With the prevalence of internet technologies and e-commerce, citizens’ expectations for online e-government services are growing. Numerous studies have been conducted on the worldwide adoption and sophistication of national governments’ e-government websites and state websites in the United States, but previous studies of local governments have been limited to looking at nationwide samples of the largest cities. By presenting a statewide analysis of all Kentucky city websites, I expect that my findings will provide valuable information about how cities of all sizes are using web-technologies to provide services to their citizens. This study comprises a comparative analysis between the US and China regarding public sector leadership behaviors in the context of cross-boundary information sharing and integration. Based on the literature on leadership, public sector information sharing, and cross-cultural analysis, the research begins with an original case study in China set in the product safety and food safety policy domain. The case explores leadership behaviors of middle-level information leaders in the technological, organizational, and legal context of cross-boundary information sharing in this domain. The implementation of e-government is a burgeoning phenomenon across the globe. It improves and enhances the infrastructures and services provided to the citizens. However, a review of the IS literature reveals that research on the implementation of e-government is rather limited, which could be due to the general misconception of the public sectors as rigid and risk-averse establishments. Digital government, encompassing output-focused e-government (delivering services online) and outcomes-focused e-governance (developing ICT-enabled citizen interaction and participation) has been proposed as the next step in online interaction between government and its citizens. Local government is still coming to grips with providing a mechanism for implementation of both facets of digital government, particularly those of e-governance. The Local Digital Government Framework (LDGF) was developed in this study to incorporate the citizen-centric focus of e-governance, facilitating the move from the organisational, New Public Managementbased focus of e-government.
