Critics raise alarm bells about governmental use of digital algorithms, charging that they are too complex, inscrutable, and prone to bias. A realistic assessment of digital algorithms, though, must acknowledge that government is already driven by algorithms of arguably greater complexity and potential for abuse: the algorithms implicit in human decision-making. The human brain operates algorithmically through complex neural networks. And when humans make collective decisions, they operate via algorithms too—those reflected in legislative, judicial, and administrative processes. Machine-learning algorithms are improving and automating important functions in medicine, transportation, and business. Government officials have also started to take notice of the accuracy and speed that such algorithms provide, increasingly relying on them to aid with consequential public-sector functions, including tax administration, regulatory oversight, and benefits administration. Despite machine-learning algorithms’ superior predictive power over conventional analytic tools, algorithmic forecasts are difficult to understand and explain. Machine learning’s “black-box” nature has thus raised concern: Can algorithmic governance be squared with legal principles of governmental transparency? After analyzing the result, both E-government development index and E-participation index showed positive effects on corruption control. However, the comparison analysis of OECD and non-OECD countries on corruption control through E-government shows that it has a great impact on not OECD countries but only non-OECD countries.

Rulemaking is one of the U.S. government's most important policymaking methods. Although broad transparency and participation rights are part of its legal structure, significant barriers prevent effective engagement by many groups of interested citizens. RegulationRoom, an experimental open-government partnership between academic researchers and government agencies, is a socio-technical participation system that uses multiple methods to alert and effectively engage new voices in rulemaking. Initial results give cause for optimism but also caution that successful use of new technologies to increase participation in complex government policy decisions is more difficult and resource-intensive than many proponents expect.

This study reviews research themes and methods used in Information technology (IT) in government and e-government research. Although IT/e-government studies (including inward aspects of IT applications in government and e-government studies) continue to increase, they are not comprehensively understood as a subfield within public administration. Based on Rosenbloom’s three competing approaches to public administration (managerial, political, and legal), we investigated the major research themes of IT/e-government studies in public administration. We analyzed 248 IT/egovernment articles published in six major public administration journals from 1965 to 2010 to examine IT/e-government research trends in terms of research themes and methods.

In the past decade, e-Government has received a lot of attention from academia, policy agencies, and IT providers, all of whom attempt to assess and track the factors that lead to a successful e-Government service. I propose a top-level approach assessing e-Government in Harrisonburg as a whole, and then I explore project-level methods of design and implementation. More specifically, I identify 29 electronic services offered by the City and rank them according to a pre-defined four-stage ranking system.
