Mine Awareness: A New Approach, Michael Labon Apr 2002

Mine Awareness: A New Approach, Michael Labon

The Journal of Conventional Weapons Destruction

The proper integration of mine awareness, Level 1 and 2 surveys, and EOD can produce a synergistic effect that would benefit everyone involved in a mine action program. This concept has been used before but needs to be more widely utilized.

2002 Quality Of Life Survey - Orleans And Jefferson Parishes, Susan E. Howell Apr 2002

2002 Quality Of Life Survey - Orleans And Jefferson Parishes, Susan E. Howell

Survey Research Center Publications

During the four years from 1996 to 2000 voters in New Orleans were increasingly positive about the quality of life in the City. Today that trend has reversed. Although the overall perception is still positive, fewer voters than in 2000 say that the quality of life is getting better. Jefferson voters continue an upward trend in evaluations of their parish. Every year since 1994 more voters say the quality of life is getting better. In contrast to previous surveys when crime was clearly dominant as the "biggest problem" facing New Orleans, today nearly as many mention economic problems as mention …

Economic Currents: The State Of The State Economy, Alan Clayton-Matthews

Public Policy and Public Affairs Faculty Publication Series

The Commonwealth’s economy appears to have bottomed out and may already have started to expand. The Massachusetts Leading Economic Index for February forecasts that real gross state product will grow at an annualized rate of 1.8 percent through August. This is the fourth consecutive positive reading. Furthermore, the current economic index has remained steady for three months in a row.

A Tale Of Two Decades: Changes In Work And Earnings In Massachusetts, 1979–1999, Randy Albelda, Marlene Kim

Economics Faculty Publication Series

Over the past twenty years, Massachusetts has replaced the mantle of old-style manufacturing with a robust “new economy.” Our economic vitality has never been better. But not all individuals benefited from the 1990s boom as they had from the one a decade earlier. Some of our residents are worse off than they were before.

Context Effects In Visual Length Perception: Role Of Ocular, Retinal, And Spatial Location, Yoav Arieh, Lawrence E. Marks Apr 2002

Context Effects In Visual Length Perception: Role Of Ocular, Retinal, And Spatial Location, Yoav Arieh, Lawrence E. Marks

Department of Psychology Faculty Scholarship and Creative Works

In three experiments, we examined the transfer of orientation-contingent context effects between the eyes and across portions of the retina with or without variation in external spatial location. Previous research had shown that vertical lines are judged long, relative to horizontal lines, when the stimulus set comprises relatively long horizontals and short verticals (Contextual Condition B), as compared with the reverse when the stimulus set comprises relatively short horizontals and long verticals (Contextual Condition A). Consequently, the contextual set of stimuli influences the magnitude of the horizontal-vertical illusion (HVI), decreasing its size under Contextual Condition A and increasing its size …

The Improvement Of Water And Water-Dependent Resources Under The Great Lakes Charter Annex, Sandi Zellmer, David Gecas, Kori Anne Mann

Nebraska College of Law: Faculty Publications

The Governors of 8 states and Premiers of 2 Canadian provinces signed a supplementary agreement to the Great Lakes Charter on June 18, 2001. This agreement, known as the Annex or Annex 2001, established principles for a new decision making framework for reviewing proposed withdrawals of Great Lakes water. Annex 2001 is the first step toward a set of binding water management agreements to be negotiated by June 2004. Directive 3 of the Annex provides that proposals to withdraw water will not be approved unless they will produce "an improvement to the waters and water dependent natural resources of the …

Focal Point, Volume 16 Number 01, Portland State University. Regional Research Institute

Research and Training Center - Focal Point

Strengths-based practice is not just about supporting consumers as they identify and use their own positive capacities and assets. It is also about finding community assets which help link the consumer to these potential informal and community supports. For many people—consumers and providers alike—there is a great appeal to the idea of building an individual’s strengths while drawing on the community to build a supportive, individualized network of relationships and involvements. Yet when it comes down to planning and providing services and supports for children with emotional and behavioral disorders and their families, it is often difficult to see whether …

The Search For Stock Market Bubbles: An Examination Of The Nyse Index, Andrew J. Economopoulos, Avinash G. Shetty Apr 2002

The Search For Stock Market Bubbles: An Examination Of The Nyse Index, Andrew J. Economopoulos, Avinash G. Shetty

Business and Economics Faculty Publications

Many have put forth reasons why the stock market has climbed to new and unprecedented heights. Two reasons are examined: (1) investors are expecting prices to increase and are bidding up price irrationally; (2) investors have moved to a long-term strategy and are requiring a lower risk premium. For the latter reason, the rise in stock prices is due to a change in the fundamentals, and for the former reason the rise represents the classical bubble. The evidence indicates that risk preferences have changed while price momentum does not appear during bubble periods.
