The Southern Nevada Water Project, a water supply system for the Las Vegas area, was authorized by the Acts of October 22, 1965, and July 19, 1966 (Public Laws 89-292 and 89-510). These acts authorized staged development. The first stage, completed in 1971, consists of intake facilities at Lake Mead, eight pumping plants, a main aqueduct 2-1/2-miles long, a 4-mile-long tunnel, and 30 miles of pipelines and laterals. The State of Nevada constructed the Alfred Merritt Smith Water Treatment Facility in conjunction with the first stage. The first stage system has the capacity to deliver 132,200 acre-feet per year.

The Dickey-Lincoln Hydroelectric Dam is a water resources project proposed by the Federal Government (U. S. Army Corps of Engineers). Therefore, in accordance with the National Environmental Policy Act, the Corps of Engineers is required to prepare an environmental impact statement (EIS) on the project. A federal plan or project such as Dickey-Lincoln should take into account its effect upon man's health, safety, welfare and economic well-being, as well as effects upon the surrounding environment. The U.S. Environmental Protection Agency has determined, on the basis of numerous studies, that the present water quality violates state and federal standards and constitutes a public nuisance. Consultants have advised the Sewage and Wastewater Advisory Committee that rapid abatement of the alleged pollution conditions can be achieved by an advanced wastewater treatment (AWT) plant.

The Arkansas River originates in the eastern slopes of the Rocky Mountains near Leadville, Colorado, and extends through Kansas, Oklahoma, and Arkansas, where it flows into the Mississippi River. The Arkansas River is approximately 1,450 miles in length and drains a total area of 160,500 square miles. The river and its tributaries have been developed for navigation, flood control, and hydro-electric power, as well as recreational purposes under the River and Harbor Act of July 24, 1946. The lake is more than half silted in and since 1968 various rehabilitation efforts have been made, including the construction of silt traps and lake dredging.

The ¹⁴C light and dark bottle technique for measurement of primary production was utilized as a means of assessing the amount of inorganic carbon being converted Into organic form by the photosynthesis of phytoplankton populations In the Boulder Basin of Lake Mead.

Spatial and time series changes of productivity levels observed at eight sampling locations within Boulder Basin Indicate that the Influence of treated municipal arts' industrial effluent flowing into Les Vegas Bay is contributing high levels of available nutrients at Las Vegas Wash Inlet to cause productivity to approximate those levels associated with polluted waters.

This report was under-taken primarily to evaluate the impact that the construction of the Dickey-Lincoln project would have upon the resources of the Upper St. John River, and to examine the assertion that the Dickey-Lincoln project constitutes a wise use of the public's environmental and economic resources. Since the case that has been made for the construction of the Dickey-Lincoln project rest primarily on the justification of the project in economic terms, this aspect of the project proposal will be intensively explored.

Severe flooding in Carnarvon followed heavy rains on the Gascoyne Catchment in February 1961. The flooding and erosion were extensive enough to suggest that run-off from the catchment was excessive. Lightfoot (1961)* reported that excess run-off was due to degradation of the catchment area. This report will describe the catchment area in terms of the degradation of its rangeland and its susceptibility to erosion.

Progressive increases in concentration of dissolved solids in the Colorado River water from Lake Powell to Imperial Dam seem to alter plankton dynamics and biological productivity of the river. Also, changes in biological productivity and micronutrients concentrations occur within the same reservoir. Development of a digital simulation model to predict micronutrients concentrations and biological productivity is necessary for diagnosing changes in plankton population and effluent-carrying capacity of the system.

A reservoir is justified if the benefit it provides to society exceeds the cost to develop it. Much research has been done to determine the benefit of a water resources development to society as a whole. Some research has explored the benefit of such a facility to a region. This report presents the results of definite plan studies of the Southern Nevada Water Project in Clark County, southeastern Nevada. Construction of this project was authorized under Public Law 89-292 dated October 22, 1965. Authorization of the Southern Nevada Water Project was based on a project plan outlined in the feasibility report of August 1963 as supplemented in April 1965. The definite plan studies have confirmed the general project plan of the 1963 report as supplemented but some important modifications are now contemplated as explained in Part IV.

PURPOSE

The purpose of the proposed research is to quantify the effects that Lakes Mead and Powell have on the salinity in the Colorado River system, and to evaluate changes that cap be made to the operating system of the reservoirs (within legal/institutional constraints) to enhance salt precipitation and/or minimize evaporation within the reservoirs. The effect of any changes (i.e., selective withdrawal uses, pumped storage, etc.) on reservoir evaporation could also be evaluated with a goal of minimizing evaporation. This will be accomplished through the development of a mathematical model of the reservoirs as described below.
