The development of a strong and vibrant knowledge-based economy is linked in direct ways with successful graduate outcomes. What this paper seeks to do is to analyze the personal experiences and contributions of Ghanaian military observers under UNPROFOR as an alternative to general media and official UN reports. It gives important insights into the role of military observers, with a view to drawing out important lessons for filling the knowledge gaps with respect to peace building and state building. The analysis is based on multiple faceto-face narratives drawn from interviews with four Ghanaian military officers posted as military observers to the Bosnian conflict between 1993 and 1995.

Through the use of a simple behavioural political economy model, we cast doubt on the assumption that voters behave in predictable ways dependent on their expected support for government policies. We show that under certain conditions an unfavourable (i.e. welfare reducing) policy may result, even with well-informed, welfare maximising voters. While true that voter behaviour may align with government policies, this alignment has more to do with a perceived lack of influence, rather than policy support. The case of Latvia's accession to the European Union is used as a case study to evaluate the government's policy in terms of voting …

Over the past decade San Benito County has emerged as California's textbook bellwether county, narrowly mirroring statewide election results on ballot measures and statewide candidate races. San Benito's uncanny predictive power suggests the importance of California emerging political geography as it straddles the major political fault lines of the state. Neither northern nor southern, neither coastal nor inland, and neither urban nor rural, San Benito illustrates the broad geographic forces shaping contemporary California politics.

Regulations.gov is an award winning government website that has democratized the rulemaking process by making it easier for citizens to search, read, and comment on proposed rules advanced by federal agencies. Submitted comments from three cases are analyzed; cases come from the Department of Health and Human Services, Environmental Protection Agency, and National Oceanic and Atmospheric Administration. The issues in each are classified as low salience/high complexity, high salience/high complexity, and high salience/low complexity, respectively. This article examines a volume of Colac court records from the mid-nineteenth century now held in the United States. It details the contents of the volume with an eye towards the nature of local justice in early Victoria and the ways in which legal records can provide a window into the past. In addition, the article calls attention to the increasingly global nature of local history studies. In sharing the story of this trans-oceanic ‘discovery’ and its subsequent digitisation, it provides a possible model for future directions in archival research.

BACKGROUND:

Warring groups that compete to dominate a civilian population confront contending behavioral options: target civilians or battle the enemy. We aimed to describe degrees to which combatant groups concentrated lethal behavior into intentionally targeting civilians as opposed to engaging in battle with opponents in contemporary armed conflict.

METHODOLOGY/PRINCIPAL FINDINGS:

We identified all 226 formally organized state and non-state groups (i.e. actors) that engaged in lethal armed conflict during 2002-2007: 43 state and 183 non-state. We summed civilians killed by an actor's intentional targeting with civilians and combatants killed in battles in which the actor was involved for total fatalities …

This paper presents a background in cognitive processes such as problem solving and analogical reasoning for considering modeling from an object-oriented perspective within the domain of requirements engineering. The paper then describes a research project and the findings from a set of four cases which examine professional practice from perspective of cognitive modeling for object-oriented requirements engineering. In these studies, it was found that the analysts routinely built models in their minds and refined them before committing them to paper or communicating these models to others. This article documents a service learning project in a graduate level Masters in Public Administration class on cross-sector governance. It is an established fact that there are high levels of employment volatility in the United States. Despite the importance of employer-provided benefits in the U.S. insurance system, the impact of prior job instability on one’s future ability to obtain insurance coverage is not well understood. This paper finds a negative relationship between the volatility of a worker’s employment and her likelihood of receiving firm-provided health insurance. Previous employment volatility reduces each of the four factors necessary to receive such insurance: a worker’s subsequent chances of getting a job, her chances of getting a job in a firm that offers …
