Building And Maintaining A Statewide Transportation Framework, Kenneth Dueker, Paul Bender Nov 2002

Building And Maintaining A Statewide Transportation Framework, Kenneth Dueker, Paul Bender

Center for Urban Studies Publications and Reports

Creating and maintaining up-to-date sharable Geographic Information SystemsTransportation (GIS-T) data is challenging. Many states are working on Transportation Framework efforts to build a complete, consistent, and current transportation data layer in conjunction with the NSDI and Geospatial One-Stop efforts. This paper summarizes an effort that systematically re-examined transportation data sharing issues as part of the development of a Transportation Framework for the State of Washington. Business needs were assessed in terms of spatial and temporal accuracy needs of stakeholders and users of a state-wide Transportation Framework. A conceptual model was developed for a Transportation Framework with emphasis on data flows …

Presidential Domain: An Exploratory Study Of Prospect Theory And Us Climate Policy Since 1998, Hal T. Nelson Nov 2002

Presidential Domain: An Exploratory Study Of Prospect Theory And Us Climate Policy Since 1998, Hal T. Nelson

Dissertations and Theses

The Bush administration's decision to abandon the Kyoto Protocol can be explained by prospect theory. The change in federal climate policy between the Clinton and Bush administrations was due to the difference in domain that each president operated under. President Clinton operated under a domain of losses as he associated continued fossil fuel use with future socio-economic and environmental damages from climate change. This domain of losses increased President Clinton's risk tolerances and explains his pursuit of the Kyoto Protocol, an international agreement to limit greenhouse gas emissions. Conversely, President Bush operated under a domain of gains where he did …

More must be done to understand how academic researchers involved in agricultural biotechnology are impacted by a growing number of relationships with industry partners, concluded a new report released today by the Pew Initiative on Food and Biotechnology (the Pew Initiative) and Portland State University. The report, University-Industry Relationships: Framing the Issues for Academic Research in Agricultural Biotechnology looks at the advantages and disadvantages to universities and academic scientists who engage in relationships with industry. It specifically outlines the need for information regarding influences on academic scientists' research agendas, the intellectual property rights and technology innovations involved in the relationships, …

Conflict Emergence And Escalation In Interactive International Dyads, David Todd Kinsella, Bruce M. Russett Nov 2002

Conflict Emergence And Escalation In Interactive International Dyads, David Todd Kinsella, Bruce M. Russett

Political Science Faculty Publications and Presentations

We examine whether the conditions affecting initial expressions of hostility are similar to those affecting militarized disputes. Analyzing dyadic interactions during the years 1951–1992, we estimate a model to take into account selection effects and check it against another allowing conjunctive causation. Both provide close approximations to theoretical models of the conflict process and yield similar results. We confirm Kant’s belief that all states are subject to the realist conditions of interstate competition that makes disputes likely, but that liberal influences, if present, can constrain the escalation of such disputes to war. Several influences on the conflict process have nonmonotonic …

Seizing The Moment: Creating A Changed Society And University Through Outreach, Judith A. Ramaley Oct 2002

Seizing The Moment: Creating A Changed Society And University Through Outreach, Judith A. Ramaley

Public Administration Faculty Publications and Presentations

This conference is built on two very interesting premises; first, that university outreach can change society and second, that outreach can also change the university. What is the mechanism by which this mutual influence can occur? What does the university offer the community, and what does the community offer the university? The short answer is--the opportunity to learn in the company of others in a situation where learning has consequences.

The Role Of Trust, Leader-Member Exchange, And Organizational Justice In Employee Attitudes And Behaviors: A Laboratory And Field Investigation, Rudolph Joseph Sanchez

Dissertations and Theses

The study of interpersonal relationships continues to be a major focus of theory and research in a wide array of disciplines. The present research examined one of the most prevalent and significant interpersonal relationships in the workplace context—the dyadic relationship between a supervisor and a subordinate. This research examined the relationships between trust, quality of the leader-member exchange relationship (LMX; a measure of the quality of the dyadic relationship), perceived organizational justice, and several employee attitudes and behaviors that are important to individual workers and the organizations in which they work.

Data were collected in both laboratory and field settings. …

Mandating Density: The Blunt Instrument Of Smart Growth, Kenneth Dueker Sep 2002

Mandating Density: The Blunt Instrument Of Smart Growth, Kenneth Dueker

Center for Urban Studies Publications and Reports

This essay expresses concern that urban growth management places too heavy a reliance on densification, particularly upzoning with minimum density requirements in suburban infill situations. Increasing densities may be appropriate when other aspects of urban development can be controlled through urban design. However, evidence provided here indicates that mandating density reduces land consumption, but does not achieve other objectives of growth management, particularly street connectivity, greater use of alternative modes of transportation, and more housing choices. This analysis finds that upzoning and requiring minimum-densities, when used to regulate suburban residential infill developments, is not effective in producing quality compact development. …

Tri-Met's Experience With Automatic Passenger Counter And Automatic Vehicle Location Systems, James G. Strathman

Center for Urban Studies Publications and Reports

The Tri-County Metropolitan Transportation District of Oregon (Tri-Met) is one of about 30 metropolitan transit agencies that have deployed both automatic vehicle location (AVL) and automatic passenger counter (APC) systems (Casey, 1999). These technologies are important components of the agency’s new automated bus dispatching system (BDS). The AVL and APC systems at Tri-Met recover comprehensive operations and passenger activity data at the bus stop level that is archived for later analysis. The agency has gained a reputation as an industry leader in the areas of data archiving and the application of archived data to performance monitoring and analysis.

Networking And Foreign Direct Investment Activity, Bruce A. Blonigen, Rossitza B. Wooster Sep 2002

Networking And Foreign Direct Investment Activity, Bruce A. Blonigen, Rossitza B. Wooster

Economics Faculty Publications and Presentations

We conduct an empirical investigation into whether networking effects affect foreign direct investment (FDI) activity. Using bibliographical information on CEOs’ birth and education locations, we are able to identify changes from U.S. to foreign-connected CEOs that occurred in U.S. manufacturing firms of the S&P 500 from 1992 through 1997. Robust to a variety of specifications, we find that a U.S. firm’s switch from a U.S.- to a foreign-connected CEO leads to substantial increases in the firm’s proportion of its assets and sales that are in foreign markets. In fact, our preferred specification indicates that foreign asset and sales proportions increase …

Ballot Ballet: The Metroscape’S Delicate Dance With Direct Democracy, David Santen Jul 2002

Ballot Ballet: The Metroscape’S Delicate Dance With Direct Democracy, David Santen

Institute of Portland Metropolitan Studies Publications

Referred to as the “fourth branch” of the Oregon political system, the ballot initiative process has defined Oregon politics as much if not more than any of the traditional legislative, executive, and judicial branches of government. After a century on the books, it continues to grow in stature and presence, evidenced from the increased bulk of both the Voters' Pamphlet and the Oregon Constitution itself. It tackles the entire spectrum of issues, affecting residents of Clackamas, Columbia, Multnomah, Washington, and Yamhill Counties, and often spilling over into Clark County, Washington, and beyond. Land use and property rights, structure of the …

The Transformation Of Civic Institutions And Practices In Portland, Oregon, 1960-1999, Steven Reed Johnson Jul 2002

The Transformation Of Civic Institutions And Practices In Portland, Oregon, 1960-1999, Steven Reed Johnson

Dissertations and Theses

In this dissertation I examine how the organizational framework for civic life in Portland, Oregon, changed between 1960 and 1999 and identify several key aspects of the transformation.

The most basic change has been in the type of organizations involved in civic issues. In 1960 civic life in Portland was dominated by traditional civic organizations: fraternal and benevolent organizations, women's clubs, voluntary and charitable organizations, ethnic cultural groups, and direct social service organizations. By 1999 traditional civic organizations were displaced by advocacy oriented organizations: identity interest groups, neighborhood associations, citizen interest organizations, and social service organizations that advocated for causes. …

School District Enrollment Forecast Reports

This report provides a school Enrollment Forecast, including demographic information, for Portland Public Schools. The report considers several factors that are likely to affect the school district's enrollments between the present and 2010, including the future number of births, net migrants, and the proportion of school-age children and youth enrolled in the public schools. This is the third annual report that forecasts future enrollments for the Portland Public Schools. Previous annual reports were based on October 1999 and October 2000 enrollments; this report relies on October 2001 enrollments. To take into account a variety of demographic and enrollment possibilities, this …
