This paper focuses on the problem of identifying influential users of micro-blogging services. Twitter, one of the most notable micro-blogging services, employs a social-networking model called "following", in which each user can choose who she wants to "follow" to receive tweets from without requiring the latter to give permission first. In a dataset prepared for this study, it is observed that (1) 72.4% of the users in Twitter follow more than 80% of their followers, and (2) 80.5% of the users have 80% of users they are following follow them back. In this paper, we present ROAD, a general framework to evaluate Location-Dependent Spatial Queries (LDSQ)s that searches for spatial objects on road networks. By exploiting search space pruning technique and providing a dynamic object mapping mechanism, ROAD is very efficient and flexible for various types of queries, namely, range search and nearest neighbor search, on objects over large-scale networks. The ability to utilize and benefit from today's explosion of social media sites depends on providing tools that allow users to productively participate. In order to participate, users must be able to find resources (both people and information) that they find valuable. Here, we argue that in order to do this effectively, we should make use of a user's "social context". A user's social context includes both their personal social context (their friends and the communities to which they belong) and their community social context (their role and identity in different communities).

This paper offers a macro perspective of the various activities involved in the implementation of e-government through an interpretive analysis of the various e-government-related initiatives undertaken by the Singapore Government. The analysis lead to the identification of four main components in the implementation of e-government, namely (i) information content, (ii) ICT infrastructure, (iii) e-government infostructure, and (iv) e-government promotion. These four components were then conceptually integrated into the e-Government Implementation Framework. In this chapter, we study the problem of selecting documents so as to extract terrorist event information from a collection of documents. We represent an event by its entity and relation instances. Very often, these entity and relation instances have to be extracted from multiple documents. This paper describes a pilot study on Wiki-G-Portal, a project integrating Wikipedia, an online encyclopedia, into G-Portal, a Web-based digital library, of geography resources. Initial findings from the pilot study seemed to suggest positive perceptions on usefulness and usability of Wiki-G-Portal, as well as subjects' attitude and intention to use.

This paper describes G-Portal, a geospatial digital library of geographical assets, providing an interactive platform to engage students in active manipulation and analysis of information resources and collaborative learning activities. Using a G-Portal application in which students conducted a field study of an environmental problem of beach erosion and sea level rise, we describe a pilot study to evaluate usefulness and usability issues to support the learning of geographical concepts, and in turn teaching.

In this paper, we attempt to give spatial semantics to web pages by assigning them place names. The entire assignment task is divided into three sub-problems, namely place name extraction, place name disambiguation and place name assignment. We propose our approaches to address these sub-problems. In particular, we have modified GATE, a well-known named entity extraction software, to perform place name extraction using a US Census gazetteer. GeogDL is a digital library of geography examination resources designed to assist students in preparing for a national geography examination in Singapore. We describe an interactive learning environment built into GeogDL that consists of four major components. The practice and review module allows students to attempt individual examination questions, the mock exam provides a simulation of the actual geography examination, the trends analysis tool provides an overview of the types of questions asked in previous examinations, while the contributions module allows students and teachers to create and share knowledge within the digital library.

G-Portal is a Java-based digital library system for managing the metadata of geography related resources on the Web. In addition to providing a flexible repository subsystem to accommodate metadata of different formats using XML and XML Schemas, G-Portal organizes metadata into projects and layers, and supports an integrated and synchronized classification and map-based interfaces over the stored metadata. G-Portal also includes a classification subsystem that creates category structures and classifies metadata resources into categories based on user-specified classification schemas. In this paper, we describe the development of an appropriate metadata scheme for GeogDL, a Web-based digital library application containing past-year examination resources for students taking a Singapore national examination in geography. The new metadata scheme was developed from established metadata schemes on education and e-learning. Initial evaluation showed that a role-based approach would be more viable, adapting to the different roles of teachers/educators and librarians contributing geography resources to GeogDL. The paper concludes with concrete implementation of the role-based metadata schema for GeogDL.

The paper proposes an integrated Web-based inter-library loan (ILL) system to replace and enhance the existing manual-based ILL system used by Singapore libraries. It describes the system requirements that must be supported in order to make it a viable and acceptable solution to all participating libraries.
