President Biden's "America is back" pledge holds the potential to be put to the test with the ongoing crisis in Libya. The internationalization of the post-Ghaddafi Libyan breakdown, strained by great-power competition (GPC) dynamics, poses nonnegligible threats to the United States (US) national security that extends beyond Libya per se. Studies in the literature on intrastate conflict onset have focused on opportunities and material grievances whereas non-material issues have not been given sufficient attention. The increasing importance of the ethnic dimension of intrastate conflicts since the mid-1970s suggests a growing prominence of ethnonationalist ideologies as a cause. Following constructivist and institutionalist theories on nationalism, this study argues that assimilationist policies, mainly centered around educational languages, induce the spread of minority ethnonationalism to the masses. This spread results from assimilationist policies being perceived as attacks on their dignity by the members of a discriminated minority group who, as a result, feel …

This study expands on previous work that focused on explaining motivations for joining the military in the United States. Using the prominent theory of public service motivation (PSM) found in public administration, I surveyed American military veterans currently pursuing post-secondary education to see if this theory helps explain why people join the military in much the same way that the theory helps explain why people join the civil service. How we, as humans, define ourselves and our national and ethnic distinction often centers on visible characteristics—physical features, group traditions, and language. Of those, language is both mutable and plays such a central role in daily life that it is often a hotly contested and manipulated factor in defining national identity. This paper examines the role language has played in the formation of crisis situations in the former Soviet Union. In this dissertation, I offer a new theoretical framework that not only takes into account the behavior of Members of Congress, but also how that behavior is constrained and conditioned by the relationships they share with other Members. This web of relationships forms a party network, the structure of which changes as Member-to-Member relationships change over time. This study used statistical analysis of enrollment records for ESL programs at community colleges throughout California from 2015-2019 to determine whether adult immigrants’ participation in public ESL programs was reduced under President Donald Trump. Immigrant families’ lesser use of public education services and means-tested federal benefits has been widely documented in the wake of Trump’s expansion of the public charge rule, which counted immigrants’ use of a wider array of public benefits against their case for residency in the United States than had any previous iteration of the rule. While individual citizens are the biggest source of campaign fundraising in Senate and House elections, previous research has focused on individuals donating over the reporting limit of $200. The Federal Elections Committee now makes available data on individuals who donate less than $200, and as these donors take on a bigger role in congressional fundraising, a new analysis of donor motivations is needed. This thesis investigates if and how candidate ideology is related to amount contributed. Specifically, I ask whether the dollar amount of contributions changes depending on how conservative or liberal a candidate is. These results have important implications …

How does structure shape behavior and outcomes in crisis bargaining? Formal bargaining models of war rely on expected utility theory to describe first-order effects, whereby the payoffs of war determine actors’ “resolve” to fight as a function of costs and benefits. Value preferences of risk and future discounting are routinely treated as predefined and subjective individual attributes, outside the strategic context of bargaining or independent from expected utility. However, such treatment fails to account for context-conditional preferences sourcing from actors’ expectations of relative gain or loss. This study analyzes the intersection of sex, environmental risk perception of climate change, and feminism. More specifically, with a sample size of 8,280 respondents from the American National Election Studies (ANES) 2020 Times Series Study, this research examines the relationship between pro-environmental attitudes and sympathy for feminism, controlling for sex, as well as if a measure of sympathy for feminism influences pro-environmental attitudes, controlling for demographic (age, education, race, sex, and income) and political preference (political ideology and party affiliation) variables. Sanctions busting refers to instances where third-party states increase their material support for states targeted by economic sanctions by increasing trade as well as foreign aid and investment, which, in turn, minimize the economic costs that sanctions imposed on target states. This concept privileges the sender and contributes to the “sender bias” inherent in the literature on economic sanctions. My dissertation instead argues that the terms sanctions opportunism may better reflect the nature of the processes at work when third-party states engage in sanctions busting either for commercial profit or as a “black knight” (or a combination of them both). …

How do political dynamics between countries and the individual characteristics of diplomatic spouses affect their ability to take on a “buffer” role—that is, make interactions less contentious? The existing literature on diplomatic spouses focuses on gendered advantages that allow spouses to access unique information. Building on this body of literature, this study investigates the ideal setting for spouses to contribute to the diplomatic process. A content analysis was conducted of three memoirs written by diplomatic spouses, and this data was supplemented with semi-structured interviews of spouses of former or current bureaucratic elites from India and Pakistan. Despite protective legislation such as the Voting Rights Act of 1965, many Americans experience electoral difficulties today. Following record-breaking turnout in the 2020 presidential election and under the guise of election security, some Republican lawmakers have introduced and supported legislation that restricts the ability of many Americans to vote. Although women's political representation has increased during the first part of the twenty-first century, the number of female politicians in legislative assemblies worldwide remains low. When well-designed and enforced, gender quota laws can increase women's representation. In tum, the election of female politicians brings about better outcomes for women. Further, female politicians elected by quota are likely to feel more committed to representing women than counterparts elected without quotas. The Israeli nuclear deterrent was developed during the 1950s and the 1960s when Israelâ s strategic setting was, mainly, dominated by state-centered security threats. In the past, the military as a guardian of the Kemalist establishment has intervened four times in Turkey's domestic politics ousting elected civilian governments with the justification of safeguarding the secular and unitary nature of the Turkish Republic. A movement begun in 2011 inspired multilateral organizations such as the United Nations to collaborate with Ghana’s women traditional leaders on an inherently postcolonial indigenous and transnational feminist project, promoting Queens’ national recognition. Despite the initial power of the movement, it faded over time. Yet it spurred the formation of various new Queens’ associations throughout Ghana. The associations have grown and continue to grow, and the National Council of Women Traditional Leaders that spurred the first movement has returned stronger and with new strategies.
