haskalah writers in the 18th century. Haskalah writers utilized the language and scripts of written and printed literary texts. Influenced by philosophical and political ideologies of the European Enlightenment, the Haskalah explored Jewish identity through language by defining the secular context through traditional Jewish symbolism and narratives. There is great diversity in the names and naming practices of Canada’s population due to the multiple languages and cultures from which names and name-givers originate. While this diversity means that everyone encounters unfamiliar names, institutional agents who work with the public are continually challenged when attempting to determine a name’s correct pronunciation, spelling, structure and gender. Drawing from over a hundred interviews in London (Ontario) and Montréal (Québec), as well as other published accounts, I outline strategies used by institutional agents to manage name diversity within the constraints of their work tasks. This is a study of ambiguities and tensions that occur within the role of the bilingual/bicultural researcher in an ethnographic study. This manuscript presents an analysis of three instances from two interviews in a study on the acculturation of deaf students in deaf kindergarten classrooms in Japan and the US. This is an auto-ethnographic analysis of conflicts found in fluctuating between multiple roles: research assistant, interpreter, cultural mediator, and sociolinguistic consultant. In these examples my bicultural knowledge allowed me to identify “hidden” meanings overlooked by other members of the research team. However, my interpreter role at times made it awkward …

A linguistic landscape signifies language used within a physical or virtual public space, in which communication is presented in typographic form, portraying a message to an audience. Within the state of Israel, the linguistic landscape presents a unique situation in which it is common to view municipal and commercial multilingual signs that are designed using Hebrew, English, and Arabic letterforms. By studying the diverse linguistic landscape within Israeli urban environments, the article offers perspectives on the use of multilingual visual language, based on discussions with five Israeli designers in the summer of 2015.

This paper aims to provide an alternative approach to the English language education practiced in many developing countries which can help reverse their current low-proficiency status, as revealed by standard international examinations such as the PISA scores and others. The author argues that this can be best accomplished by adopting an ecological approach to teaching which promotes language learning as emergent and socially situated phenomena, two concepts largely neglected by current teaching methods. This study examines the process of lateralization of syllable final / r / in Puerto Rican Spanish. In addition to analyzing the process in oral speech, this study takes into consideration written registers as well. The results show that the process of lateralization goes beyond oral registers among Puerto Rican Spanish. However, the manifestation of the lateral variant does not only occur as a result of neutralization or confusion between 'r' and 'I.' Linguistic uses of ‘sisterhood’ provide a window into disparate understandings of relationality among virtual and actual interlocutors in women’s development across vectors of caste, class, ethnicity and nationality. In this essay, I examine the trope of ‘sisterhood’ as it was employed at a women’s development project in Janakpur, Nepal, in the 1990s. I demonstrate that the use of this common signifier of kinship with culturally disparate ‘signifieds’ created a confusion of meaning, and differential readings of the politics of relationality. In my view, ‘sister,’ as used at this project, was a multivalent, strategically deployed, and divergently interpreted term. In particular, …

Despite this recognition, the majority of South African schools use English as the language of learning and teaching (LOLT).
