Competition Policy Under Laissez-Faireism : Market Power And Its Treatment In Hong Kong, K. Y., Edward Chen, Ping Lin

The paper describes the current competition policy framework in Hong Kong: how it came into existence, what business practices are prohibited, and how the enforcement system works. Recent cases in the telecommunications industry are used to illustrate the sectoral approach, the unique feature of Hong Kong’s competition policy. The paper argues that a sectoral approach faces two fundamental drawbacks. First, due to having different “rules of the game” for different sectors, the allocation of resources may be distorted in the long run. In addressing the issues of developing a culturally sensitive and elderly relevant measure of quality of life, the research teams resort to a multi-staged approach. The first is to take on an easier target group (i.e. those living in community and are reasonably mobile) in an attempt to develop an initial measure for the elderly people living in community. Assuming that this initial measurement will be largely applicable to the frail ones, an alternative version will be developed based on the modification of the former. This paper describes the role of local partnerships in the delivery of workforce and economic development services in the United States. Partnerships include both public and private organizations and increasingly depend upon local business people for leadership. With grassroots organizations traditionally taking the lead in addressing local issues and a long history of decentralized government, it is not surprising that a labyrinth of partnerships characterize the provision of public services. Factors Influencing Teachers' Decisions To Refer Students For Special Education Evaluation, Amanda R. Perry

This study examined the factors that influence teachers to refer students for psycho-educational evaluation. Fifty seven teachers from Midwest and Southwest suburban and rural school districts completed a questionnaire designed to gather information about the factors teachers consider when referring students for evaluation, as well as their opinion of the etiology of Learning Disability and their preferences for services. Results indicated that the most influential factors in participants' referral decisions were low achievement and behavioral problems. The majority of teachers agreed that eligibility decisions should be based on the child's needs. However, there was no agreement that an ability-achievement discrepancy …

The purposes of this study were to evaluate the degree to which three measures of phonological awareness (Test of Phonological Awareness (TOPA), Torgesen & Bryant, 1994; Dynamic Indicators of Basic Early Literacy Skills (DIBELS), Kaminski & Good, 1996; Read America Diagnostic Tests, McGuinness & McGuinness, 1998) correlate with each other and with selected measures of reading skills (Brigance Diagnostic Inventory of Basic Skills, Brigance, 1976, 1977; Woodcock Diagnostic Reading Battery (WDRB), Woodcock, 1997). The focus of this study was to assess the relationship between perceived support of parents, teachers, and peers and academic motivation. The second focus was to assess which variable was more predictive of academic motivation. The Children's Academic Intrinsic Motivation Inventory by Gottfried, 1986, the Peer Social Support, Peer Academic Support, Teacher Social Support, and Teacher Academic Support subscales of the Classroom Life Measure by Johnson, Johnson, Buckman, and Richards, 1985, and the Family Cohesion subscale of the Family Environment Scale by Moos and Moos, 1994 were administered to the students. The topic of police management and its effect on officer arrest rates is an important issue that has not received the level of attention it deserves. There is an abundance of available training and a push for better trained police executives. In the present study the relationship between police administrative factors and officer arrest rates are addressed using data from a national probability sample of police departments.

Vigilance Or Tolerance?: Ambivalence And Attitude Accessibility In Response To Terrorist Threats, Julie Tison

This research explored the cognitive processes underlying the Response Amplification Effect (RAE), which is ambivalent people's tendency to judge the object of their ambivalence (typically, a stigmatized other) more extremely than a comparable control target. Being in a state of ambivalence is known to be uncomfortable. This discomfort may be dealt with by implementing changes in the accessibility level of attitudinal elements. It is suggested that cognitions compatible with the side of the ambivalence made salient by the current situation will be super-activated and that incompatible elements will be sub-activated, thus leading to amplified reactions congruent with the current context. …

This paper discusses a regulatory plan known as asset-based reserve requirements. By examining the history of reserve requirements in the United States and of current regulatory proposals and practices, I argue that a system of asset-based reserve requirements may provide a useful, though not often considered alternative to the current structures of liability based reserve requirements and capital requirements. Required reserves based on assets provide the Federal Reserve with a powerful, versatile, and adaptable policy tool for monetary policy. In "Depression as a Mind-Body Problem," Walter Glannon outlines a psychosocial-physiological explanation of depression as a psychological response to chronic stress—today, especially social stress—in which cortisol imbalances disrupt neurotransmitters. Accordingly, treatment for depression should combine psychopharmacology and psychotherapy—a valuable reminder in light of the current restrictions on funding for health care (Hobson and Leonard 2001). My comments focus, however, on Glannon's objections to evolutionary theorists who explain our capacity for depression as adaptive to the natural and social environment. His objections are implausible because he fails to distinguish depression as a mood and a disorder.

Nepotism is a dirty little word: Related individuals work together in entertainment, medicine, education and yes, even sports administration. This study proposes to identify the acceptance of relatives, by blood or by marriage, working together in NCAA Division II colleges in the southeastern United States. "Nepotism" is an arguably accurate descriptor of arrangements of relatives working together. However, the potential for real as well as asserted preferential treatment is shown to exist. The purpose of this study was to examine the effectiveness of women inmates in maintaining communication with the outside world. Specifically, the investigator sought to determine how certain independent variables affect particular dependent variables. The independent variables used in the study were, (1) race/ethnicity, (2) remaining time to serve in prison, (3) age, (4) number of children, if any, the inmate has, and (5) education. The purpose of this study was to investigate medfly longevity and reproduction across a broad spectrum of diet restriction using a protocol similar to those applied in most rodent studies. Age-specific reproduction and age of death were monitored for 1,200 adult males and 1,200 females, each individually maintained on one of 12 diets from ad libitum to 30% of ad libitum. Diet was provided in a fixed volume of solution that was fully consumed each day, ensuring control of total nutrient consumption for every fly. The purpose of this guide is to provide you with basic information to help Wisconsin’s rural communities prepare to plan for agriculture. The guide was developed in response to the Comprehensive Planning Law passed under the 1999-2001 Wisconsin State Biennial Budget. This law requires that by January 1, 2010, all programs, actions, and decisions affecting land use must be consistent with the locally adopted comprehensive plan in order for the community to continue making land use related decisions. The law applies to cities, villages, towns, counties, and regional planning commissions.
