This report is an update to a techno-economic feasibility study undertaken in 2018 to examine the efficacy of building and operating a microgrid in Downtown Cleveland, Ohio. Many factors have changed since 2018, including the 2022 passage of the Inflation Reduction Act, pursuant to which significant tax credits will make microgrids and grid edge technology adoption more attractive. Such a microgrid could offer enhanced resiliency and uptime to customers at prices that are competitive with existing rates for commercial power within the local investor owned utility’s service area. Today, well-being has taken a central role in urban planning, emphasizing the significance of pedestrian-friendly streets for the overall welfare of a city's residents. Pedestrian-friendly streets are vital elements of urban design that enhance mobility and contribute significantly to people's quality of life. This study examines the impact of pedestrian-friendly streets on the well-being of individuals through a post-evaluation approach. The research focuses on two projects: the 12 Avenue South project, completed in April 2022, and the Madison Station Boulevard project, completed in August 2022. These findings are part of a 3-year study to examine the impacts of possession of PCS law changes on: (1) law enforcement discretion, (2) prosecutorial decision-making, (3) courts/sentencing, and (4) public safety. The key findings, unless noted, represent statewide trends and impacts. Prior to M110, other statewide changes in policy, law, and historical events such as the COVID-19 lockdown/court backlog and public defense crisis also had important impacts on enforcement, prosecution/sentencing, and public safety outcomes. As such, data collected during the early implementation of M110 is not likely a reliable predictor of its ultimate impact. The data reported on below …

This study was conducted in accordance with California Senate Bill 1161 (2022), legislation that directed the Mineta Transportation Institute to develop a reliable, easy-to-use survey instrument for collecting information from public transit passengers about the extent, location, and characteristics of any street harassment they experience. Although the legislation is focused on large California transit agencies, the study findings are equally relevant to smaller agencies and agencies outside the state. Unique travel behavior patterns are observed as shared electric scooters (e-scooters) provided by private operators expand into U.S. cities. Three separate years of e-scooter ridership survey data from the Portland Bureau of Transportation’s E-scooter Pilot Programs were analyzed to ascertain the multi-year cross-sectional and demographic characteristics of e-scooter riders. A binary logistic regression model, descriptive statistics, and multiple regression model are used to analyze e-scooter mode substitution, trip purposes, and travel distance from 2018 to 2020 in Portland, Oregon. As a recent addition to our transportation systems, shared e-scooters have the potential to improve how people travel in the urban environment. While there is a lot to be hopeful about, the relative novelty of e-scooters calls for closer examination of how they interact with the built environment and other modes of transportation. Heat And Observed Economic Activity In The Rich Urban Tropics, Eric Fesselmeyer, Haoming. Liu, Alberto. Salvo, Rhita P B. Simorangkir

We use space-and-time resolved mobility data to assess how heat impacts Singapore, a rich city-state and arguably a harbinger of what is to come in the urbanizing tropics. Singapore’s offices, factories, malls, buses, and trains are widely air conditioned, its public schools less so. We document increased attendance and commuting to workplaces, malls, and the more air-conditioned schools on hotter relative to cooler days, particularly by low-income residents with limited use of adaptive technologies at home. Investment by rich cities may attenuate heat’s pervasive negative consequences on productive outcomes, yet this may worsen the climate emergency in the long run.

The Muskingum Watershed Conservancy District (MWCD), the largest conservancy district in Ohio, initiated a significant, multi-year capital improvement plan in 2014 in response to increasing revenues associated with Utica Shale development. This study used input-output analysis to estimate the regional economic impact of MWCD’s spending on infrastructure improvements and related operations from 2014 through 2022. Cleveland State University’s Energy Policy Center found that MWCD’s $182.1 million in capital spending during the study period resulted in $486.8 million of gross output (total economic activity of all sales/revenues), $221.9 million of value added (gross output minus intermediate inputs), $135.6 million in labor …

This article explores the role of the state in driving the platformisation of industry, and in doing so offers a counterpoint to scholarship that focusses on the exploitative effects of private sector-led platformisation. That scholarship views platformisation as the latest incarnation of neoliberal urbanism, with the profit-maximising tendencies of the private sector driving the proliferation of platforms throughout everyday life. Notwith- standing, there remains a need to consider alternative models of platformisation. Drawing on 31 interviews with architects of Singapore’s Smart Nation initiative, we consider the state-led platformisation of financial services. The $45.45 billion Broadband, Equity, Access, and Deployment (BEAD) program’s primary objective is to extend broadband service to all unserved and underserved locations in the U.S. and its territories. Several industry studies predict that the BEAD program can meet its goal of providing universal access to broadband service if eligible entities execute their grant programs well. Investing in sustainable, multimodal infrastructure is of increasing importance throughout the United States and worldwide. Cities are increasingly making strategic capital investment decisions about bicycle infrastructure—decisions that need planning efforts that accurately assess the equity aspects of developments, achieve equitable distribution of infrastructures, and draw upon accurate assessment methods. Citizen planning academies, which became popular in the 1990s, are increasingly being used in transportation planning and decision-making contexts. By making use of a longer-term, multiweek educational format, transportation academies have the potential to reduce barriers and enhance community capital leading to more meaningful and sustained government community interaction. This paper tracks the rise of transportation academies in North America, and provides a detailed look at two academies: one in Portland, Oregon with a 30-year history, and another recently launched in the Salt Lake City, Utah region. We present the Urban Nature Indexes (UNI), a comprehensive tool that measures urban ecological performance under one standard framework linked to global commitments. The UNI was developed by interdisciplinary experts and evaluated by practitioners from diverse cities to capture each city’s ecological footprint from local to global scale. The UNI comprises six themes (consumption drivers, human pressures, habitat status, species status, nature’s contributions to people, and governance responses) that encompass measurable impacts on climate change, biodiversity loss, ecosystem services, pollution, consumption, water management, and equity within one comprehensive system. This study investigates the impact of racial residential segregation on COVID-19 mortality during the first year of the US epidemic. Data comes from the Center for Disease Control and Prevention (CDC), and the Robert Wood Johnson Foundation's and the University of Wisconsin's joint county health rankings project. The observation includes a record of 8,670,781 individuals in 1488 counties. We regressed COVID-19 deaths, using hierarchical logistic regression models, on individual and county-level predictors. We found that as racial residential segregation increased, mortality rates increased. Controlling for segregation, Blacks and Asians had a greater risk of mortality, while Hispanics and other racial …

Policies and planning must be conscious of inequities when defining and measuring equity in public transportation. This study was done to aid the California Department of Transportation (Caltrans) and the state’s transit agencies in assessing transit service equity and assisting with evaluating past, existing, and future inequities. The pressing need to manage the spiralling number of landless people around the world has compelled several states to experiment with scattered land distribution programmes in combination with welfare transfers, instead of comprehensive land reform. This article examines the chasm between land demands and state responses in such contexts. Focusing on the Aralam resettlement site for the landless Adivasis in Kerala, India, it argues that management of the landless could take the form of ‘state life’ — a life envisaged by the state rather than the life the people wish to lead. As United States looks to decarbonize its energy systems, there is likely to be a surge in interest in multi-customer District Energy. Interest in networked thermal will be especially high for low-income neighborhoods, which have been targeted by the Inflation Reduction Act for clean energy development. In northern climates, many such areas have no air conditioning, and residents are increasingly at risk with the intensity and duration of hot weather resulting from climate change. However, there is limited evidence unpacking which types of values are associated with specific types of sustainable and unsustainable futures, as described by future scenarios and other types of futures-related works. Many U.S. agencies have experimented with red colored pavement markings in transit lanes to enhance the message that they are restricted to transit vehicles. This study evaluates non-transit drivers’ comprehension of and compliance with red colored lane markings in transit priority lanes intended to communicate lane restrictions and appropriate turning and merging locations. Twenty-five years since foundational publications on valuing ecosystem services for human well-being addressing the global biodiversity crisis still implies confronting barriers to incorporating nature’s diverse values into decision-making. These barriers include powerful interests supported by current norms and legal rules such as property rights, which determine whose values and which values of nature are acted on. A better understanding of how and why nature is (under)valued is more urgent than ever. Learning From Land Use Reforms: Housing Outcomes And Regulatory Change, Noah Kazis

This essay serves as the introduction for an edited, interdisciplinary symposium of articles studying recent land use reforms at the state and local level. These papers provide important descriptive analyses of a range of policy interventions, using quantitative and qualitative methods to provide new empirical insights into zoning reform strategies.

After situating and summarizing the collected articles, the Introduction draws out shared themes. For example, these essays demonstrate the efficacy of recent reforms, not only at facilitating housing production but at doing so in especially difficult contexts (like when producing affordable housing and redeveloping single-family neighborhoods).
