Driving is the main mode of travel for Americans age 65 and older, and although older adults are generally found to be safe drivers, aging often brings about functional limitations and an increase in medications that can impede safe driving and fitness to drive (Rosenbloom, 2003; Kissinger, 2008; Adler & Silverstein, 2008). Recent reports cite estimates of more than two million children in the United States who are currently living in kinship care arrangements; 10% or approximately 200,000 of these relationships are children in foster care. Much kinship care is done by midlife and older persons who are finding themselves assuming new responsibilities associated with parenting their grandchildren, typically for a period of two years or more. This is a social phenomenon that cuts across all socioeconomic, racial, and ethnic groups. There are many challenges facing these nontraditional families including healthcare, income security, education, social support, and housing. Public and private partnerships …

Some of the most important basic services provided by any level of government are the primary responsibility of municipalities, and urban managers devote more time and attention in making sure that these services are delivered. The availability of public services in any local jurisdiction usually depends on location, history, laws and regulations. Some local governments use alternative service delivery such as public-private partnerships, intergovernmental agreements, and contracting out or privatization. Enacted in 1997, the State Children’s Health Insurance Program (SCHIP) represented the largest expansion of U.S. public health care coverage since the passage of Medicare and Medicaid 32 years earlier. Although the program has recently been reauthorized, there remains a considerable lack of thorough and well-designed evaluations of the program. In this study, we use school attendance as a measure of the program’s impact. Utilizing state-level data and the use of fixed-effects regression techniques, we conclude that SCHIP has had a positive and significant effect on state average daily attendance rates, as measured by both SCHIP participation and eligibility rates. …

The commitment of confidentiality in the various health and mental health professions is deep-seated. Codes of ethics routinely cite the professional's obligation to hold in confidence information that a client shares. In this responsive essay I argue that the Constitution envisions circumstances when the president may order U.S. citizens to be killed. It may be akin to the facts in al-Awlaki, where one is actively making war against the United States, or it may be in lesser circumstances that threaten the instruments of federal power. A settled example where a killing was authorized to protect the federal government was in Cunningham v. The development of a strong and vibrant knowledge economy is linked directly to successful learning outcomes among university graduates. Building evidence-based insights on graduate outcomes plays a particularly important role in shaping planning and practice. To this end, this paper analyses some key findings from the Graduate Pathways Survey, the first national study in Australia of bachelor degree graduates' outcomes five years after course completion. Unpredictable yet frequently occurring exception situations pervade clinical care. Handling them properly often requires aberrant actions temporarily departing from normal practice. In this study, the authors investigated several exception-handling procedures provided in an electronic health records system for facilitating clinical documentation, which the authors refer to as ‘data entry exit strategies.’ Through a longitudinal analysis of computer-recorded usage data, the authors found that (1) utilization of the exit strategies was not affected by postimplementation system maturity or patient visit volume, suggesting clinicians' needs to ‘exit’ unwanted situations are persistent; and (2) clinician type and gender are strong predictors of exit-strategy …

The emergence of environmental nongovernmental organizations (NGOs) in China is increasingly drawing attention from observers interested in Chinese environmental politics. In the 1980s, the Chinese government started introducing environmental laws as well as seeking assistance from international NGOs, and bilateral and multilateral aid organizations. The 1990s witnessed a shift in government's focus on command and control regulation to more progressive citizen participation and market incentive laws. In fact, many ambitious environmental and energy efficiency targets were included in both the 10th and the 11th five-year plans. For much of its history, the organizational culture for academic librarians and archivists at The University of Western Ontario was primarily a culture of the practitioner. While librarians and archivists supported teaching, research and service at Western, they did not directly engage in it. As a result of grassroots efforts undertaken by members of Western’s academic community in the mid-2000s however, the potential contributions of information workers to the teaching, research and service mandate of University began to garner recognition. This paper reviews out-of-pocket (OOP) medical expenditure measures collected in the Health and Retirement Study (HRS). Medical expenditures are an important cost of poor health. Medical expenditure measures are important for understanding retirement decisions, financial preparation for retirement, and predicting the consequences of health care reform, particularly Medicare reform. Despite the comprehensiveness of the HRS, there are always limitations to what can be learned from population interviews. To assess the quality of current HRS measures of OOP spending, we compare various measures of OOP spending across survey waves to the Medical Expenditure Panel Survey (MEPS) and Medicare Current Beneficiary Survey …
