Antarctica - Much Ado About Nothing?, Paul F. Jean, John-Paul Rosario

Since the Antarctic Treaty came into force in 1961, the signatory states have cooperated in the region and international conflicts have not been allowed to intrude. In Antarctica, politics has indeed made for “strange bedfellows”; included among the major treaty states are the United States, the Soviet Union, the United Kingdom, Argentina and Chile. Yet, Antarctica remains an oasis of stability in spite of the fall of east-west detente, the Falkland/Malvinas Conflict and until recently, a simmering dispute between Chile and Argentina over rights in the Beagle Channel. The Elephant And The Mouse: Canada And The United States, John F. Myers, Mary H. Myers

Throughout their history, Canadians have been constantly aware of the Republic to the South. In 1775 the American Revolution spilled over into Canada as the Americans seized Montreal and tried to capture Quebec City. During the War of 1812 Canada received the brunt of American hostility toward Britain, being invaded by the United States at various points along the border, particularly along the New York State frontier. Although successful in repelling the Americans, Canada became very sensitive to her own weakness as contrasted to the growing power of the United States.

Arnulfo Arias Madrid colored the history of Panama with his eccentric, jingoistic, and often humorous escapades. His presidencies were brief, but provided a lasting influence on the country's political system.
Arias formed the first really cohesive political party, made up largely of the Panamanian middle class. The party has survived more than four decades, unlike any other political party in that country. It has, however, changed its name with the times. Arias ostensibly based his party on long-term national goals, but once in off ice sought to advance his personal interests and to centralize power. In so doing he deprived. …

Factors Affecting The Political Stability Of Certain Latin American Countries, Sue Fulghum

The purpose of this paper is to test the hypothesis that the factors that have produced political stability in Mexico have been largely absent from the political development experience of other Latin American countries that have experi~nced instability. Based on the literature on political development theory and on an historical survey of political development in Mexico, the factors of consensus, legitimacy and institutionalization are identified as having been primarily responsible for political stability. These factors have allowed the Mexican political system to respond successfully to the destabilizing pressures of modernization, economic development, social mobilization and urbanization, as well as the …

From Balconies To Tanks: Post Junta Civil-Military Relations In Greece, Constantine P. Danopoulos

This article analyzes the reasons why praetorianism in Greece has not been followed by more of the same, as appears to be the case in most states that have experienced military rule. After a careful examination of the available data, it was concluded that having learned their lesson, both the civilian and military elites have played a role in keeping the armed forces away from the levers of political authority, the civilians by following carrot and stick policies designed not to encroach on the military's corporate interests, and the armed forces by accepting the view that they can best protect …
