Crisis, Cooperation, And Coercion: Migration Diplomacy In Europe, 2014-2017, Jessica L. Jones

In this dissertation I ask when and how states employ migration diplomacy – and its coercive and cooperative variants – during the European Migration Crisis, 2014-2017. I argue that states use migration diplomacy to minimize the costs of migration crises and are more likely to use migration diplomacy when either the incurred or anticipated costs of migration crises are greater, when they are less powerful, and when anti-migrant domestic political pressures are higher. I use a multimethod approach to answer my questions. Results from my multivariate logistic regressions support my expectation that states are more likely to engage in migration …

Fascism and the radical right are on the rise in Europe in ways that haven’t been seen since the Second World War. Understanding the reason for this phenomenon is imperative to democracy’s defense. Far-right politics in Europe did not die with Adolf Hitler in 1945. In the early 21st century, populist parties had a somewhat quiet existence beneath Europe’s political surface and did not find much success in elections. However, as refugees and asylum seekers fled the Syrian Civil War and North Africa beginning in 2015, and as Eastern and Central Europeans flocked to the UK, European far-right parties found themselves with a new opportunity to mobilize support. The resettlement of refugees and asylum seekers in Germany since reunification in 1990 has been challenged by two peaks in asylum seeker applications in 1992 and again in 2016. From the 1992 peak, which was fueled by asylum seekers fleeing the former Yugoslavia, extensive research has already been conducted over the past thirty years. These studies have demonstrated the actual outcomes of these primarily Yugoslavian asylum seekers and refugees with these findings indicating legal and economic uncertainty having a detrimental effect even years after resettlement. Are elections to the European Parliament (EP) truly “second-order” reactions to “first-order” national elections and politics? Ever since Reif and Schmitt (1980), the consensus in both academic and journalistic accounts has been a resounding yes. However, comprehensive quantitative confirmation of this consensus has been lacking, and those studies that have been done have been temporally limited, regionally limited, or at least somewhat critical of Reif and Schmitt’s observations.
