Although links between adverse childhood experiences (ACEs) and problems in adulthood are well-established, less is known regarding links between exposure to trauma during childhood and high-risk behavior in adolescence. We tested the hypothesis that cumulative exposure to up to 20 different types of trauma incrementally predicts high-risk adolescent behavior beyond demographic variables. Adolescents reporting exposure to at least one type of trauma (n = 3,785; mean age = 15.3 years; 62.7% girls) were selected from the National Child Traumatic Stress Network Core Data Set (CDS). This qualitative study is the first to explore child welfare professionals’ attitudes and beliefs about implementing natural mentoring as a promising way to smooth the road to independence for older foster youth. The term, “natural mentor,” refers to a nonparental, caring adult whom a youth identifies in his/her existing social network (e.g., teachers, coaches, adult relatives). Five focus groups were conducted with 20 child welfare professionals from a Department of Human Services (DHS) located in a large urban city in the Northeast United States. Objective: Conduct secondary data analysis to evaluate the effectiveness of Massachusetts’ Adolescent Outreach Program for Youths in Intensive Foster Care (Outreach) for increasing social support (SS) among enrolled youth. Participants: 194 youth in intensive foster care under the guardianship of the Massachusetts Department of Children and Families with a goal of independent living (IL) or long-term substitute care, and born between August 1985 and December 1990 (67% female, 66% White, 27% Hispanic) participated in the study between September 2004 and March 2009. Why do successful constitutions have the attributes characteristically associated with the rule of law? Why do constitutions involve public reasoning? And, how is such a system sustained as an equilibrium? In this paper, we adapt the framework in our previous work on “what is law?” to the problem of constitutions and their enforcement (see Hadfield and Weingast 2012, 2013a,b). We present an account of constitutional law characterized by two features: a system of distinctive reasoning and process that is grounded in economic and political functionality; and a set of legal attributes such as generality, stability, publicity, clarity, non-contradictoriness, and consistency. …

Schools are an important avenue for youth to learn about disaster resilience. A critical success factor for the uptake of disaster resilience learning in schools is the ability to embed learning activities in school programs that are linked to relevant curriculums. With the introduction of the Australian Curriculum, it is timely to identify new opportunities for student disaster resilience learning and related curriculum development by emergency services organisations. Using a technique called ‘curriculum mapping’, a research project has identified disaster resilience learning opportunities and gaps across the Australian Curriculum.

Chavín de Huántar is a first millennium B.C.E. Central Andean ceremonial center set in a steep mountainous landscape that is at once dynamic and, traditional Andean belief systems would suggest, sacred and animate. Landscape geoarchaeology at the site serves to examine both of these factors, characterizing the site’s dynamic environment while also examining the ways in which Chavín’s inhabitants interacted with their fraught surroundings. Using mapping of geomorphic hazards, the character and chronology of the site’s construction and expansion, and ethnohistoric information on the relationships of indigenous Andean peoples to their environments, I discuss ways of examining this interaction. Floodplains are an important feature of arid landscapes, enabling intensive agricultural activity by providing a locale with a consistent and largely predictable water source that is accessible without costly infrastructural modifications. Floodplain agriculture, although likely an important part of ancient agri- cultural systems in the Near East, is notoriously difficult to detect, as the dynamic environments in which floodplains are situated means that these geomorphic features are rarely preserved. This paper estimates the returns to household income due to improved access to electricity in rural India. We examine the effect of connecting a household to the grid and of the quality of electricity, defined as hours of daily supply. The analysis is based on two rounds of a representative panel of more than 10,000 households. We use the district-level density of transmission cables as instrument for the electrification status of the household. We find that a grid connection increases non-agricultural incomes of rural households by about 9 percent during the study period (1994-2005). However, a grid connection and a …

We show the effects of product differentiation and product market competition on technology licensing by an outside innovator. For a certain range of product differentiation, both the innovator and the society prefer royalty licensing compared to auction (or fixed-fee), irrespective of Cournot and Bertrand competition, if the number of potential licensees is sufficiently large. Hence, for such a range of product differentiation, neither the innovator nor the antitrust authority requires information about the type of product market competition in preferring the type of the licensing contract.

This paper examines situations in which a seller might make a second chance (take-it-or-leave-it) offer to a non-winning bidder at a price equal to their bid at auction. This study is motivated by the take-it-or-leave-it second chance offer rules used by eBay and a number of state procurement agencies. Equilibrium bidder behavior is determined for IPV sealed bid first price, second price, English, and Vickrey auctions when a second chance offer will be made with an exogenous probability p. The factory collapse at Rana Plaza in Bangladesh is a painful reminder that labor issues in the apparel industry are abundant and troubling. Catholic Colleges and Universities (CCUs) are confronted with the reality that many apparel manufacturers can operate in stark contrast to the vision of economic justice found in Catholic social thought (CST). In response, activists on CCU campuses have demanded that CCUs boycott apparel manufacturers that they believe to be in violation of their school’s values. Drawing on six years of fieldwork in Beijing, this article looks at the daily interactions of ethnic minorities in local neighbourhoods and places of economic activities. Moreover, it examines ethnic minorities’ negotiations with public institutions, the Han majority and other ethnic minority groups. The article suggests that celebratory ethno-festivals and ethnic oriented restaurants that showcase minority traditions serve as a mechanism to encourage Han interactions with ethnic minority groups. This article suggests that a lack of meaningful collaboration between the state and NGOs in China is not solely a result of the state seeking to restrict the development of the sector, or fear of a potential opposing actor to the state. Instead, interviews with NGOs in Beijing and Shanghai suggests that a lack of meaningful engagement between the state and NGOs can be partially attributed to isomorphic pressures within state-NGO relations, and insufficient epistemic awareness of NGO activities on the part of the state. This article looks at the construction and performance of gendered identity through a sub-section of Facebook web pages belonging to the Slut Walk movement. Our analysis suggests that gender is constructed through the subjects’ participation in the ‘post-feminist masquerade’ through which their gendered identity is defined in relation to a hegemonic masculine ideal. This situates the web pages within a space characterized through the ambivalent and appropriative treatment of feminism and further, coiled within an acute tension between feminist and post-feminist discourses. Acts of resistance are framed as individual, momentary ruptures of Judith Butler’s heterosexual matrix of ‘cultural intelligibility.’ The …

Heterogeneous countries may rationally choose to form a currency union first, and a fiscal union later. We find, and illustrate empirically for the EMU countries, reasonable volatility conditions under which this sequencing in the deepening process is indeed rationalizable. Changes in the distribution of expected income shocks require a reassignment of political weights to restore unanimous support for an added fiscal dimension. The bargaining space depends on countries' relative income, size, and cross correlation of shocks.

This paper examines a set of necessary and sufficient conditions under which equilibrium involves mixing multiple types of workers in cities. Multi-skilled cities emerge if workers gain more from labor complementarities than they lose if they cannot consume their most preferred local amenities. A review of the different approaches to the presence of equilibrium in local public good economies is also provided.

We present empirical evidence on whether the introduction of the euro has changed the effect of economic fundamentals on the growth rates of euro countries' GDPpc and GDPpc volatility. We find that there is a statistically significant structural break in the impact of increments in government debt on both economic growth and uncertainty. In particular, after adoption of the euro increments in government debt decreased growth and increased uncertainty. These results are robust to a battery of checks, including exclusion of the recent financial crisis period, comparison with non-euro European countries, and controlling for different debt/GDP ratios.
