Public Policy And The Missing Link: A Progress Report On The Design And Implementation Of The Massachusetts Linked Deposit Program, Jim T. Campen

The idea underlying the Massachusetts Linked Deposit Program (LDP), which has been operated by the Treasurer since 1978, is that a portion of the money in the state's General Fund is deposited in Massachusetts banks, with the amounts awarded to individual banks linked to their performance in serving the people and communities of Massachusetts. Bidding banks must offer a required minimum interest rate and must furnish specific information on the composition of their loan and investment portfolios. This information is used to compute a "linked deposit score" for each bank, which provides a basis for linking the awarding of public …

Standard economic theory predicts that the actions of individual participants in competitive markets have negligible effects on market-determined aggregates. Applied researchers, and even some econometric textbooks, incorrectly infer from this that market prices can be modeled as econometrically exogenous with respect to the quantity demanded of an individual consumer. This faulty inference has even led some researchers (for example, Robert Engle, 1978; Nicholas Kiefer, 1984; Roger Waud, 1974) to employ an estimation strategy we call identification by disaggregation (IBD). This procedure attempts to circumvent the simultaneity problem in a macro regression by disaggregating the dependent variable and estimating the relationship …

Since the Antarctic Treaty came into force in 1961, the signatory states have cooperated in the region and international conflicts have not been allowed to intrude. In Antarctica, politics has indeed made for “strange bedfellows”; included among the major treaty states are the United States, the Soviet Union, the United Kingdom, Argentina and Chile. Yet, Antarctica remains an oasis of stability in spite of the fall of east-west detente, the Falkland/Malvinas Conflict and until recently, a simmering dispute between Chile and Argentina over rights in the Beagle Channel. Recently, however, both external and internal challenges have surfaced which threaten the …

Throughout their history, Canadians have been constantly aware of the Republic to the South. In 1775 the American Revolution spilled over into Canada as the Americans seized Montreal and tried to capture Quebec City. During the War of 1812 Canada received the brunt of American hostility toward Britain, being invaded by the United States at various points along the border, particularly along the New York State frontier. Although successful in repelling the Americans, Canada became very sensitive to her own weakness as contrasted to the growing power of the United States.

The Problem Of Aggregation In Spatial Equilibrium Analysis, Brian Schmiesing, Steven Blank
Economics Staff Paper Series
Aggregation across time has long been recognized as a potential source of specification error within time series modeling. This source of specification error has major implications for the use of causality tests in spatial equilibrium analyses. This study reviews the theoretical econometric literature to generate hypotheses which are empirically tested to illustrate the impacts of aggregation on causality tests. Granger causality tests for three major corn markets reveal one-way causality to be "fragile" with respect to changes in the level of time aggregation in data. Dynamic multipliers are discussed as being one method of checking the specification of the model.

The increase of men's involvement in their children's lives is a common theme in the popular media. As a parent educator and a teacher of early childhood educators, I was interested in how successful early childhood programs for young disabled children have been at involving fathers. The intent of this thesis is to develop low-rise, high density urban housing which will provide its occupants with the basic amenities of light, air, and green space, while reconstructing and extending the fabric of New York City into an area of the East Village.
There exists in the East Village, as in other areas of Manhattan, an uneasy relationship between the low-scale rowhouses and tenements [...] and the monolithic architecture of the superblock housing developments of the 1950s. The long-anticipated final link of Boston’s outer beltway, I-495, was opened in southeastern Massachusetts in November of 1982. South Shore residents who watched enviously as Rt. 128 and the North Shore experienced rapid economic growth and all the benefits (and possible drawbacks) of “high-tech” development, can now anticipate some of those changes in the area between Brockton and New Bedford. The catalyst, according to a wide range of indicators, is the completion of Rt. I-495.

Never, perhaps, in the history of local communities has the educational system been recognized openly as being interwoven with the community as it is now. In individuals' aspiration, for better lives and as a primary component of the equation of education and community, education is viewed as an avenue of promise. There can be no doubt of its universal acceptance as the key to the most fervently desired goals, security for the future and an understanding of self and others.
